MISSILE DEFENSE AGENCY

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded an undefinitized contract action (UCA), with a not-to-exceed value of $527,740,864, inclusive of all options. This UCA will be awarded for a sole-source, hybrid (cost-plus-incentive-fee and cost-plus-fixed-fee) modification (P00054) under contract HQ085121C0002. This UCA expands performance of the Aegis Weapon System to implement Integrated Air and Missile Defense capabilities into an Aegis Guam System. An initial obligation of $11,394,512 using fiscal 2023 research, development, test and evaluation funds will occur at the time of award. The work will be performed in Moorestown, New Jersey, with period of performance from time of award through Dec. 31, 2027. The value of the contract increases from $811,633,012 by $425,365,356 to $1,236,998,368. The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

NAVY

Gilbane Federal, Concord, California, is awarded an $118,368,220 firm-fixed-price contract for the construction of reinforced concrete pads and foundations in support of the installation of the Tactical Mobile Over-the-Horizon Radar equipment in the Republic of Palau. Work will be performed in the Republic of Palau, and is expected to be completed by June 2026. Fiscal 2019 military construction (Air Force) funds in the amount of $20,043,496 will be obligated at time of award and will expire at the end of the current fiscal year. Fiscal 2020 military construction (Air Force) funds in the amount of $98,324,724 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with three proposals received. The Naval Facilities Engineering Systems Command Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-23-C-1311).

CORE Engineering & Construction Inc.,* Winter Park, Florida (N69450-23-D-0005); Healtheon Inc.,* New Orleans, Louisiana (N69450-23-D-0008); Howard W. Pence Inc.,* Elizabethtown, Kentucky (N69450-23-D-0006); Sergent Mechanical Systems, doing business as Sergent Construction,* Oxnard, California (N69450-23-D-0007); and Wright Bros LLC,* Fort Walton Beach, Florida (N69450-23-D-0009), are awarded a combined $99,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award construction contract for the procurement of construction projects at Department of Defense installations located in the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) area of operations. Each awardee will be awarded $1,000 (minimum contract guarantee per awardee) at contract award. Work will be performed in the state of Florida, and is expected to be completed by December 2027. Fiscal 2023 operation and maintenance (Navy) funding in the amount of $5,000 will be obligated at the time of award and will expire at the end of the current fiscal year. All other funding will be made available at the delivery order level as contracting actions occur. This contract was competitively procured via the System for Award Management website, with 34 offers received. NAVFAC SE Jacksonville, Florida, is the contracting activity.

General Atomics, San Diego, California, is awarded a $43,822,792 cost-plus-fixed-fee, level-of-effort order (N0001923F0025) against a previously issued basic ordering agreement (N0001921G0014). This order provides for programmatic, engineering, logistics, configuration management, diminishing manufacturing sources and material shortages, technical support, logistics product updates, data calls and meeting support, and program planning support for the Electromagnetic Aircraft Launch System and Advanced Arresting Gear systems sustainment. Work will be performed in San Diego, California (83%); Lakehurst, New Jersey (15%); and Tupelo, Mississippi (2%), and is expected to be completed in December 2027. Fiscal 2023 operations and maintenance (Navy) funds in the amount of $99,000 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Allegient Inc.,* Arlington, Virginia, is awarded a $31,851,343 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This contract procures non-technical administrative contractor support services for the F-35 system development and demonstration, follow-on development, low rate initial and full rate production, as well as the sustainment efforts for the Air Force, Navy, non-Department of Defense participants, and Foreign Military Sales customers. Work will be performed in Arlington, Virginia (81.27%); Wright-Patterson, Ohio (14.05%); and Fort Worth, Texas (4.68%), and is expected to be completed in December 2027. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; six offers were received. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001922D0048).

Insitu Inc., Bingen, Washington, is awarded a $19,279,611 firm-fixed-price modification (P00003) to a previously awarded, indefinite-delivery/indefinite-quantity contract (N0001922D0038). This modification adds scope for the production and delivery of 10 RQ-21A air vehicles, two RQ-21A turrets, support equipment, spares, tools, and training in support of RQ-21A Blackjack and ScanEagle unmanned aircraft platforms for the Navy, Marine Corps, and international partners. Work will be performed in Bingen, Washington (88%); and various locations outside the continental U.S. (12%), and is expected to be completed in June 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. The Naval Air System Command, Patuxent River, Maryland, is the contracting activity.

General Electric Aviation, Lynn, Massachusetts, is awarded a $16,398,986 cost-plus-fixed-fee order (N0042123F0109) against a previously issued basic ordering agreement (N0042119G0001). This order provides for engineering and engine system improvement support for the F414 Component Improvement Program. Work will be performed in Lynn, Massachusetts, and is expected to be completed in December 2023. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $3,000,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

L3Harris Technologies Inc., Amityville, New York, is awarded a $14,298,819 firm-fixed-price modification (P00008) to a previously awarded contract (N0001920C0056). This modification adds scope for the production and delivery of 17 BRU-75A and BRU-76A Bomb Rack Unit ship sets (nine for the Navy, five for the Government of Germany, two for the Commonwealth of Australia, and one for the Republic of Korea) for the P-8A Lots 12-13 aircraft. Work will be performed in Amityville, New York, and is expected to be completed in May 2026. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $7,569,963; Foreign Military Sales customer funds in the amount of $5,046,642; and Foreign Cooperative Project funds in the amount of $1,682,214 will be obligated at the time of award, $7,569,963 of which will expire at the end of the current fiscal year. CORRECTION: The announcement of a Naval Information Warfare Center Pacific blanket purchase agreement with Amazon Web Services for $723,878,930 on Dec. 19, 2022, incorrectly contained a contract number (N66001-20-A-0022). There is no contract number with this blanket purchase agreement.

General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $75,074,676 cost-plus-fixed-fee contract for contractor logistics support for Gray Eagle Block 0. Bids were solicited via the internet with one received. Work will be performed in Poway, California, with an estimated completion date of June 28, 2025. Fiscal 2023 operation and maintenance, Army funds in the amount of $10,000,000 were obligated at the time of the award. Services shall be provided for the Department of Defense, other federal government agencies, and contractors who have a cost-reimbursable contract line-item number under another government contract which includes transportation of freight (cost-reimbursable contractors). Services required include door-to-door, time-definite, pick-up and delivery, transportation, timely and accurate shipment tracking, government Third Party Payment System participation, customs clearance processing (if applicable) and shipment data reporting.  Work will be performed internationally and domestically. The period of performance for the increased value is from Jan. 1, 2023, to Jan. 31, 2023. Ordering is decentralized and funding is provided by multiple government agencies. This modification brings the total cumulative face value of the contract to $415,623,690 from $348,425,190.
