NAVY

Construction Co., Inc., Greenwood, Mississippi (N62473-23-D-1410), are awarded a combined $1,000,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for new construction, renovation and repair of various heavy horizontal and civil engineering construction projects at various government installations located in California, Arizona, Nevada, Utah, Colorado and New Mexico. Sample work includes, but is not limited to outdoor shooting or combat training ranges and terrains; canals, channels, dams, or embankments; erosion control or storm drainage retention and detention basins; earthwork and grading; landfills; ammunition magazines; irrigation, landscaping, and recreational fields and parks; and tunneling and horizontal direction drilling. Each awardee will be awarded $5,000 (minimum contract guarantee per awardee) at contract award. These contracts include options which, if exercised, would bring the cumulative value to $1,000,000,000 over an eight-year period to the 10 vendors combined. Work will be performed in the states of California (87%), Arizona (5%), Nevada (3%), Utah (2%), Colorado (2%), and New Mexico (1%), and is expected to be completed by February 2031. Fiscal 2023 operation and maintenance (Navy) funding in the amount of $50,000 will be obligated at the time of award and will expire at the end of the current fiscal year. All other funding will be made available at the delivery order level as contracting actions occur. This contract was competitively procured via the Sam.gov contract opportunities website, with 24 offers received. The Boeing Co., Seattle, Washington, is awarded a $50,815,986 cost-plus-fixed-fee modification (P00008) to an order (N0001920F0647) against a previously issued basic ordering agreement (N0001916G0001).  This modification exercises options to procure eight P-8A Increment 3 retrofit A-kits, to include associated special tooling in support of anti-submarine warfare capabilities upgrades for the Navy.  Work will be performed in Jacksonville, Florida (92.6%); and St. Louis, Missouri (7.4%), and is expected to be completed in July 2026.  Fiscal 2023 aircraft procurement (Navy) funds in the amount of $50,815,986 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

L3Harris Corp., Millersville, Maryland, is awarded a $37,661,542 fixed-priced-incentive-fee, cost-plus-fixed-fee, and cost only modification to previously awarded contract N00024-16-C-6251 to establish and exercise an option for Navy equipment, components, engineering services, and other direct costs. Work will be performed in Millersville, Maryland (57%); Liverpool, New York (40%); and Ashaway, Rhode Island (3%), and is expected to be completed by March 2026. Fiscal 2023 other procurement (Navy) funds in the amount of $30,269,234 (80%); and fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $7,392,308 (20%) will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Transoceanic Cable Ship Co. LLC, Baltimore, Maryland, is awarded a $36,314,150 option (P00068) for the fixed-price portion of a previously awarded firm-fixed-price contract (N3220519C3506) with reimbursable elements to exercise an 11-month option period to support the Department of Defense. This is the fifth and final option for one U.S. flagged cable ship CS Global Sentinel which will be utilized to lay and repair cable for the Department of Defense worldwide. This contract includes a 12-month base period, two six-month option periods, two 12-month option periods and one 11-month option period. Work will be performed worldwide and is expected to be completed by Dec. 22, 2023. The option is funded by working capital (Navy) funds for fiscal 2023, and will expire at the end of the fiscal year. Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $19,597,660 cost-plus-fixed-fee modification (P00003) to an order (N0001922F1147) against a previously issued basic ordering agreement (N0001919G0029).  This modification exercises an option to provide non-recurring engineering in support of efforts to qualify the re-designed Data Concentrator Unit and Blade Fold Distributor hardware on the CH-53K aircraft for the Navy.  Work will be performed in Torrance, California (65%); Stratford, Connecticut (31%); Fort Worth, Texas (2%); and Owego, New York (2%), and is expected to be completed in August 2024.  Fiscal 2023 aircraft procurement (Navy) funds in the amount of $19,597,660 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Moran Towing Corp., New Canaan, Connecticut, is awarded a $14,683,442 option (P00033) for the fixed-price portion of a previously awarded firm, fixed-price contract (N3220519C3503), with reimbursable elements, to exercise a 11-month option period to support Military Sealift Command’s Service Support Program for the time charter services of eight tugboats. The tugboats will be capable of ship handling, docking and undocking in the Norfolk, Virginia, harbor and surrounding waters. This contract includes a one-year-firm period of the performance, three one-year options periods and one, 11-month option period, which if exercised would bring the cumulative value of this contract to $74,005,396. Work will be performed in Norfolk, Virginia, and is expected to be completed, if all options are exercised, by Jan. 31, 2024. Working capital funds (Navy) in the amount of $5,948,748 are obligated for fiscal 2023, and will not expire at the end of the fiscal year. Funds in the amount of $8,734,694 for the remainder of Option Four are to be provided for fiscal 2023 and 2024, and are subject to the availability of funds in accordance with Defense Federal Acquisition Regulation 52.232-18 — availability of funds. Hornbeck Offshore Operators LLC, Covington, Louisiana, was awarded a $14,586,300 firm-fixed-price contact with reimbursable elements for an extended-term charter of one U.S. flagged offshore support ship, HOS Red Dawn, that will provide support for Navy operations at sea. This contract includes a 12-month base period with three 12-month option periods and one 11-month option period which, if exercised, would bring the cumulative value of this contract to $68,479,800. Work will be performed worldwide and is expected to be completed if all options are exercised, by May 5, 2028.  Operation and maintenance (Navy) funds in the amount of $14,586,300 are obligated for fiscal 2023, and will expire at the end of the fiscal year.  This contract was competitively procured with proposals solicited via the System Award Management website and one offer was received. Lockheed Martin, Rotary and Mission Systems, Moorestown, New Jersey, is awarded a $13,174,736 cost-plus-incentive-fee modification to previously-awarded contract N00024-13-C-5116 for AEGIS Combat System Engineering Agent (CSEA) efforts which include the design, development, integration, test and delivery of Advanced Capability Build 20. Work will be performed in Moorestown, New Jersey, and is expected to be completed by May 2023. Fiscal 2019 shipbuilding and conversion (Navy) funds in the amount of $13,174,736 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Kellogg, Brown, and Root Services, Houston, Texas, is awarded an $8,960,118 indefinite-delivery/indefinite-quantity modification to previously awarded contract N62470-20-D-0001 to exercise Option Period Two for facilities support services at Jebel Ali and other locations within the United Arab Emirates. This award brings the total cumulative value of the contract to $27,998,086. Work will be performed at Jebel Ali, Al Minhad Base, Al Nahkl Base and Fujairah, United Arab Emirates (UAE), and will be completed by February 2024. No funds will be obligated at time of award. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $8,960,118 will be obligated on a separate task order for recurring work and additional funds will be obligated on individual task orders issued during the period of performance for non-recurring work. Sauer Construction LLC, Jacksonville, Florida, is awarded $7,833,000 for a firm-fixed-price modification to previously-awarded task order N6945022F0528 for demolition, construction, and renovation work associated with Building 2314, Joint Base Charleston, South Carolina. This award brings the total cumulative face value of the contract is $15,742,000. Work will be performed at Goose Creek, South Carolina, and will be completed by January 2024. LinTech Pragmatics JV LLC,* Reston, Virginia, was awarded a $140,452,767 cost-no-fee, firm-fixed-price contract for contractor support for comprehensive, integrated, end-to-end information technology technical services. Bids were solicited via the internet with 10 received. Work will be performed in Orlando, Florida, with an estimated completion date of March 14, 2028.
