Contracts For March 3, 2022

NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a not-to-exceed $166,641,425, fixed-price-incentive-firm-target, cost-plus-incentive-fee, cost-plus-fixed-fee modification (P00016) to a previously awarded contract (N0001920C0032). This modification adds scope for the procurement, delivery, installation, and configuration of 22 F-35 Joint Strike Fighter training devices. The total quantity of training devices includes full mission simulators, multispectral database, and interactive courseware. Additionally, this modification provides non-recurring engineering to identify and integrate a replacement rechargeable battery module to be installed within the blade server system of pilot training devices in support of the Air Force, Marine Corps, Navy, non-U.S. Department of Defense (DOD) participants and Foreign Military Sales (FMS) customers. Work will be performed in Orlando, Florida (96%); Fort Worth, Texas (1%); and various locations outside the continental U.S. (3%), and is expected to be completed in December 2027. Fiscal 2021 aircraft procurement (Air Force) funds in the amount of $45,182,190; fiscal 2021 aircraft procurement (Navy) funds in the amount of $142,020; FMS customer funds in the amount of $5,551,246; and non-U.S. DOD partner funds in the amount of $32,445,255 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Photonis Defense Inc., Lancaster, Pennsylvania, is awarded a $38,888,940 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for the production, testing, and delivery of amplifier microwave power modules, as well as the related hardware evaluation, repair, and modifications in support of electronic attack threat simulator systems for the Navy. Work will be performed in Lancaster, Pennsylvania, and is expected to be completed in March 2027. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; two offers were received. The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N6893622D0018).

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $15,878,397 firm-fixed-price modification (P00126) to a previously awarded contract (N0001914C0050). This modification adds scope to provide interim contractor support and procure interior spares for VH-92A low rate initial production Lot II aircraft. Work will be performed in Woodland, Washington (85%); Wood Dale, Illinois (5%); Stratford, Connecticut (3%); Coatesville, Pennsylvania (3%); Owego, New York (2%); and various locations outside the continental U.S. (2%), and is expected to be completed in March 2023.  Fiscal 2022 aircraft procurement (Navy) funds in the amount of $15,582,987; and fiscal 2020 aircraft procurement (Navy) funds in the amount of $295,410 will be obligated at time of award, $295,410 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Fort Worth, Texas, is awarded a $15,368,468 modification (P00101) to a previously awarded cost-plus-fixed-fee contract (N0001914C0002). This modification increases the scope to procure diminishing manufacturing sources to complete additional non-recurring engineering for the Communications, Navigation, and Identification system redesign, including disabling the Mode 4 function, certifying the Identification Friend or Foe hardware, certifying the Link-16 Electromagnetic Compatibility, certifying the Telecommunications Electronics Material Protected from Emanating Spurious Transmissions, and certifying the Ultra High Frequency/Very High Frequency Waveform for the F-35 Lightning II aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed in January 2025.  Fiscal 2020 aircraft procurement (Navy) funds in the amount of $6,297,124; fiscal 2020 aircraft procurement (Air Force) funds in the amount of $6,297,123; and non-U.S. Department of Defense participant funds in the amount of $2,774,221 will be obligated at the time of award, $12,594,247 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded a not-to-exceed $14,617,681 cost-plus-fixed-fee, cost reimbursable, indefinite-delivery/indefinite-quantity contract. This contract provides engineering, training, integrated logistics support, installation/checkout of developed systems, and technical services in support of the Harpoon and Standoff Land Attack Missile - Expanded Response Missile; Encapsulated Harpoon Command and Launch Systems; Advanced Harpoon Weapon Control System; Encapsulated support; Harpoon Coastal Defense support; and the Harpoon Shipboard Command Launch Control Set for the Navy and Foreign Military Sales customers. Work will be performed in St. Charles, Missouri, and is expected to be completed in December 2024. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. The contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001922D0009).

AIR FORCE

Cyber Engineering and Technical Alliance LLC, Columbia, Maryland, has been awarded a $22,522,751 fixed-price, level-of-effort task order to provide a full range of information warfare training and operations, information systems and operations, communications, administrative support and knowledge based services. Work will be performed at Langley Air Force Base, Virginia, and is expected to be completed by April 30, 2023. This award is the result of a competitive acquisition and nine offers were received. Fiscal 2022 operations and maintenance funds in the amount of $8,372,583 are being obligated at the time of award. The Acquisition Management and Integration Center, Langley AFB, Virginia, is the contracting activity (FA489022F0013).

DEFENSE LOGISTICS AGENCY

Trans-Packers Services Corp., Piscataway, New Jersey, has been awarded a maximum $21,040,015 fixed-price, indefinite-delivery/indefinite-quantity contract for production and delivery of Meals, Ready-to-Eat beverage components. This was a competitive acquisition with one response received. This is a five-year contract with no option periods. Location of performance is New Jersey, with a Feb. 22, 2027, ordering period end date. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2022 through 2027 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE3S1-22-D-Z149).

Federal Prison Industries,** doing business as UNICOR, Washington, D.C., has been awarded a maximum $13,041,000 modification (P00007) exercising the second one-year option period of a one-year base contract (SPE1C1-20-D-F055) with two one-year option periods for physical fitness uniform jackets. This is an indefinite-delivery contract. Locations of performance are Florida and Washington, D.C., with a March 18, 2023, ordering period end date. Using military service is Army. Type of appropriation is fiscal 2022 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

SND Manufacturing, Dallas, Texas, has been awarded a maximum $8,422,794 modification (P00010) exercising the third one-year option period of a one-year base contract (SPE1C1-19-D-5038) with four one-year option periods for running suit jackets. This is an indefinite-delivery contract. Location of performance is Texas, with a March 17, 2023, ordering period end date. Using military services are Navy and Marine Corps. Type of appropriation is fiscal 2022 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

ARMY

Inverness Technologies Inc., Annandale, Virginia, was awarded a $20,002,366 firm-fixed-price contract for pre-separation counseling and employment assistance training. Bids were solicited via the internet with one received. Work will be performed in Fort Knox, Kentucky, with an estimated completion date of July 3, 2022. Fiscal 2010 operation and maintenance, Army funds in the amount of $10,016,183 were obligated at the time of the award. U.S. Army Field Directorate Office, Fort Knox, Kentucky, is the contracting activity (W9124D-22-C-0010). 

Intrepid LLC, Huntsville, Alabama, was awarded a $17,998,870 modification (P00035) to contract W9113M-18-F-0012 to support program operations, system engineering, system tests, system software engineering, system logistics, and product office and user assessments. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of July 18, 2023. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Diversified Construction of Oklahoma,* Edmond, Oklahoma, was awarded a $15,994,774 firm-fixed-price contract to refurbish basins and tanks to provide a functional industrial waste treatment plant for Tinker Air Force Base. Bids were solicited via the internet with two received. Work will be performed in Oklahoma City, Oklahoma, with an estimated completion date of March 4, 2024. Fiscal 2022 operation and maintenance, Army funds in the amount of $15,994,774 were obligated at the time of the award. U.S. Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-22-F-0037).
