Contracts For June 14, 2022

NAVY

Raytheon Technologies Corp., Pratt and Whitney Military Engines, East Hartford, Connecticut, is awarded a not-to-exceed $4,385,492,639 undefinitized modification (P00005) to a previously awarded cost-plus-incentive-fee, fixed-price incentive (firm-target) contract (N0001920C0011). This modification adds scope for the production and delivery of Lot 15 and 16 F-35 Lighting II Joint Strike Fighter propulsion systems to include 152 F135-PW-100 propulsion systems (108 for the Air Force, 29 for the Navy, and 15 for the Marine Corps); and 26 F135-PW-600 propulsion systems for the Marine Corps, as well as long lead-time components, parts, and materials associated with F135-PW-100 and F135-PW-600 propulsion systems for non-U.S. Department of Defense (DOD) participants and Foreign Military Sales (FMS) customers. Additionally, this modification provides global spares requirements to include spare engines, power modules, and other hardware. This modification also provides a Block 4 Short Take-Off Vertical Landing developmental test engine for flight test efforts. Work will be performed in East Hartford, Connecticut (17%); Indianapolis, Indiana (10%); Middletown, Connecticut (8%); Kent, Washington (7%); North Berwick, Maine (4%); El Cajon, California (3%); Cromwell, Connecticut (3%); Whitehall, Michigan (3%); Portland, Oregon (2%); San Diego, California (2%); South Bend, Indiana (2%); Columbus, Georgia (1%); Hampton, Virginia (1%); Manchester, Connecticut (1%); Cheshire, Connecticut (1%); Elmwood Park, New Jersey (1%); various locations within the continental U.S. (27%); and various locations outside the continental U.S. (7%), and is expected to be completed in September 2024.  Fiscal 2022 aircraft procurement (Navy) funds in the amount of $533,202,564; fiscal 2022 aircraft procurement (Air Force) funds in the amount of $486,934,274; fiscal 2021 aircraft procurement (Air Force) funds in the amount of $499,194,377; fiscal 2021 aircraft procurement (Navy) funds in the amount of $379,564,738; fiscal 2022 research, development, test and evaluation (Air Force) funds in the amount of $5,355,067; fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $5,355,066; non-U.S. DOD participants funds in the amount of $636,195,308; and FMS customer funds in the amount of $355,166,432 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

CAE USA Inc., Arlington, Texas, is awarded a $47,114,018 firm-fixed-price, cost-plus-fixed-fee contract.  This contract provides for the design, development, integration, installation, and testing of the CF-18 Advanced Distributed Combat Training System — Phase Three, Hornet Extension Project upgrades for the government of Canada. Work will be performed in Arlington, Texas (35%); Bagotville, Canada (35%); and Cold Lake, Canada (30%), and is expected to be completed in April 2027. Foreign Military Sales customer funds in the amount of $47,114,018 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N6134022C0014).

General Dynamics Mission Systems, Pittsfield, Massachusetts, is awarded a $28,659,148 cost-plus-incentive-fee and cost-plus-fixed-fee contract modification (P00002) to exercise options under a previously awarded contract (N0003022C1005) for fiscal 2022-2025 U.S. and U.K. Trident II (D-5) SSBN Fire Control System and SSGN Attack Weapon Control System support.  Work will be performed in Pittsfield, Massachusetts (98%); and Rhode Island (2%). Work is expected to be completed April 30, 2025. Fiscal 2022 other procurement (Navy) funds in the amount of $26,943,315; fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $1,158,935; and fiscal 2022 operation and maintenance (Navy) funds in the amount of $556,898 are being obligated on this award. Of this amount, only fiscal 2022 operation and maintenance (Navy) funds will expire at the end of the current fiscal year. This contract is being awarded to the contractor on a sole source basis under 10 U.S. Code 2304(c)(1) and was previously synopsized on the System for Award Management online portal. Strategic Systems Programs, Washington, D.C., is the contracting activity.

General Dynamics Mission Systems, Fairfax, Virginia, is awarded a $15,904,492 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00024-19-C6407 to exercise options for engineering services in support of AN/BYG-1 Tactical Control System design, integration, and testing. Work will be performed in Fairfax, Virginia, and is expected to be completed by July 2023. Fiscal 2022 research, development, test and evaluation in the amount of $5,225,425 (94%); Royal Australian Navy funds in the amount of $304,290 (5%); and fiscal 2021 other procurement (Navy) funding in the amount of $20,095 (1%) will be obligated at time of award and will not expire at the end of the current fiscal year. Royal Australian Navy funding provided in accordance with the Armament Cooperative Program. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Northrop Grumman Systems Corp., San Diego, California, is awarded a $15,063,680 modification (P00026) to a previously awarded, fixed-price incentive (firm-target) contract (N0001919C0008). This modification provides additional labor and material to incorporate production engineering change proposals that modify MQ-4C Triton unmanned aircraft system production assets to an Integrated Functional Capability 4.0 multiple intelligence configuration for the Navy and the government of Australia. Work will be performed in San Diego, California (92.5%); Medford, New York (3.4%); Newton, North Dakota (1.1%); and various locations within the continental U.S. (3%), and is expected to be completed in April 2025. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $2,344,741; fiscal 2020 aircraft procurement (Navy) funds in the amount of $5,685,834; and Foreign Cooperative Project funds in the amount of $7,033,105 will be obligated at the time of award, $5,685,834 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

MISSILE DEFENSE AGENCY

Raytheon Missile Systems, Tucson, Arizona, is being awarded a sole-source, hybrid (cost-plus-incentive-fee and cost-plus-fixed-fee) contract for $866,628,225 to perform the manufacture and assembly of Standard Missile-3 Block IIA All-Up Rounds for the U.S. government and Japan Ministry of Defense (JMOD) Foreign Military Sales (FMS) case requirements.  The work will be performed in Tucson, Arizona; and Huntsville, Alabama, with an expected completion date of Dec. 31, 2026.  Fiscal 2021 procurement, Defense wide funds in the amount of $250,391,077; and fiscal 2022 procurement, Defense wide funds in the amount of $384,131,553, will be obligated at time of award.  JMOD FMS funds in the amount of $195,756,091 are available for obligation at the time of option exercise.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity (HQ0851-22-C-0001).

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $55,833,251, sole-source, hybrid (firm-fixed-price and cost-plus-incentive-fee) contract modification (P00022) under Foreign Military Sales (FMS) Case JA-P-NCO contract HQ085121C0001.  This modification extends performance and expands Aegis FMS in-scope work under new and existing contract line item numbers.  The work will be performed in Moorestown, New Jersey.  The period of performance for this action is from time of award through March 31, 2024.  The total value of the contract increases from $310,133,788 to $363,967,039.  Case JA-P-NCO funds in the amount of $43,189,131.82 are being obligated at the time of award.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

AIR FORCE

Lockheed Martin Corp., Orlando, Florida, has been awarded a $450,000,000 indefinite-delivery/indefinite-quantity contract for Joint Air-to-Surface Standoff Missile (JASSM) production support. The contract will provide lifecycle support for all efforts related to JASSM in the areas of system upgrades, integration, production, sustainment, management and logistical support. Work will be performed in Orlando, Florida, and is expected to be completed by June 10, 2027. This award is the result of a sole source acquisition. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8682‐22-D-B001). (Awarded June 13, 2022)

Dzyne Technologies Inc., Fairfax, Virginia, has been awarded an $89,365,202 cost-plus-fixed-fee contract for the Small Payload Precision Air-Launched Inexpensive Delivery System research and development. This contract provides for the development, maturation, testing and demonstration of unmanned aerial system swarming technologies and associated systems so that they can be transitioned to military end users. Work will be performed in Irvine, California, and is expected to be completed by June 15, 2027.  The award is the result of the Small Business Innovative Research Program. Fiscal 2021 and 2022 research and development funds in the amount of $3,918,530 are being obligated at time of award.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-22-C-1175).

The Canyon Consulting LLC, Los Angeles, California, has been awarded a $19,499,397 cost-plus-fixed-fee contract for Assured Space Based Positioning, Navigation and Timing research and experimentation. Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be completed by Oct. 4, 2027.   This award is the result of a competitive acquisition and one offer was received. Fiscal 2021 research and development funds in the amount of $500,000 will be obligated at the time of award. Air Force Research Laboratory, Kirtland AFB, New Mexico, is the contracting activity (FA9453-22-C-0011).

ARMY

Fontaine Commercial Trailer Inc., Springville, Alabama, was awarded a $37,974,405 fixed-price with economic price adjustment contract for to procure M172A2 25-ton semi-trailers, production verification testing, test service representative support, logistics products, authorized stockage list packages, and advanced manufacturing technical data. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of June 14, 2026. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-22-D-0038).

Great Lakes Dredge & Dock Company LLC, Oak Brook, Illinois, was awarded a $15,398,750 firm-fixed-price contract for maintenance dredging. Bids were solicited via the internet with five received. Work will be performed in Charleston, South Carolina, with an estimated completion date of Feb. 17, 2023. Fiscal 2022 civil operation and maintenance, Corps of Engineers funds in the amount of $15,398,750 were obligated at the time of the award. U.S. Army Corps of Engineers, Charleston, South Carolina, is the contracting activity (W912HP-22-C-0003).

Northrop Grumman Systems Corp., Plymouth, Minnesota, was awarded an $11,839,342 modification (P00082) to contract W15QKN-13-C-0074 for the procurement of M1156 Precision Guidance Kits for 155mm high explosive projectiles (M795 and M549A1). Work will be performed in Plymouth, Minnesota, with an estimated completion date of July 20, 2026. Fiscal 2022 U.S. Marine Corps funds in the amount of $11,839,342 were obligated at the time of the award. U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity.

BAE OSI Systems, Kingsport, Tennessee, was awarded a $11,134,074 modification (P00779) to contract DAAA09-98-E-0006 to design, procure, and install cybersecurity related systems. Work will be performed in Kingsport, Tennessee, with an estimated completion date of Jan. 31, 2024. Fiscal 2021 ammunition procurement, Army funds in the amount of $11,134,074 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

Construction Cost Management Inc.,* Fort Worth, Texas (W91278-22-D-0022); Crawford Consulting Services Inc.,* East Pittsburgh, Pennsylvania (W91278-22-D-0023);  and PCS & MOCA JV LLC,* Decatur, Georgia (W91278-22-D-0024), will compete for each order of the $9,999,999 firm-fixed-price contract for architect and engineering services to support cost engineering. Bids were solicited via the internet with 10 received. Work locations and funding will be determined with each order, with an estimated completion date of June 13, 2027. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity.

CACI Technologies, Chantilly, Virginia, was awarded an $8,777,959 modification (P00005) to contract W911W4-21-C-0001 for multi-intelligence operations support services. Work will be performed in Kuwait, with an estimated completion date of Dec. 14, 2022. Fiscal 2022 operation and maintenance, Army funds in the amount of $8,056,329 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Pentaq Manufacturing Corp.,** Sabana Grande, Puerto Rico, has been awarded a maximum $21,366,113 modification (P00020) exercising the second one-year option period of a one-year base contract (SPE1C1-20-D-1258) with four one-year option periods for various types of trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is June 16, 2023. Using military services are Army and Air Force. American Water Operations & Maintenance LLC, Camden, New Jersey, has been awarded a $10,197,200 modification (P00029) to a 50-year contract (SP0600-19-C-8325) for water and wastewater utility services at Joint Base San Antonio, Texas. This is a fixed-price with economic-price-adjustment contract. Location of performance is Texas, with a May 31, 2070, performance completion date. Using military service is Air Force.
