Serco Inc., Herndon, Virginia, was awarded a $63,089,931 cost-plus-fixed-fee contract for logistics, sustainment and contingency support for the Integrated Fires/Rapid Capabilities Office. Bids were solicited via the internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of May 25, 2028. Avix-BGI JV II LLC,* Yorktown, Virginia, was awarded a $10,918,564 modification (P00004) to contract W9133L-22-C-3007 for weapons systems simulator training and support. Work will be performed in Lackland, Texas; and Tucson, Arizona, with an estimated completion date of Dec. 2, 2027. Fiscal 2023 operation and maintenance, Air National Guard funds in the amount of $6,214,021 were obligated at the time of the award. The Boeing Co., Mesa, Arizona, was awarded an $8,791,474 modification (P00004) to contract W58RGZ-21-C-0015 for new-build peculiar ground support equipment. NAVY

Erie Forge and Steel, Erie, Pennsylvania (N00104-23-D-GM01); Steel America, Norfolk, Virginia (N00104-23-D-GN01); Collins Machine Works, Portsmouth, Virginia (N00104-23-D-GP01); Bender CCP, Vernon, California (N00104-23-D-GQ01); BAE Norfolk, Norfolk, Virginia N00104-23-D-GR01); and BAE San Diego, San Diego, California (N00104-23-D-GS01), were awarded an estimated $162,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple-award contract for the repair of waterborne surface shafts.  Each contract is for five year period with no options. Work will be completed by May 2028. All work will be performed in the various contractor facilities identified at task order level that cannot be determined at this time. Working capital funds (Navy) in the amount of $3,000 will be obligated ($500 on each of the six contracts) to fund the contracts’ minimum amount, and funds will not expire at the end of the fiscal year. Individual task orders will be subsequently funded with appropriate fiscal year appropriations at the time of their issuance. The requirement was limited competitive solicitation in accordance with Federal Acquisition Regulation Part 15 with six offers received. Jacobs Technology Inc., Tullahoma, Tennessee, is awarded a $50,752,332 firm-fixed-price modification to previously-awarded contract N69450-20-D-0045 for base operations support services at Naval Submarine Base Kings Bay. This modification brings the cumulative value of the contract to $147,150,691. Work will be performed at Naval Submarine Base Kings Bay, Georgia (99%); and outlying areas (1%), and is expected to be completed by May 2024. No funds will be obligated at time of award. Fiscal 2023 operation and maintenance (Navy); fiscal 2023 Defense Health Program; and fiscal 2023 family housing operation and maintenance (Navy) funds in the amount of $41,366,865 for recurring work will be obligated on individual task orders issued during Option Period Two, and $15,008,655 will expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity.

BAE Systems Land & Armaments L.P., Minneapolis, Minnesota, is awarded a $16,336,770 firm-fixed-price modification to previously awarded contract N00024-20-C-5380 for MK 41 Vertical Launching System canister production and ancillary hardware. Work will be performed in Aberdeen, South Dakota (90%); and Minneapolis, Minnesota (10%), and is expected to be completed by May 2026. Fiscal 2023 weapons procurement (Navy) funds in the amount of $9,991,520 (61%); and other customer funds in the amount of $6,345,250 (39%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity (N00024-20-C-5380). 

Pond-Baker JV, Norcross, Georgia, is awarded a $15,000,000 firm-fixed-price modification under previously-awarded, indefinite-delivery/indefinite-quantity contract N40080-22-D-0001 to exercise Option 1 for multi-discipline architectural-engineering and design services for industrial and research facilities primarily in the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of responsibility (AOR). Award of this option brings the total cumulative contract value to $30,000,000. No task orders are being issued at this time. Work will be performed at various administrative facilities including, but not limited to, the NAVFAC Washington AOR and is expected to be completed by May 2024. No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued and will be primarily funded by fiscal 2023 military construction (Navy) and fiscal 2023 operation and maintenance (Navy) funds. NAVFAC Washington, Washington, D.C., is the contracting activity.

The Boeing Co., St. Louis, Missouri is awarded a $14,237,864 firm-fixed-price order (N6833523F0301) against a previously issued basic ordering agreement (N0001921G006). This order provides manufacturing, assembly and delivery of various peculiar support equipment in support of the F/A-18E/F program. Work will be performed in St. Louis, Missouri, and is expected to be completed in December 2026. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $14,237,864 will be obligated at the time of award; all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Honeywell International Inc., Minneapolis, Minnesota, was awarded an estimated $12,045,229 firm-fixed-price requirements contract for the procurement of Inertial Navigation Ring Laser Gyro units in support of the AN/WSN-7 Combat System. This is a one-year contract with no options. All work will be performed in Minneapolis, Minnesota, and is expected to be completed by April 2024. Annual working capital funds (Navy) in the full amount of $12,045,229 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement under authority 10 U.S. Code 3204 (a)(1), with one offer received. Colonna's Shipyard Inc., Norfolk, Virginia, is awarded an $11,225,283 modification under the previously awarded contract N00024-22-C-4319. This modification definitizes an undefinitized contract action against Request for Contract Change 29N, which incorporates Naval Sea Systems Command fiscal 2022 Category II Navy standard items for the completion of the Shipping Port (ARDM-4) Docking Service Craft overhaul fiscal 2022 availability. The work will be performed in Norfolk, Virginia, and is expected to be completed by April 2024. Fiscal 2023 operations and maintenance (Navy) funds in the amount of $11,225,283 will be obligated at time of award and will expire at the end of the current fiscal year. The Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity.

Advanced Acoustic Concepts LLC,* Hauppauge, New York, is awarded an $11,128,633 firm-fixed-price and cost-plus-fixed-fee modification to previously-awarded contract N00024-19-C-6311 to exercise options for Littoral Combat Ship Mission Package computers, software, trainer components and engineering services. Work will be performed in Uniontown, Pennsylvania (55%); Hauppauge, New York (35%); Columbia, Maryland (7%); and Washington, D.C. (3%), and is expected to be completed by September 2024. Fiscal 2023 other procurement (Navy) funds in the amount of $6,586,613 (61%); fiscal 2023 operations and maintenance (Navy) funds in the amount of $2,176,816 (20%); fiscal 2023 research development, test and evaluation (Navy) funds in the amount of $1,633,570 (16%); and fiscal 2022 research development, test and evaluation (Navy) funds in the amount of $325,000 (3%) will be obligated at time of award. Management Services Group, doing business as Global Technical Systems, Virginia Beach, Virginia, has been awarded a $10,963,513 contract for the production of Battle Force Tactical Training/Advanced Training Domain shipboard combat system training units and engineering support. The contract includes options that, if exercised, would bring the cumulative value to $58,776,764. Work will be performed in Virginia Beach, Virginia, and is expected to be completed by May 2024. If all options are exercised, work will continue through May 2028. The funding for this contract includes fiscal 2023 other procurement (Navy) funds in the amount of $3,999,629 (83); fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $336,510 (7%); fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $224,340 (5%); fiscal 2023 operations and maintenance (Navy) funds in the amount of $133,472 (3%); and fiscal 2023 defense-wide procurement funds in the amount of $112,170 (2%), of which $133,472 will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with one offer received. AIR FORCE

AT2 LLC, Severn, Maryland, has been awarded an $8,393,348 firm-fixed-price modification (P00036) to contract FA4890-18-C-0008 for operations, maintenance and support services of Air Combat Command and Air Force Global Strike Command Primary Training Ranges. This modification provides for the exercise of an option for continued services of range threat, scoring, and feedback systems at the Dare County Range, North Carolina; Poinsett Range, South Carolina; Grand Bay Range, Georgia; Avon Park Range, Georgia; Snyder Range, Texas; Belle Fourche Range, South Dakota; Holloman Ranges, New Mexico; and Mountain Home Ranges, Idaho. Work is expected to be complete by Dec. 31, 2023.  Fiscal 2023 operations and maintenance funds in the amount of $7,244,268 are being obligated at the time of award.  The total cumulative face value of the contract is $84,456,052.  Air Combat Command, Joint Base Langley‐Eustis, Virginia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

National Industries for the Blind,** Alexandria, Virginia, has been awarded a maximum $7,882,500 modification (P00003) exercising the second one-year option period of a one-year base contract (SPE1C1-21-D-B112) with four one-year option periods for physical fitness uniform pants. This is an indefinite-delivery contract. Locations of performance are North Carolina and Tennessee, with a June 9, 2024 ordering period end date. Using military service is Army. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Lockheed Martin Rotary and Mission Systems, Owego, New York, has been awarded a maximum $7,531,436 firm-fixed-price, fixed-quantity contract for B-2 countermeasure receivers. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.301-1. This is a two-year, nine-month contract with no option periods. The performance completion date is Feb. 1, 2026. Using military service is Air Force. Type of appropriation is fiscal 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Oklahoma City, Oklahoma (SPRTA1-23-C-0009).

UPDATE: Ventec Life Systems LLC, Bothell, Washington (SPE2D1‐23‐D‐0006, $450,000,000), has been added as an awardee to the multiple award contract for patient monitoring systems, accessories and training for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2D1-17-R-0001 and awarded Dec. 14, 2018.
