Contracts For Dec. 15, 2022

NAVY

Raytheon Technologies Corp., doing business as Pratt and Whitney Military Engines, East Hartford, Connecticut, is awarded a $619,068,244 firm-fixed-price, fixed-price incentive (firm target), cost reimbursable modification (P00008) to a previously awarded contract (N0001920C0011). This modification adds scope to procure long-lead materials, parts and components for Lot 17 F135 propulsion systems in support of the F-35 Lighting II Joint Strike Fighter aircraft for the Air Force, Marine Corps, Navy, non-U.S. Department of Defense (DOD) partners, and Foreign Military Sales (FMS) customers. Additionally, this modification adds scope for the production and delivery of four F135-PW-600 propulsion systems in support of Lots 15 and 16 F-35 Lighting II Joint Strike Fighter for non-U.S. DOD partners and FMS customers, as well as provides for integration efforts for an FMS customer into the Joint Strike Fighter program. Work will be performed in Windsor Locks, Connecticut (23%); Indianapolis, Indiana (19%); Houston, Texas (4%); Phoenix, Arizona (3%); West Palm Beach, Florida (3%); Southington, Connecticut (3%); the following labor surplus areas to include East Hartford, Connecticut (15%); Rockford, Illinois (5%); and New Britain, Connecticut (2%); various locations within the continental U.S. (3%); and various locations outside the continental U.S. (20%), and is expected to be completed in October 2030. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $101,285,551; fiscal 2022 aircraft procurement (Air Force) funds in the amount of $44,081,814; FMS customer funds in the amount of $339,131,605; and non-U.S. DOD participant funds in the amount of $134,569,274 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Progeny Systems Corp.,* Manassas, Virginia, is awarded a $27,625,288 cost-plus-incentive-fee and cost-plus-fixed-fee contract modification to previously awarded contract N00024-19-C-6267 to exercise options for Navy engineering design and development and supporting material procurements. Work will be performed in Manassas, Virginia (85%); and Charleroi, Pennsylvania (15%), and is expected to be completed by July 2025. Northrop Grumman Systems Corp., Military Aircraft Systems, Melbourne, Florida, is awarded a $17,970,406 firm-fixed-price order (N0001923F0080) against a previously issued basic ordering agreement (N0001920G0005). This order procures various spare components for the government of Japan's configuration of the E-2D Advanced Hawkeye aircraft. Work will be performed in Melbourne, Florida (24%); Liverpool, New York (17%); Greenlawn, New York (14%); Torrance, California (9%); Irvine, California (7%); Owego, New York (5%); Elyria, Ohio (4%); Wichita, Kansas (2%); Garden City, New York (2%); New Port Richey, Florida (2%); Windsor Locks, Connecticut (2%); Hayward, California (2%); Rolling Meadows, Illinois (1%); and various locations within the continental U.S. (9%), and is expected to be completed in July 2026. Foreign Military Sales customer funds in the amount of $17,970,406 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Rolls-Royce Marine North America Inc. (RRMNA), Walpole, Massachusetts, is awarded a $12,870,313 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the procurement of support services for the Product Improvement Program. The contractor shall provide all maintainability and availability and technical data programs for RRMNA products. Work will be performed at the contractor's facility located in Walpole, Massachusetts (82%); and at government sites as required (18%), and is expected to be completed by December 2028. Fiscal 2023 operations and maintenance (Navy) funds in the amount of $150,000 will be obligated at time of award and will expire at the end of the current fiscal year. All other funding will be made available at the task order level as contracting actions occur. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) — only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity (N64498-23-D-0002).

Rockwell Collins Inc., Cedar Rapids, Iowa, is awarded a $7,875,200 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the manufacture of MT06 cartridge actuated devices. This contract includes a three-year ordering period with no options. All work will be performed in Fairfield, California, and ordering is expected to be completed by December 2025. This effort combines purchases under the Foreign Military Sales (FMS) program, and funds will not expire at the end of the current fiscal year. FMS Saudi Arabia funds (26%); fiscal 2022 ammunition (Army) funds (25%); fiscal 2023 ammunition (Army) funds (25%); FMS Israel funds (23%); and FMS United Arab Emirates funds (1%) in the amount of $1,015,964 will be issued for delivery order N00104-23-F-SV01 that will be awarded concurrently with the contract. Individual task orders will be subsequently funded with available appropriations at the time of their issuance. Two sources were solicited for this limited-competitive requirement under authority 10 U.S. Code 2304 (c)(1), with two offers received. Huntsville Rehabilitation Foundation Inc., Huntsville, Alabama, was awarded a $10,624,558 firm-fixed-price contract for the Molle 4000 Harness Single Point Release, buckle strap and safety strap dispatcher. AIR FORCE

Yang Enterprise Inc., Oviedo, Florida, has been awarded a $184,467,915 indefinite-delivery/ indefinite-quantity contract with a ceiling of $235,000,000 for Ascension base operations support. This contract provides airfield operations, operations, maintenance and engineering support for facilities, systems, equipment, utilities and base operating support responsibilities. Work will be performed will be on Ascension Island Auxiliary Airfield, and is expected to be complete by Dec. 31, 2032.  This award is the result of a competitive acquisition, and two offers were received. Fiscal 2023 operations and maintenance funds in the amount of $436,364 are being obligated at the time of award. 45th Contracting Squadron Patrick Space Force Base, Florida, is the contracting activity (FA2521-23-D-0001).

National Aerospace Solutions LLC, Arnold Air Force Base, Tennessee, has been awarded a $176,387,091 modification (P00192) to contract FA9101-15-C-0500 for test operations and sustainment. This modification provides for test operations, technology development, equipment and facility sustainment, capital improvements and some support services for Arnold Engineering Development Complex. Work will be performed at Arnold AFB, Tennessee, and is expected to be completed by June 30, 2023. The overall value of the contract is $2,055,250,085. Fiscal 2023 operations and maintenance and research and development funds are being used and no funds are being obligated at the time of award. Rhinestahl Corp., Mason, Ohio, has been awarded a $140,279,237 firm-fixed-price contract for General Electric F110 support equipment. This contract provides initial lay in of engine support equipment at the organizational and intermediate levels. Work will be performed in Mason, Ohio, and is expected to be completed by December 31, 2029. This contract involved Foreign Military Sales to multiple partner nations. This option is the result of a sole-source directed acquisition. Foreign Military Sales funds in the amount of $6,406,174 are being obligated at the time of award. The Air Force Sustainment Center, Tinker, Air Force Base, Oklahoma, is the contracting activity (FA8122-23-D-0001).

The Lockheed Martin Corp., Grand Prairie, Texas, has been awarded a $25,000,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract. This contract provides for research and development on advanced missile subsystem components supporting the compact air to air missile and extended range air to air missile systems.  Work will be performed at Grand Prairie, Texas, and is expected to be completed by Dec. 14, 2029, and includes issued task orders.  This award is the result of a white paper originating from broad agency announcement FA8651-20-S-0008. Honeywell International Inc., Tempe, Arizona, has been awarded an $8,021,667 firm-fixed-price modification (P00022) to previously awarded contract FA8109-19-D-0001. This is an enterprise-level strategic contract for highly specialized repair, overhaul, and engineering services for line replacement units, shop replaceable units, test equipment and individual components. This effort includes requirements from Robins Air Force Base, Georgia; Hill AFB, Utah; and Tinker AFB, Oklahoma.
