Contracts For March 2, 2023

NAVY

Jacobs Government Services Co., Irvine, California, is awarded a $249,000,000 indefinite-delivery/indefinite-quantity contract for multi-discipline architect-engineer services for renovation, repair or new construction of facilities. This contract provides for design-bid-build construction contract packages, including preparation of full plans and specifications, site surveys and investigations, cost estimating, and post construction award services. Work will be performed at various Navy and Marine Corps installations in the Navy Region Southwest area of responsibility including, but not limited to, California (87%), Arizona (5%), Nevada (5%), Colorado (1%), New Mexico (1%) and Utah (1%), and will be completed by March 2031. Fiscal 2023 operations and maintenance (Navy) funds in the amount of $5,000 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was competitively procured via the sam.gov website, with seven offers received. Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity (N62473-23-D-1013).

CAE USA Inc., Tampa, Florida, is awarded a $35,850,474 firm-fixed-price contract for the production, delivery, installation, verification testing, and associated logistics support of one exportable, non-motion MH-60R Tactical Operational Flight Trainer configured for the Republic of Korea.  Work will be performed in Tampa, Florida (50%); Great Mills, Maryland (20%); Montreal Quebec (10%); Orlando, Florida (10%); and Changwon-Si, South Korea (10%), and is expected to be completed in December 2026.  Foreign Military Sales customer funds in the amount of $35,850,474 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-4.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N6134023C0017).

Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $25,386,631 firm-fixed-price, cost-plus-fixed-fee modification (P00003) to an order (N0001922F2530) against a previously issued basic ordering agreement (N0001920G0005).  This modification exercises an option for the fabrication and installation support to retrofit the Delta System Software Configuration 4.0 capabilities, to include Tactical Targeting Network Technology and the Beyond Line of Sight in the E-2D Advanced Hawkeye aircraft.  Work will be performed in Dallas, Texas (57%); Melbourne, Florida (11%); Boulder, Colorado (9%); Norfolk, Virginia (8%); Salisbury, Maryland (5%); Ronkonkoma, New York (3%); and various locations within the continental U.S. (7%), and is expected to be completed in September 2025.  Fiscal 2023 aircraft procurement (Navy) funds in the amount of $25,386,631 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Science and Engineering Services LLC, Huntsville, Alabama, is awarded a firm-fixed-price, cost-plus-fixed-fee $13,311,484 modification (P00020) to a previously awarded, firm-fixed-price, cost-plus-fixed-fee, cost reimbursable contract (N0001919C0022).  This modification exercises options and adds scope to perform return to flight repairs for two SH-60F aircraft, as well as adds scope for retrofit updates to the Identify Friend or Foe system to the latest Mode 5 requirements to delivered aircraft for the government of Spain.  Work will be performed in Huntsville, Alabama, and is expected to be completed in July 2025.  Foreign Military Sales customer funds in the amount of $13,311,484 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Vigor Marine LLC, Portland, Oregon, is awarded a $7,897,103 firm-fixed-price modification to previously-awarded contract N4523A22C0552 for out of scope repair and replacement of structural decking in support of the USS John Paul Jones 2C1 docking selected restricted availability.  Work will be performed in Seattle, Washington, and is expected to be completed by November 2023.  Fiscal 2023 operations and maintenance (Navy) funds in the amount of $7,897,103 will be obligated at time of award and will expire at the end of the current fiscal year. This is an urgent modification in accordance with 10 U.S. Code 2304(c)(2), Unusual and Compelling Urgency. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility/Northwest Regional Maintenance Center, Everett, Washington, is the contracting activity.

Transtar-Orion JV, San Diego, California, is awarded a $7,887,000 firm-fixed-price task order (N6247323F4321) under previously awarded multiple award construction contract N62473-19-D-1203 for a water treatment plant repairs and upgrades at Marine Corps Air Station Yuma. Work will be performed in Yuma, Arizona, and is expected to be completed by September 2024. Fiscal 2023 military construction funds will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Procurement Integrated Enterprise Environment, with three proposals received. The Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity.

ARMY

BAE Systems Land & Armaments, York, Pennsylvania, was awarded a $245,645,904 cost-no-fee, cost-sharing contract for the procurement of early order material in support of Armored Multipurpose Vehicle production. Bids were solicited via the internet with one received. Work will be performed in York, Pennsylvania, with an estimated completion date of Dec. 31, 2024. Fiscal 2022 and 2023 weapons and tracked combat vehicle procurement, Army funds in the amount of $245,645,904 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-23-C-0024).

Gilbane Federal, Concord, California, was awarded a $13,418,652 firm-fixed-price contract for construction of the U.S. Forces Korea Operations Center at U.S. Army Garrison-Humphreys. Bids were solicited via the internet with two received. Work will be performed in Pyeongtaek, Republic of Korea, with an estimated completion date of Sept. 29, 2023. Fiscal 2023 host-nation funds in the amount of $13,418,652 were obligated at the time of the award. U.S. Army Corps of Engineers, Far East District, is the contracting activity (W912UM-17-C-0006). AIR FORCE

WesTest Engineering Corp., Layton, Utah (FA8126-23-D-0001, contract maximum amount $24,100,000); ION Corp., Eden Prairie, Minnesota (FA8126-23-D-0005, contract maximum amount $37,500,000); Total Quality Systems Inc., Roy, Utah (FA8126-23-D-0003, contract maximum amount $43,400,000); and X Technologies Inc., San Antonio, Texas (FA8126-23-D-0004, contract maximum amount $43,900,000), have been awarded a firm-fixed-price, multiple award, indefinite-delivery/indefinite-quantity contract for interface test adapter and related test equipment design and manufacturing services. This contract provides for all supervision, personnel, equipment, tools, materials, transportation, and other items as necessary, except for GFP applicable for design and manufacture of interface test adapters and related test equipment design and manufacturing for Air Force Government Test Program Set development. Work will be performed at each vendors location and is expected to be completed by April 2, 2028. These awards are the result of a competitive acquisition and 10 offers were received. Fiscal 2023 working capital funds in the amount of $26,601 are being obligated at time of award. The Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

DEFENSE LOGISTICS AGENCY

American Water Operations and Maintenance LLC, Camden, New Jersey, has been awarded an estimated $31,842,720 modification (P00186) to a 50-year contract (SP0600-08-C-8257) with no option periods for the ownership, operation, and maintenance of the electric utility system at Fort Polk, Louisiana. This is a fixed-price with economic-price-adjustment contract. Location of performance is Louisiana, with a Jan. 31, 2059, performance completion date. Using military service is Army. Type of appropriation is fiscal 2023 through 2059 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.
