Contracts For Jan. 26, 2023

ARMY

Sikorsky, a Lockheed Martin Company, Stratford, Connecticut, was awarded a $656,774,666 modification (P00015) to contract W58RGZ-22-C-0010 for UH-60M aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2027. Fiscal 2010 Foreign Military Sales (Australia) funds in the amount of $656,774,666 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Amentum Services, Germantown, Maryland, was awarded a $34,817,407 modification (P00196) to contract W58RGZ-17-C-0011 for contractor logistics support. Work will be performed in Germantown, Maryland, with an estimated completion date of May 31, 2023. Fiscal 2023 operation and maintenance, Army funds in the amount of $34,817,407 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

ElbitAmerica Inc., Fort Worth, Texas, was awarded a $25,134,186 firm-fixed-price contract for the Next Generation Hub. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 26, 2028. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-23-D-0009).

AIR FORCE

Teletronics Technology Corp., doing business as Curtiss-Wright Defense Solutions Inc., Newtown, Pennsylvania, was awarded a $287,084,416 firm-fixed-price, indefinite-delivery/indefinite-quantity for commercial supplies and services to sustain the High-Speed Data Acquisition System (HSDAS). This contract provides for HSDAS specifically designed for flight test users, and flight test related commercial hardware, software, and firmware, technical support, repair, and training services will be provided. This contract will also support operation and sustainment of existing installations, new installations and cover services in support of the Interactive Analysis and Display System (IADS). Work will be performed in Newtown, Pennsylvania; and Edwards Air Force Base, California, and is expected to be completed by Jan. 25, 2028. This contract was a non-competitive, sole source acquisition. Fiscal 2023, research and development funds in the amount of $54,688 are being obligated at the time of award. The Air Force Test Center, Edwards AFB, California, is the contracting activity (FA9302-23-D-0001).

CAE USA Inc., Arlington, Texas, was awarded a maximum $49,709,615 hybrid fixed-price, fixed-price incentive, cost-reimbursement undefinitized contract action for the F-16 Block 70 Training Simulators program for the Taiwan Air Force.  This contract provides for the procurement of hardware, hardware and software development, integration, testing, and delivery of training devices for the Taiwan Air Force. Work will be performed in Arlington, Texas, and is expected to be completed Jan. 31, 2026. This contract involves Foreign Military Sales (FMS) to Taiwan.  This contract was a sole source acquisition. FMS funds in the amount of $8,123,377 are being obligated at the time of award. The Air Force Life Cycle Management Center, Agile Combat Support Directorate, Simulators Division, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8621-23-C-0023).

Olympus America Inc., Waltham, Massachusetts, was awarded a $22,310,158 firm-fixed-price contract for aircraft engine borescope kits, spare insertion tube modules, and repairs. This contract provides for production for the first five years and repairs continue for 10 years. Work will be performed in Webster, Texas, and is expected to be completed Nov. 30, 2032. This award is a result of a competitive acquisition with two proposals received, and fiscal year procurements funds will be utilized but no funds are being obligated at the time of award. Air Force Life Cycle Management Center, Support Equipment and Vehicles, Robins Air Force Base, Georgia, is the contracting activity (FA8533-23-D-0003).

DEFENSE LOGISTICS AGENCY

Exxel Outdoors LLC, Broomfield, Colorado, has been awarded a maximum $49,976,688 modification (P00018) exercising the second one-year option period of a one-year base contract (SPE1C1-21-D-1439) with four one-year option periods for the three-season sleep system and components. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Alabama, with a Jan. 31, 2024, ordering period end date. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

SNC Manufacturing LLC,** Orocovis, Puerto Rico, has been awarded a maximum $25,499,513 modification (P00015) exercising the second one-year option period of a one-year base contract (SPE1C1-21-D-1413) with four one-year option periods for various types of trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is Jan. 31, 2024. Using military services are Army and Air Force. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Hardwire LLC, Pocomoke, Maryland, has been awarded a maximum $8,385,168 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for enhanced small arms protective inserts for use in extra-small shorts and small shorts. This was a competitive acquisition with four responses received. This is a two-year contract with no option periods. The ordering period end date is July 30, 2025. Using military service is Marine Corps. Type of appropriation is fiscal 2023 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania. 

UPDATE: Ivoclar Vivadent Inc., Amherst, New York (SPE2DE-23-D-0013, $45,000,000), has been added as an awardee to the multiple award contract for dental consumable items for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DE-20-R-0007 and awarded June 10, 2021.

MISSILE DEFENSE AGENCY

Infinity Technology Services LLC, Colorado Springs, Colorado (47QTCA19D00KF), is being awarded a competitive firm-fixed-price, General Services Administration federal supply schedule task order (HQ0854-23-F-0005). The total value of this task order is $40,036,771, including unexercised options. The Cyber Threat Hunting program detects, identifies and mitigates, through use of advanced tools and capabilities, adversary attempts to steal, manipulate, or otherwise alter Missile Defense Agency (MDA) classified information, controlled unclassified information and intellectual property resident on its own networks and those of its defense industrial base. Under this order, the contractor will support MDA and its specified program offices by providing technical services in support of MDA, and other government agencies, in the areas of cybersecurity, cyber threat hunting, cyber threat intelligence and countermeasures identification. The work will be performed primarily in Huntsville, Alabama; and Colorado Springs, Colorado. The performance period is February 2023 through February 2028. This contract was competitively procured in accordance with Federal Acquisition Regulation 8.405-2(c)(3)(iii)(B) with five proposals received. Fiscal 2022-2023 research, development, test and evaluation funds in the amount of $2,250,000 are being obligated on this award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

NAVY

DLP Enterprises, doing business as Paige Decking,* Chesapeake, Virginia (N5005423D0006); Titan Decking,* Chesapeake, Virginia (N5005423D0007); AMP United LLC,* Dover, New Hampshire (N5005423D0008); Coastal Marine Services Inc.,* San Diego, California (N5005423D0009); International Flooring and Protective Coatings Inc.,* Norfolk, Virginia (N5005423D0010); and Capitol Finishes Inc.,* Norfolk, Virginia (N5005423D0011), are awarded a $30,842,389 firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award contract to provide interior decking removal and installation. DLP Enterprises is awarded $13,531,262; Titan Decking is awarded $17,970,650; AMP United LLC is awarded $19,609,446; Coastal Marine Services Inc. is awarded $24,572,866; International Flooring and Protective Coatings Inc. is awarded $27,911,861; and Capitol Finishes Inc. is awarded $30,842,389. Each contract includes options which, if exercised, would bring the individual ceiling value to $30,842,389. Work will be performed in Norfolk, Virginia, and is expected to be complete by January 2024; and if options are exercised, by January 2028. Fiscal 2023 operations and maintenance (Navy) funding in the amount of $12,000 ($2,000 minimum guarantee per contract) will be obligated at time of award and expire at the end of the current fiscal year. This multiple award contract was procured as a small business set-aside via the System for Award Management website with seven offers received. The Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity.

Rockwell Collins Inc. Government Systems, Cedar Rapids, Iowa, is awarded a $23,353,019 modification (P00042) to a previously awarded firm-price-incentive-fee, firm-fixed-price contract (N6134017C0007). This modification exercises options to procure 68 airborne subsystem pods, six remote range units, two common ground systems, four portable support equipment subsystems, three site surveys, and one contract data requirements list in support of full rate production for the Tactical Combat Training System II program. Work will be performed in Cedar Rapids, Iowa (55%); Ft. Walton Beach, Florida (38%); and Richardson, Texas (7%), and is expected to be completed in January 2025. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $20,940,662; fiscal 2023 other procurement (Navy) funds in the amount of $1,942,824; and fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $469,533 will be obligated at the time of award, $469,533 of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

The Whiting-Turner Contracting Co., Baltimore, Maryland, is awarded a $20,349,359 firm-fixed-price task order (N6247323F4140) under a multiple award construction contract (N62473-21-D-1215) for design, engineering, and construction of a maritime operations and boat maintenance facility, and renovation of a headquarters building to support Special Operations Forces, Naval Special Warfare Command at Naval Base Coronado. Work will be performed in Coronado, California, and is expected to be completed by January 2025. Fiscal 2019, 2020, and 2022 military construction contract funds in the amount of $20,349,359 are obligated on this award. Fiscal 2019 military construction contract funds in the amount of $73,599 will expire at the end of the current fiscal year. Fiscal 2020 and 2022 military construction contract funds in the amount of $20,275,760 will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Systems Command Southwest, San Diego, California, is the contracting activity.

WASHINGTON HEADQUARTERS SERVICES

Philips Electronics, Eindhoven, Netherlands (HQ0034-23-C-0008), is awarded a firm-fixed-price contract in the amount of $9,999,801 to transition the Rapid Analysis of Threat Exposure pilot program to an operational environment. Rapid Analysis of Threat Exposure is an infectious disease prediction algorithm that works with commercial off-the-shelf wearables and was validated against COVID-19 through over 11,500 Department of Defense research participants to predict infections 2+ days prior to symptom onset. The contractor will also provide services support, including technical, administrative and professional services. The work will be performed at Defense Innovation Unit facilities at the Pentagon and in Mountain View, California; Boston, Massachusetts; and Austin, Texas. Fiscal 2023 operations and maintenance funds in the amount of $9,999,801 are being obligated at the time of award. The total if all options are exercised is $9,999,801. The estimated contract completion date is Dec. 30, 2023. Washington Headquarters Services, Arlington, Virginia, is the contracting activity.
