AIR FORCE

Northrop Grumman Systems Corp., McLean, Virginia, was awarded a $464,399,742 indefinite-delivery/indefinite-quantity contract action for Battlefield Airborne Communications Node E-11A (BACN E-11A) platform maintenance and main operating base contractor logistics support establishment. This task order provides for operations and sustainment of the BACN E-11A platform subsystems and ancillary equipment to continue effective flight operations to include the continental U.S. and outside the continental U.S. locations, scheduled and unscheduled maintenance and supply requirements for the E-11A aircraft and associated support equipment. In addition, this acquisition will establish a main operating base at an Air Force base in the continental U.S. for the BACN E-11A fleet to support training and deployed operations. Work is expected to be completed by Jan. 23, 2028. This contract was a competitive acquisition, and one offer was received. Fiscal 2023 operations and maintenance funds in the amount of $37,601,066 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8726-23-F-0028).

ARMY

Head Inc.,* Columbus, Ohio (W9128F-23-D-0009); MRM Construction Services Inc.,* Phoenix, Arizona (W9128F-23-D-0010); AHTNA-SWCP JV,* Irvine, California (W9128F-23-D-0011); and Southern-RC-JV-01 LLC,* Newbern, Tennessee (W9128F-23-D-0012), will compete for each order of the $99,000,000 firm-fixed-price contract for airfield paving design-bid-build and design-build construction projects. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 9, 2030. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity.
Husman Environmental & Construction LLC & RC Construction Co Inc. A JV,* Jackson, Mississippi (W912HN-23-D-3000); Relyant Global LLC,* Maryville, Tennessee (W912HN-23-D-3001); and Summers Concrete Contracting Inc., Hahira, Georgia (W912HN-23-D-3002), will compete for each order of the $45,000,000 firm-fixed-price contract for airfield maintenance and construction task orders. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 9, 2028. U.S. Army Corps of Engineers, Savannah, Georgia, is the contracting activity.
Trade West Construction Inc.,* Mesquite, Nevada, was awarded a $7,850,000 firm-fixed-price contract for the repair of the Moss Landing north and south jetties, the replacement of two danger signs, two project signs, two aids to navigation and removal of timber piles. Bids were solicited via the internet with three received. Work will be performed in Moss Landing, California, with an estimated completion date of Sept. 17, 2023. Fiscal 2023 civil operation and maintenance funds in the amount of $7,850,000 were obligated at the time of the award. U.S. Army Corps of Engineers, San Francisco, California, is the contracting activity (W912P7-23-C-0004).

NAVY

Gilbane Federal, Concord, California, is awarded a $58,479,331 firm-fixed-price task order (N6945023F0167) under a multiple award construction contract (N69450-21-D-0056) for a littoral innovation and prototyping facility at Naval Support Activity, Panama City, Florida. Work will be performed in Panama City, Florida, and is expected to be completed by January 2026. Fiscal 2023 working capital (Navy) funds in the amount of $58,479,331 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Procurement Integrated Enterprise Environment website, with five proposals received. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity.

Techflow Mission Support LLC, Idaho Falls, Idaho, is awarded a $23,143,561 indefinite-delivery/indefinite-quantity modification to previously awarded contract N40085-10-D-0213 for base operations support services at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and other outlying areas in eastern North Carolina. This award brings the total cumulative face value of the contract to $343,472,901. Work will be performed in Jacksonville, North Carolina, and is expected to be completed by November 2023. No funds will be obligated at time of award. Fiscal 2023 operation and maintenance (Marine Corps) contract funds in the amount of $18,668,712 will be obligated for recurring work on individual task orders issued during the option period. San Antonio Lighthouse for the Blind,** San Antonio, Texas, has been awarded a maximum $8,800,260 modification (P00004) exercising the second one‐year option period of a one‐year base contract (SPE1C1‐21‐D‐B101) with two one‐year option periods for flame retardant environmental ensemble/enhanced weather outer layer trousers. This is a firm‐fixed‐price, indefinite‐delivery/indefinite‐quantity contract. The ordering period end date is Jan. 12, 2024. Using military services are Army and Air Force.
