Contracts For Aug. 28, 2023

ARMY

Health Facility Solutions Co.,* San Antonio, Texas (W9126G-23-D-0020); LRS Federal LLC,* Severna Park, Maryland (W9126G-23-D-0021); MSMM Huitt-Zollars JV LLC,* New Orleans, Louisiana  (W9126G-23-D-0022); Accura Engineering and Consulting Services Inc.,* Atlanta, Georgia (W9126G-23-D-0023); Slicom,* Oak Ridge, Tennessee (W9126G-23-D-0024); Parsons Government Services Inc., Centreville, Virginia (W9126G-23-D-0025); Jacobs Engineering Group Inc., Arlington, Virginia (W9126G-23-D-0026); Huitt-Zollars Inc., Fort Worth, Texas (W9126G-23-D-0027); and HDR Engineering Inc., San Antonio, Texas (W9126G-23-D-0028), will compete for each order of the $200,000,000 firm-fixed-price contract for architect and engineering construction services. Bids were solicited via the internet with 30 received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 27, 2030. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity.

Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, was awarded a $23,769,862 cost-plus-incentive-fee contract for the Common Ignition Safety Device. Bids were solicited via the internet with one received. Work will be performed in Grand Prairie, Texas, with an estimated completion date of April 28, 2025. Fiscal 2023 missile procurement, Army; and Foreign Military Sales (Bahrain, Kuwait, Netherlands, Poland, Romania, South Korea, Sweden, and the United Arab Emirates) funds in the amount of $23,769,862 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-23-F-0041). 

OCCI Inc., Fulton, Missouri, was awarded an $18,672,521 firm-fixed-price contract for rehabilitation of tainter gates at Jennings Randolph Lake. Bids were solicited via the internet with four received. Work will be performed in Elk Garden, West Virginia, with an estimated completion date of Dec. 26, 2026. Fiscal 2023 civil construction funds in the amount of $18,672,521 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-23-C-0027).

Direct Viz Solutions, Chantilly, Virginia, was awarded a $9,978,359 modification (P00034) to contract W91RUS-19-C-0014 for enterprise-level command, control, communications, computers and information management services. Work will be performed at Fort Huachuca, Arizona, with an estimated completion date of Nov. 30, 2023. Fiscal 2010 operation and maintenance, Army funds in the amount of $9,978,359 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY

Noble Supply & Logistics,* Boston, Massachusetts (SPE8E3-19-D-0011/P00010); SupplyCore Inc.,* Rockford, Illinois (SPE8E3-19-D-0012/P00010); and TWI USA LLC,* Virginia Beach, Virginia (SPE8E3-19-D-0013/P00011), are sharing a maximum $100,000,000 modification, exercising the second one-year option period of a three-year base contract with two one-year option periods under solicitation SPE8E3-18-R-0010 for commercial maintenance, repair, and operations products. These are firm-fixed-price, indefinite-delivery/indefinite-quantity contracts. The ordering period end date is Oct. 1, 2024. Using military services are Army, Navy, Air Force, and Marine Corps. CH2M Hill Constructors Inc., Greenwood Village, Colorado, has been awarded a maximum $27,661,896 modification (P00043) to a 50-year contract (SP0600-21-C-8341) with no option periods, incorporating a negotiated price redetermination for the ownership, operation, and maintenance of the water treatment and distribution system and the wastewater treatment and collection system at Fort Campbell, Kentucky. This is a fixed-price prospective redetermination contract. Location of performance is Kentucky, with an Aug. 31, 2053, performance completion date. Using military service is Army. Xellia Pharmaceuticals USA LLC, Buffalo Grove, Illinois, has been awarded a maximum $17,864,307 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various pharmaceutical products. This was a competitive acquisition with 29 offers received. This is a nine-month base contract with eight one-year option periods and one 15-month option period. The ordering period end date is Aug. 31, 2024. Using customers are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Kihomac Inc.,* Reston, Virginia, has been awarded a maximum $12,478,482 firm‐fixed‐price, indefinite‐delivery/indefinite‐quantity contract for A‐10 aircraft nacelle doors. This was a competitive acquisition with three responses received. This is a five‐year contract with no option periods. The performance completion date is Aug. 31, 2028. Using military service is Air Force. Type of appropriation is fiscal 2023 through 2028 Air Force working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Hill Air Force Base, Utah (SPRHA4‐23‐D‐0002).

NAVY

Collins Aerospace, Cedar Rapids, Iowa, is awarded a $38,843,752 modification (P00004) to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N0042123D0001). This modification adds scope to procure an additional 990 AN/ARC-210(v) radios and ancillaries for installation in over 400 strategic and tactical airborne, seaborne and land based (mobile and fixed) platforms for the Navy, Marine Corps, Army, Coast Guard, other government agencies and Foreign Military Sales customers. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in September 2025. No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Management Services Group Inc., doing business as Global Technical Systems,* Virginia Beach, Virginia, is awarded a $24,386,045 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for the production, testing, and delivery of one lot Hydra Technique Control Modulator, and associated components to include hardware modifications to modify the parts based on needs after delivery. This effort significantly improves and maintains electronic attack and active emitter systems for the simulation of threats in a dynamic electronic warfare environment for the Navy, Air Force, and the government of France. Work will be performed in Virginia Beach, Virginia, and is expected to be completed in August 2028. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured as a small business set-aside; one offer was received. Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N6893623D0021).

Owl International Inc., Global, 1st Flagship,* Irvine, California, was awarded an $11,874,295 cost-plus-fixed-fee modification to previously awarded contract N00024-22-C-4202 to exercise options for the accomplishment services and material necessary to support and maintain all vessels assigned to the Naval Sea Systems Command (NAVSEA) Inactive Ship Maintenance Office Bremerton, Washington. Work will be performed in Bremerton, Washington, and is expected to be completed by August 2024. Fiscal 2023 operation and maintenance, Navy, funding in the amount of $1,803,176 will be obligated at the time of award, of which $1,803,176 will expire at the end of the current fiscal year. The Boeing Co., Tukwila, Washington, is being awarded $7,943,279 for ceiling-priced delivery order N00383-23-F-XR2D under previously awarded basic ordering agreement N00383-20-G-XR01 for the procurement of automated pallet system pallet spares in support of the P-8 aircraft. All work will be performed in Benicia, California, and work is expected to be completed by August 2026. Working capital funds (Navy) in the amount of $3,892,207 will be obligated at time of award and funds will not expire at the end of the current fiscal year. One firm was solicited for this non-competitive requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.
