ARMY

Raytheon Co. Missile Systems, Tucson, Arizona, was awarded a $276,536,844 modification (P00030) to contract W15QKN-19-C-0017 for procurement of 155 mm projectiles. Work will be performed in Healdsburg California; Karlskoga, Sweden; East Camden, Arizona; Cedar Rapids, Iowa; Southway, England; Cincinnati, Ohio; Glenrothes, Scotland; Salt Lake City, Utah; Joplin, Missouri; Gilbert, Arizona; Lansdale, Pennsylvania; Santa Clara, California; Woodridge, Illinois; Trenton, Texas; Valencia, California; Cookstown, New Jersey; Tucson, Arizona; Phoenix, Arizona; Anniston, Alabama; Chino, California; Inglewood, California; McAlester, Oklahoma; and Farmington, New Mexico, with an estimated completion date of April 29, 2024. Fiscal 2023 procurement of ammunition, Army funds in the amount of $276,536,844 were obligated at the time of the award. Army Contracting Command, Newark, New Jersey, is the contracting activity.

Lockheed Martin Corp., Owego, New York, was awarded a $60,539,401 firm-fixed-price contract for Modernized-Radar Frequency Interferometer production and related support services. Bids were solicited via the internet with one received. Work will be performed in Owego, New York, with an estimated completion date of Oct. 31, 2026. Fiscal 2023 Defense Production Act Purchases funds in the amount of $60,539,401 were obligated at the time of the award. EA Engineering, Science and Technology Inc. PBC,* Hunt Valley, Maryland, was awarded a $20,149,410 fixed-price-award-fee contract for removal of munitions and explosives of concern at former Camp Howze. Bids were solicited via the internet with four received. Work will be performed in Gainesville, Texas, with an estimated completion date of Aug. 29, 2028. Fiscal 2023 Formerly Used Defense Sites funds in the amount of $20,149,410 were obligated at the time of the award. Gustav Keoni, doing business as Precision Construction Services,* San Luis Obispo, California, was awarded a $12,756,386 firm-fixed-price contract for barracks repair. Bids were solicited via the internet with five received. Work will be performed at Fort Irwin, California, with an estimated completion date of Nov. 22, 2024. Fiscal 2023 operation and maintenance, Army funds in the amount of $12,756,386 were obligated at the time of the award. PRIDE Industries, Roseville, California, was awarded a $10,809,154 modification (P00101) to contract W9124G-18-C-0005 for base operations support services. Bids were solicited via the internet with one received. Work will be performed at Fort Novosel, Alabama, with an estimated completion date of Feb. 29, 2024. Fiscal 2023 operation and maintenance, Army funds in the amount of $5,179,625 were obligated at the time of the award. Alutiiq General Contractors, Tacoma, Washington, was awarded a $10,067,507 modification (P00009) to contract W911S-820-D-0012 for maintenance, repair, and minor construction on vehicle roadways and airfields. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 31, 2025. Army 418th Contracting Support Brigade, Joint Base Lewis-McChord, Washington, is the contracting activity. 

AIR FORCE

Avantus Federal LLC, McLean, Virginia, was awarded a $224,000,689 firm-fixed-price contract to provide systems engineering and technical assistance to the Space Development Agency. This contract provides for management and professional services, acquisition support, and engineering and technical analysis needed to deliver the proliferated warfighter space architecture. Work will be performed in various locations throughout the continental U.S., and is expected to be completed by Sept. 29, 2028. This contract was a competitive acquisition and two offers were received. Fiscal 2023 operations and maintenance funds in the amount of $5,500,000; and fiscal 2023 research, development, test and evaluation funds in the amount of $7,500,000, are being obligated at the time of award. Textron Aviation Defense LLC, Wichita, Kansas, has been awarded a $31,094,855 modification (P00003) to incorporate additional work to a previously awarded contract (FA8617-22-C-6238) for BPC T-6C Program – Tranche 2. This modification provides for procurement of support and supply of three T-6C aircraft. Total cumulative face value of the contract is $76,931,312. The location of performance is Wichita, Kansas, and is expected to be completed by Sept. 30, 2025. This award is the result of a sole source acquisition. Fiscal 2022 and 2023 Building Partnership Capacity funds in the amount of $31,094,855 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

RLF & CN JV, Orlando, Florida, is awarded a $95,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for architect-engineer services for projects that are industrial type facilities worldwide. The maximum dollar value, including the base period and four option years, is $95,000,000. Work will be performed worldwide and is expected to be completed by August 2028. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $10,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website, with nine offers received. Naval Facilities Engineering Systems Command Atlantic, Norfolk, Virginia, is the contracting activity (N62470-23-D-0013).

The Charles Stark Draper Laboratory, Cambridge, Massachusetts, is awarded a fixed-price-incentive-fee and cost-plus-incentive-fee contract (N0003023C6008) in the amount of $90,689,939. This contract award provides design analysis, testing, procurement, and manufacturing of Interferometric Fiber Optic Gyros repairs and associated material. Work will be performed in Cambridge, Massachusetts (15%); Pittsfield, Massachusetts (60%); and Clearwater, Florida (25%), with an expected completion date of Aug. 29, 2025. Fiscal 2023 weapons procurement, Navy funds in the amount of $88,047,939 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was awarded as a sole-source acquisition pursuant to 10 U.S. Code 2304(c)(1). Strategic Systems Programs, Washington, D.C., is the contracting activity.

Raytheon Co., McKinney, Texas, is awarded $48,783,210 a firm-fixed-price, performance-based logistics requirements contract for the repair of 10 forward-looking infrared components in support of the V-22 and CH-53 helicopters. This contract includes a five-year base period with no options. Work will be performed in McKinney, Texas (40%); El Segundo, California (30%); Jacksonville, Florida (15%); and Goleta, California (15%). Work is expected to be completed by August 2028. Working capital funds (Navy) in the amount of $13,619,694 will be issued for delivery order N00383-23-F-0AP0 that will be awarded concurrently with the contract and will initially be obligated at the time of award, and funds will not expire at end of the current fiscal year. One company was solicited for this non-competitive requirement under authority 10 U.S. Code 2304 (a)(1) with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. (N00383-23-D-AP01)

Webco Distribution Inc.,* Norfolk, Virginia, is awarded a $40,000,000 firm-fixed-price, requirements contract that includes provisions for economic price adjustment to acquire commercially available items for authorized resale to include candy, beverages, crackers, canned foods, nuts and personal care items at various locations in support of the Navy Exchange Service Command's Ships Store Program. The contract will include a five-year base ordering period with an additional six-month ordering period option pursuant of Federal Acquisition Regulation 52.217-8 - option to extend services which, if exercised, will bring the total estimated value to $44,000,000. The base ordering period is anticipated to begin September 2023, and is expected to be completed by August 2028; if the option is exercised, the ordering period will be completed by March 2029. Work will be performed in Norfolk, Virginia (46%); Diego Garcia (26%); San Diego, California (19%); Mayport, Florida (6%); and Everett, and Bremerton, Washington (3%). No money will be obligated at time of award. Operations and maintenance (Navy) funds will fund individual orders with appropriate fiscal year appropriations at the time of their issuance. Funds will not expire at the end of the current fiscal year. This contract was competitively procured with the solicitation posted on SAM.gov with one offer received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Norfolk Office, Norfolk, Virginia, is the contracting activity (N00189-23-D-0028).

US Ecology Washington Inc., Richland, Washington, is awarded a $19,210,098 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for class A, B, and C low-level radioactive waste disposal services for waste under the cognizance of Puget Sound Naval Shipyard and Intermediate Maintenance Facility and Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility. Work will be performed in Richland, Washington, and is expected to be completed by August 2028. This contract includes no priced options. Appropriation account operation and maintenance, Navy funds will be obligated at the task order level. Fiscal 2023 operation and maintenance, Navy funds in the amount of $2,500 will be obligated by task order, in conjunction with the award, and will expire at the end of the fiscal year. This contract was not competitively procured. This contract is sole sourced under 10 U.S. Code 3204(a)(1) as US Ecology Washington Inc. is the only authorized provider of the required low-level radioactive disposal services in the area. Puget Sound Naval Shipyard and Intermediate Maintenance Facility Northwest Regional Maintenance Center, Bremerton, Washington, is the contracting activity (N4523A23D4000).

Rockwell Collins, Inc., Cedar Rapids, Iowa, is awarded a $16,200,976 cost modification (P00048) to a previously awarded firm-fixed-price, cost-plus-incentive-fee contract (N6134017C0007). This modification provides Synthetic Inject To Live (SITL) stage one, in continuation of SITL stage zero, for the design, testing and implementation of software features associated with the SITL capability into the Tactical Combat Training System (TCTS) II software configuration. These efforts are in support of developing upgraded software to enhance interface capabilities between the TCTS II and the F/A-18E/F and EA-18G platforms for the Navy. Work will be performed in Cedar Rapids, Iowa (55%); China Lake, California (15%); Fallon, Nevada (15%); Patuxent River, Maryland (10%); and Ft. Walton Beach, Florida (5%), and is expected to be completed in February 2025. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $5,547,955 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

Northrup Grumman Systems Corp., Melbourne, Florida, is awarded an $11,130,875 firm-fixed-price order (N6833523F0285) against a previously issued basic ordering agreement (N0001920G0005). This order procures maintenance support equipment in support of the E-2D Hawkeye system maintenance for the Navy. Work will be performed in Bethpage, New York (87%); and Melbourne, Florida (13%), and is expected to be completed in February 2026. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $11,130,875 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Golden State Medical Supply Inc., Camarillo, California, has been awarded a maximum $10,306,354 modification (P00006) exercising the third one-year option period of a one-year base contract (SPE2D2-20-D-0098) with four one-year option periods for duloxetine hydrochloride delayed release capsules. This is a fixed-price, requirements contract. Location of performance is Spain, with a Sept. 16, 2024, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps, Coast Guard, Department of Veterans Affairs, Indian Health Services, and Federal Bureau of Prisons.
