Contracts For Oct. 27, 2022

NAVY

Huntington Ingalls Inc., Pascagoula, Mississippi, is awarded a $2,414,000,000 detail, design, and construction modification to previously awarded contract N00024-20-C-2437 in support of one Amphibious Assault Ship (General Purpose) Replacement (LHA(R)) Flight 1 Ship (LHA 9). Work will be performed in Pascagoula, Mississippi (72%); Milwaukee, Wisconsin (2%); Baltimore, Maryland (2%); Beloit, Wisconsin (2%); Brunswick, Georgia (2%); Philadelphia, Pennsylvania (1%); Cincinnati, Ohio (1%); Kingsford, Michigan (1%); Hueytown, Alabama (1%); York, Pennsylvania (1%); Cranberry Township, Pennsylvania (1%); and others individually less than 1% each (14%). Work is expected to be completed by September 2029. Fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of $93,000,001 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $3,190,605,290.  If all options are exercised, work will continue through March 2031. This sole source contract modification was not competitively procured in accordance with 10 U.S. Code 3204(c)(1), as implemented by Defense Federal Acquisition Regulation 6.302-1 – only one responsible source. Pacific Ship Repair and Fabrication Inc.,* Everett, Washington, is awarded a $43,699,417 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to previously awarded contract N0002418D4413 for complex and non-complex emergent and continuous maintenance and Chief of Naval Operations (CNO) availabilities on surface ships. Work will be performed in Everett, Washington, and is expected to be completed by May 2023. No funding will be obligated at time of award. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Propulsion Controls Engineering,* Everett, Washington, is awarded a $32,846,262 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to previously awarded contract N0002418D4416 for non-complex emergent and continuous maintenance and availabilities on surface ships. Work will be performed in Everett, Washington, and is expected to be completed by May 2023. No funding will be obligated at time of award. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Chemring Australia Pty Ltd., Lara, Victoria, Australia, is awarded a $30,601,989 modification (P00004) to a previously awarded firm-fixed-price contract (N0001921C0081). This modification exercises an option for the manufacture and production of MJU-68/B Flare Infrared Countermeasures in support of the Joint Strike Fighter program (8,655 for the Navy; 792 for the Air Force; 1,392 for the government of Norway; 1,200 for the government of Australia; 528 for the government of Italy; 312 for the government of Japan; 312 for the government of the Netherlands; and 120 for the government of Denmark). Work will be performed in Lara, Victoria, Australia (47%); San Diego, California (28%); Toone, Tennessee (24%); and Braeside, Victoria, Australia (1%), and is expected to be completed in September 2023. Fiscal 2023 procurement of ammunition (Navy and Marine Corps) in the amount of $19,897,845; fiscal 2021 aircraft procurement (Air Force) in the amount of $1,820,808; and Foreign Military Sales customer funds in the amount of $8,883,336 will be obligated at time of award, of which $1,820,808 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

MNDPI Pacific JV, Honolulu, Hawaii, is awarded a $16,960,148 firm-fixed-price task order (N6274223F0301) under previously awarded contract N62742-20-D-0004 for architecture-engineering services to develop the design primarily for the construction of a new concrete fixed single deck submarine repair pier at Polaris Point Submarine Base, Guam. This task order includes one option which, if exercised, would increase the cumulative task order value to $29,796,666. Work will be performed in Piti, Guam, and is expected to be completed by September 2024. Fiscal 2021 and 2022 military construction (Navy) funds will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Pacific, Pearl Harbor, Hawaii, is the contracting activity.

The Boeing Co., Seattle, Washington, is awarded an $11,349,469 modification (13) to a firm-fixed-price order (2017) against a previously issued basic ordering agreement (N0001916G0001). This modification exercises an option to provide for installation of 25 previously procured A-kits in support of the Increment 3 Block 1 retrofit requirements for the P-8A Poseidon aircraft. Work will be performed in Jacksonville, Florida, and is expected to be completed in December 2023. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $11,349,469 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Moorestown, New Jersey, is awarded a $9,630,112 cost-plus-fixed-fee modification to previously awarded contract N0017822C2300 to exercise an option for the accomplishment of enterprise engineering and technical expertise to the Land Based Test and Training Sites. Work will be performed in Moorestown, New Jersey, and is expected to be completed by November 2023. Fiscal 2022 other procurement (Navy) funds in the amount of $30,597 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Virginia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Vitol Aviation Co., Houston, Texas, has been awarded an estimated $261,327,102 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various types of fuel. This was a competitive acquisition with 12 offers received. This is a one-year contract with a 30-day carryover period. Locations of performance are Asia and Middle East regions, with a Dec. 31, 2023, performance completion date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE602-23-D-0455).
