ARMY

Cole Engineering Services Inc., Orlando, Florida, was awarded a $500,000,000 firm-fixed-price contract for the Reconfigurable Virtual Collective Trainer. Bids were solicited via the internet with one received. Work will be performed in Orlando, Florida, with an estimated completion date of April 12, 2026. General Dynamics - Ordnance and Tactical Systems, Scranton, Pennsylvania (W15QKN-23-D-0025); and IMT Defense Corp.,* Westerville, Ohio (W15QKN-23-D-0026), will compete for each order of the $344,220,000 fixed-price with economic price adjustment contract for the manufacture, test, packaging and delivery of 155 mm M1128 artillery metal parts assembly. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of April 13, 2028. FLIR Unmanned Aerial Systems, Hvalstad, Norway, was awarded a $93,889,000 firm-fixed-price contract for Black Hornet 3 unmanned aerial systems, spare parts and ancillary services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of April 11, 2028. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-23-D-0008).

Guidehouse Inc., McLean, Virginia, was awarded an $89,976,905 time-and-materials contract to support the Army Working Capital Fund infrastructure. Bids were solicited via the internet with three received. Work will be performed in Washington, D.C.; and Redstone, Alabama, with an estimated completion date of April 19, 2028. Fiscal 2023 Army Working Capital Funds in the amount of $11,000,000 were obligated at the time of the award. Global Shield Health Consultants LLC, San Antonio, Texas, was awarded a $14,603,750 firm-fixed-price contract for personal and non-personal medical services. American Ordnance LLC, Middletown, Iowa, was awarded a $14,408,884 cost-plus-fixed-fee contract to conduct asbestos abatement of existing ramps at the Iowa Army Ammunition Plant. Bids were solicited via the internet with one received. Work will be performed in Middletown, Iowa, with an estimated completion date of Sept. 30, 2024. Fiscal 2021 and 2022 procurement of ammunition, Army funds in the amount of $14,408,884 were obligated at the time of the award. NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas is awarded a $172,100,266 modification (P00001) to a cost-plus-fixed-fee, firm-fixed-price order (N0001920F0002) against a previously issued basic ordering agreement (N0001919G0008). This modification definitizes the order and adds scope to provide special test/tooling equipment for increasing Block 4 manufacturing capacity, as well as procures material modification kits in support of removing life limits, correcting deficiencies, and retrofitting aircraft to incorporate Next Gen Distributed Aperture System hardware and associated Power and Thermal Management System modifications efforts. These modifications are in support of F-35 aircraft for the Air Force, Marine Corps, Navy, Foreign Military Sales (FMS) customers, and non-U.S. Department of Defense (DOD) participants. Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2030. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $208,445; fiscal 2022 aircraft procurement (Air Force) funds in the amount of $67,568,935; fiscal 2022 aircraft procurement (Navy) funds in the amount of $53,866,743; fiscal 2021 aircraft procurement (Navy) procurement funds in the amount of  $6,792,712; fiscal 2021 aircraft procurement (Air Force) funds in the amount of $5,148,444; FMS funds in the amount of $1,044,729; and non-U.S. DOD participants funds in the amount of $37,470,258 will be obligated at the time of award, $11,941,156 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Aeronautics, Marietta, Georgia, is awarded a $62,223,836 modification (P00008) to a previously awarded, cost-plus-fixed-fee contract (N0001921C0041). This modification increases a contract line item to provide for rapid execution of non-recurring engineering, to include studies, engineering analysis, airframe analysis, and risk reduction of the C-130J-30 aircraft in support of identifying if the aircraft can meet E-XX capability requirements and the changes that will be required to the aircraft. Work will be performed in Marietta, Georgia, and is expected to be completed in June 2026. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

Honeywell International Inc., Phoenix, Arizona, is being awarded $13,435,380 for a firm-fixed-priced contract with no options for the manufacture of 11 auxiliary power units in support of the P-8 Poseidon aircraft. Work will be performed in Phoenix, Arizona (58%); and various other external supplier locations that cannot be determined at this time (42%). Work is expected to be completed by April 2025. Working capital (Navy) funds in the full amount of $13,435,380 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement under authority 10 U.S. Code 2304 (a)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. 

AIR FORCE

L3 Technologies Inc., Salt Lake City, Utah, has been awarded a $9,866,154 cost-plus-fixed-fee contract modification (P00009) to the previously awarded Full Motion Video Extension and Unified Relay Task Order 7 (FA8726-21-F-0028) for a period of continued operations of Full Motion Video Extension & Unified Relay sites. The modification increases the total cumulative face value of the contract to $52,409,286. The location of performance is in the U.S. Central Command area of responsibility and is expected to be completed by Feb. 18, 2024. Fiscal 2023 operations and maintenance funds in the amount of $8,373,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

CORRECTION: The $7,907,089 contract modification announced April 5, 2023, to Sonalysts, Waterford, Connecticut, to the previously awarded Standard Space Trainer Contract (FA8806-19-C-0002) for support and delivery, network, infrastructure, hardware, and architecture solutions, was actually contract modification number P00084, and awarded on April 10, 2023.

DEFENSE LOGISTICS AGENCY

UPDATE: Avfuel Corp., Ann Arbor, Michigan (SPE607-23-D-0052, $10,196,983), has been added as an awardee to the multiple award contract for fuel support at Jackson Evers International Airport, Mississippi, issued against solicitation SPE607-23-R-0202 and awarded March 6, 2023.
