NAVY

Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $263,717,654 modification (P00010) to a previously awarded fixed-price incentive (firm-target) contract (N0001921C0723). This modification exercises options for the production and delivery of AIM-9X missile production Lot 23 requirements to include: 571 AIM-9X Block II all up round tactical missiles (91: Navy, 257: Air Force, 223: Foreign Military Sales (FMS) customers); 48 Block II captive air training missiles (38: Navy, 10: Air Force); 185 all-up-round containers (62: Navy, 67: Air Force, 56: FMS customers); 11 spare advanced optical target detectors (5: Navy, 6: Air Force); eight spare advanced optical target detector containers (2: Navy, 6: Air Force); 31 spare Block II guidance units (live battery) (21: Navy, 10: Air Force); 54 spare Block II captive air training missile guidance units (inert battery) (41: Navy, 13: Air Force); two Block I tactical sectionalization kits for the Air Force; seven Block II tactical sectionalization kits (4: Navy, 2: Air Force, 1: FMS customer); 10 Block II captive air training missile anti-tank missile sectionalization kits (9: Navy, 1: FMS customer); one support equipment for FMS customer; three other lot spare assets for the Navy, Air Force, and one FMS customer, as well as non-recurring engineering associated with Systems Improvement Program III transition to production activities. Work will be performed in North Logan, Utah (28.09%); Tucson, Arizona (21.64%); Linthicum Heights, Maryland (18.88%); Minneapolis, Minnesota (11.46%); Marietta, California (8.42%); Saint Albans, Vermont (7.75%); Ann Arbor, Michigan (1.44%); Warrington, Pennsylvania (1.22%); and various locations outside the continental U.S. (1.1%), and is expected to be completed in August 2026. Fiscal 2021 weapons procurement (Navy) funds in the amount of $3,413,162; fiscal 2021 missile procurement (Air Force) funds in the amount of $139,381; fiscal 2022 weapons procurement (Navy) funds in the amount of $2,524,580; fiscal 2022 research, development, test and evaluation (Air Force) funds in the amount of $548,782; fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $456,289; fiscal 2022 missile procurement (Air Force) funds in the amount of $190,841; fiscal 2023 missile procurement (Air Force) funds in the amount of $98,450,714; fiscal 2023 weapons procurement (Navy) funds in the amount of $55,416,050; fiscal 2023 operations and maintenance (Navy) funds in the amount of $2,485,155; and FMS customer funds in the amount of $100,092,700 will be obligated at the time of award, of which $7,042,769 will expire at the end of the current fiscal year. Timken Gears & Services Inc., King of Prussia, Pennsylvania, was awarded a $119,280,294 firm-fixed-price modification to previously-awarded contract N0002416C4202 to exercise the options for three Main Reduction Gear shipsets to support DDG-51 class. Work will be performed in Santa Fe Springs, California (77%); Riverside, Missouri (10%); Latrobe, Pennsylvania (3%);, Fitchburg, Massachusetts (3%); Erie, Pennsylvania (3%); New Castle, Delaware (2%); Milwaukee, Wisconsin (1%); and St. Augustine, Florida (1%), and is expected to be completed by November 2027. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $119,280,294 will be obligated at time of award and will not expire at the end of the current FY. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $14,480,876 cost-plus-incentive-fee modification (P00077) to a previously awarded contract (N0001921C0020). This modification provides logistics support, to include ground maintenance activities, action request solution, depot activities, automatic logistics information system operations and maintenance, reliability and maintainability, supply chain management, pilot and maintainer training, and training system sustainment in support of delivered F-35 Lightning II Joint Strike Fighter aircraft for the Air Force, Marine Corps, Navy, Foreign Military Sales (FMS) customers, and non-U.S. Department of Defense (DOD) participants. Work will be performed in Fort Worth, Texas (57%); Orlando, Florida (26%); Greeneville, South Carolina (11%); Samlesbury, United Kingdom (4%); and El Segundo, California (2%), and is expected to be completed in December 2023. Fiscal 2023 operations and maintenance (Air Force) funds in the amount of $4,850,951; fiscal 2023 operations and maintenance (Marine Corps) funds in the amount of $1,681,129; fiscal 2023 operations and maintenance (Navy) funds in the amount of $679,289; FMS customer funds in the amount of $1,203,436; and non-U.S. DOD participant funds in the amount of $6,066,071 will be obligated at time of award, $7,211,369 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

AIR FORCE

Lockheed Martin Space, Sunnyvale, California, has been awarded a $122,213,602 modification (P00102) to contract FA8810-18-C-0005 to plan and prepare for post-launch activities for all three Next Generation Overhead Persistent Infrared Geosynchronous Space Vehicles. This contract provides for development of adequate program protection, and product support planning. The modification brings the total cumulative face value of the contract to $7,225,147,630. Work will be performed at Sunnyvale, California, and is expected to be completed by May 31, 2024. Fiscal 2023 research, development, test and evaluation funds in the amount of $28,727,026 are being obligated at the time of award. The U.S. Space Force Space Systems Command, Space Sensing, Los Angeles Air Force Base, California, is the contracting activity.

Northrop Grumman Systems Corp., San Diego, California, has been awarded an $80,327,904 cost-plus-fixed-fee contract for the Defense Experimentation Using Commercial Space Internet Advanced Research Announcement, which seeks to establish the ability to communicate with military platforms via multiple commercial space internet constellations in various orbital regimes using common user terminal and hardware elements. Work will be performed in San Diego, California, and is expected to be completed Feb. 25, 2027. This award is the result of a sole-source acquisition. Fiscal 2022 research, development, test, and evaluation funds in the amount of $6,000,000; and fiscal 2023 research, development, test, and evaluation funds in the amount of $25,000,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-23-C-9313). 

Science Applications International Corp., Reston, Virginia, has been awarded an $18,124,032 cost-plus-fixed-fee modification (P00025) to contract FA7014-21-F-0108 for strategic plans and policy support services. This modification provides funding and exercises option year two to continue to provide technical, analytical, operational, programmatic and planning subject matter expertise support for Headquarters Air Force A10, and its component branches, as well as the Integrated Air and Missile Defense Branch missions. Work will be performed in Washington, D.C., Hawaii and Germany, and if all options are exercised, work is expected to be completed Aug. 25, 2026. This award is the result of a competitive acquisition and one offer was received. Fiscal 2023 operation and maintenance funds in the amount of $7,429,422 are being obligated at the time of award. The Air Force D.C. Contracting Directorate, Joint Base Andrews, Maryland, is the contracting activity.

ARMY

Oakwood Electronics LLC, Winchester, Virginia, was awarded a $49,454,600 cost-no-fee contract for common sensor radios in support of ongoing mission requirements for military grade self-healing mesh network radios. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of June 1, 2028. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QX-23-D-0003). 
 
Harper Construction Company Inc., San Diego, California, was awarded a $49,217,634 modification (P00004) to contract W912BV-22-C-0013 for the construction of an 180,000 square-foot barracks and supporting facilities. Work will be performed at Fort Sill, Oklahoma, with an estimated completion date of Dec. 1, 2024. Fiscal 2023 military construction, Army funds in the amount of $49,217,634 were obligated at the time of the award. U.S. Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity. 
 
Estudios, Edificaciones e Interventorias en Ingenieria EEII SAS, Bogota, Colombia (W91278-23-D-0058); Empresa de Construccion y Transporte ETERNA SA de CV, San Pedro Sula, Honduras (W91278-23-D-0059); Serrano Proano Diseno y Construccion, Quito, Ecuador (W91278-23-D-0060); KGN Support Services LLC, Fort Worth, Texas (W91278-23-D-0061); S&B Infrastructure LTD, Houston, Texas (W91278-23-D-0062); Relyant Global LLC, Maryville, Tennessee (W91278-23-D-0063); and Servicios Y Obras Seobra SAS, Bogota, Colombia (W91278-23-D-0064), will compete for each order of the $49,000,000 contract for design and build construction requirements in South America and Panama. Bids were solicited via the internet with seven received. Work locations and funding will be determined with each order, with an estimated completion date of June 1, 2028. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity. 
 
Sikorsky, a Lockheed Martin Company, Stratford, Connecticut, was awarded a $15,083,623 modification (P00021) to contract W58RGZ-22-C-0010 for Army UH-60M Black Hawk Exchange and Sales Team aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2027. Fiscal 2021 aircraft procurement, Army funds in the amount of $15,083,623 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 
 
Inverness Technologies Inc., Annandale, Virginia, was awarded an $11,616,475 firm-fixed-price contract for Solider for Life Transition Assistance Program support services. Bids were solicited via the internet with one received. Work will be performed on Fort Knox, Kentucky, with an estimated completion date of Aug. 3, 2023. Fiscal 2010 operation and maintenance, Army funds in the amount of $11,616,475 were obligated at the time of the award. U.S. Army Field Directorate Office, Fort Sam Houston, Texas, is the contracting activity (W9124D-23-C-0027). 
 
Diversified Maintenance Systems Inc., Sandy, Utah, was awarded a $10,000,000 firm-fixed-price contract for sustainment, modernization and improvement projects for the 81st Army Reserve Centers. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of June 1, 2028. U.S. Army 419th Contracting Support Brigade, Fort McCoy, Wisconsin, is the contracting activity (W911SA-23-D-2007).   
 
CORRECTION: The $11,797,758 modification (P00089) to contract W31P4Q-19-C-0076 announced on June 1, 2023, for Raytheon/Lockheed Martin Javelin JV, Tucson, Arizona, for Javelin Weapon System production deliverables was not awarded.  

DEFENSE HEALTH AGENCY

Ellumen Inc., Silver Spring, Maryland, was awarded a $42,280,113 firm-fixed-price contract (HT9425-23-F-0178) for continuous service improvement contracted services to deliver outcome objectives in the form of working software; in the areas of training and testing; and adhere to full industry and federal standards and timeline for full implementation of LogiCole by November 2026, supporting artifact creation, reviews and updates, and user adoption steps/processes. Additionally, the sustainment of the production capabilities in the form of LogiCole and legacy applications will require timely, complete, and proactive responses in the areas of issue management, architecture, documentation, training, and independent verification and validation. Award was made as a small-business set-aside via General Services Administration’s Multiple Award Schedule-Information Technology contract. The place of performance is Fort Detrick, Maryland. DEFENSE LOGISTICS AGENCY

UPDATE: Darby Dental Supply Inc., Jericho, New York (SPE2DE-23-D-0025, $48,125,000), has been added as an awardee to the multiple award contract for dental consumable items for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DE-20-R0007 and awarded June 10, 2021.
