Contracts For May 25, 2023

NAVY

Raytheon Co., Tucson, Arizona, is awarded a $146,664,212 cost-plus-fixed-fee contract for the Future Advanced Strike (FAST) effort. The objective of FAST is to provide intelligence, surveillance and reconnaissance and precision strike capability. The work to be performed provides for the completion of design modifications currently underway for the Coyote Block 3 system. Specific activities include finalizing configurations and developing technical data packages, manufacturing test assets, testing for an enhanced payload air system, a new launch module, a fire control system and ancillary peculiar support equipment. Additionally, this effort is designed to conduct flight tests in support of developmental testing, and operational demonstrations. Work will be performed in Tucson, Arizona (59%); and San Luis Obispo, California (41%). Work is expected to be completed by Dec. 25, 2024. The maximum dollar value, including an 18-month base period and three option periods that, if exercised, will run concurrently with the base effort, is $146,664,212. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $44,515,572 are obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured under N00014-22-S-B001 entitled “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science & Technology,” posted Oct. 1, 2021. Since proposals were received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown. The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-23-C-1022).

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded an $11,393,715 firm-fixed-price modification (P00005) to a previously awarded contract (N0001922C0004). This modification provides production systems engineering and program management support for CH-53K full-rate production. Work will be performed in Stratford, Connecticut, and is expected to be completed in May 2024. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $8,545,286; and Foreign Military Sales customer funds in the amount of $2,848,429 will be obligated at the time of award; none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

ARMY

Messer Construction Co., Dayton, Ohio, was awarded a $116,565,000 firm-fixed-price contract for renovation of the Air Force Materiel Command headquarters. Work will be performed in Wright Patterson Air Force Base, Ohio, with an estimated completion date of May 21, 2026. Fiscal 2023 operation and maintenance, defense-wide funds in the amount of $116,565,000 were obligated at the time of the award. Bids were solicited via the internet with two received. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-23-C-0008).

Bear Brothers Inc.,* Montgomery, Alabama, was awarded a $12,057,150 firm-fixed-price contract to repair Aircraft Maintenance Building 1455. Bids were solicited via the internet with four received. Work will be performed in Maxwell Air Force Base, Alabama, with an estimated completion date of Dec. 21, 2024. Fiscal 2023 operation and maintenance, Air Force funds in the amount of $12,057,150 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-23-C-0012).

Cottrell Contracting Corp.,* Chesapeake, Virginia, was awarded an $8,941,350 firm-fixed-price contract for Naval Submarine Base Kings Bay maintenance and dredging. Bids were solicited via the internet with four received. Work will be performed in St. Marys, Georgia, with an estimated completion date of April 5, 2024. Fiscal 2023 operation and maintenance, Army funds in the amount of $8,941,350 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-23-C-0015).

Canadian Commercial Corp., Ottawa, Ontario, was awarded a $7,566,758 firm-fixed-price contract to replace excitation systems at Wolf Creek Power Plant. Bids were solicited via the internet with one received. Work will be performed in Jamestown, Kentucky, with an estimated completion date of Oct. 24, 2025. Fiscal 2023 non-appropriated customer funds in the amount of $7,566,758 were obligated at the time of the award. U.S. Army Corps of Engineers, Nashville, Tennessee, is the contracting activity (W912P5-23-F-0001).

CORRECTION: The multiple award task order contract announced April 29, 2022, for 16 vendors to compete for each order of a $990,000,000 firm-fixed-price contract for services in support of all aspects of information and communication systems for the Army Network Enterprise Technology Command was not awarded.

AIR FORCE

L3 Technologies Inc., Camden, New Jersey, was awarded an $80,810,130 contract for the Defense Experimentation Using Commercial Space Internet (DEUCSI). This contract provides for the ability to communicate with military platforms via multiple commercial space internet (CSI) constellations in various orbital regimes using common user terminal and hardware elements. Work will be performed in Salt Lake City, Utah, and is expected to be completed by Aug. 17, 2026. This contract was a competitive acquisition, and one offer was received. Fiscal 2022 research, development, test, and evaluation funds in the amount of $20,000,000 are being obligated at the time of award. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-23-C-9311). (Awarded March 17, 2023)

S2 Technologies LLC, Smithfield, North Carolina, has been awarded a $40,000,000 indefinite-delivery/indefinite-quantity contract for Air Force Technical Applications Center (AFTAC) mission support. This contract provides expert technical services to AFTAC in conducting various projects. Work will be performed at Patrick Space Force Base, Florida, and is expected to be completed by May 31, 2032. This contract was a competitive acquisition with one offer received. Fiscal 2023 operations and maintenance funds in the amount of $115,696 are being obligated for the first task order at the time of the award. Air Combat Command Acquisition Management and Integration Center, Patrick Space Force Base, Florida, is the contracting activity (FA7022-23-D-0002).

DEFENSE LOGISTICS AGENCY

Puerto Rico Apparel Manufacturing Corp.,*** Mayaguez, Puerto Rico, has been awarded a maximum $10,928,873 modification (P00033) exercising the fourth one-year option period of a one-year base contract (SPE1C1-19-D-1151) with four one-year option periods for various types of coats and trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is May 29, 2024. Using military services are Army and Air Force. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Dominion Privatization South Carolina LLC, Richmond, Virginia, has been awarded an estimated $10,019,352 modification (P00062) to a 50‐year contract (SP0600‐18‐C‐8325) with no option periods for additional electric utility system services at Fort Jackson, South Carolina. This is a fixed‐price with economic‐price‐adjustment contract. Location of performance is South Carolina, with a May 1, 2069, performance completion date. Using military service is Army. Type of appropriation is fiscal 2023 through 2069 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

UPDATE: Metro Medical Equipment & Supply Inc.,** Saint Ann, Missouri (SPE2DE-23-D-0029, $30,000,000), has been added as an awardee to the multiple award contract for medical and surgical supplies for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DE-18-R0001 and awarded May 1, 2019.
