DEFENSE LOGISTICS AGENCY

Amentum Services Inc., Germantown, Maryland (SPRBL1-23-D-0004); Science Applications International Corp., doing business as SAIC, Fairfield, New Jersey (SPRBL1-23-D-0005); Centuria Corp.,** Reston, Virginia (SPRBL1-23-D-0006); STS International Inc.,*** Berkeley Springs, West Virginia (SPRBL1-23-D-0007); L3 Technologies Inc., doing business as Communication Systems-West, Salt Lake City, Utah (SPRBL1-23-D-0008); Micro USA Inc.,* Poway, California (SPRBL1-23-D-0009); Atlantic Diving Supply Inc.,* Virginia Beach, Virginia (SPRBL1-23-D-0010); Fairwinds Technologies LLC,* Annapolis, Maryland (SPRBL1-23-D-0011); and Telecommunications Systems Inc., Annapolis, Maryland (SPRBL1-23-D-0012), are sharing a maximum $3,200,000,000 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract under solicitation SPRBL1-21-R-0013 for supplies and services in support of the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Gateway to Sustainment contract. This was a competitive acquisition with 16 responses received. These are five-year base contracts with five one-year option periods. Locations of performance are inside and outside the continental U.S., with an April 5, 2028, performance completion date. Using customers are Army Communications-Electronics Command, Defense Logistics Agency, Department of Defense and federal civilian agencies. Type of appropriation is fiscal 2023 through 2028 Army working capital funds and other procurement funds as necessary. The contracting activity is the Defense Logistics Agency Land and Maritime, Aberdeen Proving Ground, Maryland.

Bernard Cap LLC,* Hialeah, Florida, has been awarded a maximum $8,070,516 fixed-price, indefinite-delivery/indefinite-quantity contract for men’s dress trousers. This was a competitive acquisition with six responses received. This is a one-year contract with four one-year option periods. The ordering period end date is April 11, 2024. Using military service is Navy. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-22-D-1544).

AIR FORCE

Aurora Flight Sciences, Manassas, Virginia, has been awarded a shared $400,000,000 ceiling, indefinite-delivery/indefinite-quantity for research and development for the Advanced Aerospace Systems Technology Research program. This contract has multiple awardees to be awarded at different dates. The primary objective of the program is to conduct research toward the development, demonstration, integration, and transition of new aerospace vehicle technologies, designs, and integrated systems that will provide advanced capabilities to the Department of the Air Force. Work will be performed at each contractor facility, unless otherwise indicated in each task order, and is expected to be complete by April 6, 2030. This contract was a competitive acquisition, and 15 offers were received. Fiscal 2023 research, development, test and evaluation funds in the amount of $91,918 will be distributed among each contractor at time the time of award. Air Force Research Laboratory Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA2391-23-D-0001).

Akima Intra-Data LLC, Colorado Springs, Colorado, was awarded a $199,777,106 hybrid firm-fixed-price with cost-reimbursable contract line-item numbers contract for Keesler Air Force Base Operation Support. This contract provides for all management, equipment, personnel, and services necessary to support the 81st Training Wing mission at Keesler AFB, Mississippi, including civil engineering, supply and logistics, community services, human resources and weather services. Work will be performed in Biloxi, Mississippi, is expected to be completed by Jan. 31, 2030. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2023 operations and maintenance funds in the amount of $22,204,442 are being obligated at the time of award. The 338th Enterprise Sourcing Squadron, Joint Base San Antonio-Randolph, Texas, is the contracting activity (FA3002-23-C-0007).

Lockheed Martin Aeronautics Corp., Fort Worth, Texas, has been awarded a $36,934,885 modification (P00087) to previously awarded contract FA8615-12-C-6016 for miscellaneous over and above support for an F-16, Aircraft 91-139. This contract modification provides for modifications rework, safety of flight, and pre-existing conditions for Aircraft 91-139. Work will be performed in Fort Worth, Texas; and Taiwan, and is expected to be completed by Dec. 31, 2023. This modification involves 100 percent Foreign Military Sales (FMS) and is the result of a sole source acquisition. FMS funds in the amount of $36,934,885 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio is the contracting activity. (Awarded April 5, 2023)

NAVY

The Charles Stark Draper Laboratory, Cambridge, Massachusetts, is being awarded a $73,132,289 cost-plus-incentive-fee and cost-plus-fixed-fee modification (P00002) to a previously awarded contract (N0003021C0008). This modification exercises options to provide design analysis, testing, procurement, and manufacturing of interferometric fiber optic gyros, accelerometers, and associated Trident II Strategic Weapon System guidance subsystem material. Work will be performed in Cambridge, Massachusetts (15%); Pittsfield, Massachusetts (25%); and Clearwater, Florida (60%), with an expected completion date of July 30, 2027.  Fiscal 2023 weapons procurement (Navy) funds in the amount of $73,132,289 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was originally awarded as a sole-source acquisition pursuant to 10 U.S. Code 3204(a)(1). Strategic Systems Programs, Washington, D.C., is the contracting activity.

Rolls Royce Solutions America, Novi, Michigan, was awarded a $13,423,130 firm-fixed-price, indefinite-delivery/indefinite quantity contract in support of the original equipment manufacturer for the Littoral Combat Ship Independence variant main propulsion diesel engines, ship service diesel generators and hydraulic prime movers. This contract includes four ordering year options which, if exercised, would bring the cumulative value of this contract to $71,198,157. Work will be performed globally and defined in each delivery order. The completion of the base year is expected to be 12 months after award. If all options are exercised, work will continue through five years after date of award.  Fiscal 2023 operations and maintenance (Navy) funds, which expire at the end of the current fiscal year, will be used for the base year delivery orders.  Contract funds in the amount of $10,000 (minimum guarantee) will be obligated at time of award and will expire at the end of the current fiscal year. This contract was not competitively procured via the System for Award Management webpage; rather, this was a sole-sourced award, in accordance with 10 U.S. Code §2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements).  Southwest Regional Maintenance Center, San Diego, California, is the contracting activity (N55236-23-D-0001). 

The Charles Stark Draper Laboratory, Cambridge, Massachusetts is being awarded a $9,038,741 cost-plus-fixed-fee modification (P00014) to a previously awarded contract (N0003022C6002). This modification exercises options to provide guidance, navigation, and control subject matter expertise on Strategic Systems Programs reentry body flight tests and research into new and alternate technology programs. Work will be performed in Cambridge, Massachusetts (81%); and El Segundo, California (19%), and is expected to be completed Sept. 30, 2024. Fiscal 2023 research and development test and evaluation (Navy) funds in the amount of $458,000; and fiscal 2023 weapons procurement (Navy) funds in the amount of $3,301,514 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was previously awarded as a sole-source acquisition pursuant to 10 U.S.C. 3204(a)(1). Strategic Systems Programs, Washington, D.C., is the contracting activity.

ARMY

Conti Federal Services LLC, Orlando, Florida, was awarded a $70,493,604 firm-fixed-price contract to construct a radio frequency facility. Bids were solicited via the internet with two received. Work will be performed at Ellsworth Air Force Base, South Dakota, with an estimated completion date of Sept. 9, 2025. Fiscal 2023 military construction, Air Force funds in the amount of $70,493,604 were obligated at the time of the award. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-23-C-0014).

Lobar Inc., Dillsburg, Pennsylvania, was awarded a $23,565,900 firm-fixed-price contract to construct an instructional design center/distance learning center facility for Customs and Border Protection. Bids were solicited via the internet with two received. Work will be performed in Harpers Ferry, West Virginia, with an estimated completion date of Oct. 22, 2024. Fiscal 2023 civil construction funds in the amount of $23,565,900 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-23-C-0011).

Northrop Grumman, McLean, Virginia, was awarded a $13,900,000 hybrid (cost-no-fee, cost-plus-fixed-fee, firm-fixed-price) contract to provide mission command training as well as technical, exercise, simulation and organizational support. Bids were solicited via the internet with one received. Work will be performed at Fort Hood, Texas, with an estimated completion date of Aug. 22, 2023. Fiscal 2010 operation and maintenance, Army funds in the amount of $6,990,399 were obligated at the time of the award. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-23-C-0013). 

Litteken Construction Co., Breese, Illinois, was awarded a $13,416,400 firm-fixed-price contract for the Construct Base Civil Engineer Complex. Bids were solicited via the internet with two received. Work will be performed in Springfield, Illinois, with an estimated completion date of May 30, 2025. Fiscal 2022 military construction, defense-wide funds in the amount of $13,416,400 were obligated at the time of the award. The Boeing Co., Mesa, Arizona, was awarded a $13,014,950 modification (P00003) to contract W58RGZ-21-C-0015 to provide obsolescence refresh of the Keyboard Unit and Enhanced Upfront Display. Work will be performed in Mesa, Arizona, with an estimated completion date of Aug. 31, 2025. Fiscal 2023 Foreign Military Sales (Australia) funds in the amount of $13,014,950 were obligated at the time of the award. Geo Ex Subsurface Exploration,* Dixon, California (W91238-23-D-0005); Taber Drilling,* West Sacramento, California (W91238-23-D-0007); and Gulf Shore Construction Services Inc.,* New Orleans, Louisiana (W91238-23-D-0008), will compete for each order of the $9,900,000 firm-fixed-price contract for drilling, cone penetrometer testing services, backhoe, and trackhoe excavations. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of April 13, 2028. U.S. Army Corps of Engineers, Sacramento, California, is the contracting activity.

Dredgit Corp., Houston, Texas, was awarded a $7,788,850 modification (P00002) to contract W912BU-22-C-0017 for maintenance dredging. Work will be performed in Philadelphia, Pennsylvania, with an estimated completion date of Oct. 16, 2023. Fiscal 2023 civil expenses funds in the amount of $7,788,850 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity.
