ARMY

Leidos Inc., Reston, Virginia, was awarded a $7,900,000,000 firm-fixed-price contract for hardware systems, system management solutions, components, customizable sustainment strategies, non-personal services and continuous technology upgrades. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 30, 2033. BAE Systems Land & Armaments L.P., York, Pennsylvania, was awarded a $432,590,330 modification (PZ0001) to contract W56HZV-23-C-0024 to procure Armored Multi-Purpose Vehicles. Work will be performed in York, Pennsylvania, with an estimated completion date of Feb. 28, 2027. Fiscal 2022 and 2023 procurement of weapons and tracked combat vehicles, Army funds in the amount of $432,590,330 were obligated at the time of the award. BAE Systems Land & Armaments L.P., York, Pennsylvania, was awarded a $274,100,716 hybrid (cost-plus-fixed-fee, firm-fixed-price, fixed-price incentive) contract to produce M2A4 and M7A4 vehicles from various inducted legacy source variants. Bids were solicited via the internet with one received. Work will be performed in York, Pennsylvania, with an estimated completion date of Jan. 31, 2026. Longbow LLC, Orlando, Florida, was awarded a $156,372,092 modification (P00011) to contract W58RGZ-20-F-0464 for procurement of Apache Attack Helicopter Fire Control Radar and other support hardware and auxiliary services. Work will be performed in Orlando, Florida; and Linthicum Heights, Maryland, with an estimated completion date of April 30, 2027. Fiscal 2023 Foreign Military Sales (Australia) funds in the amount of $156,372,092 were obligated at the time of the award. Navarro Research and Engineering Inc.,* Oak Ridge, Tennessee, was awarded an $86,092,096 cost-plus-incentive-fee contract for environmental remediation services. AIR FORCE

Raytheon Missiles and Defense, Tucson, Arizona, was awarded a $192,000,000 indefinite-delivery/indefinite-quantity contract for purchase of Advanced Medium Range Air-to-Air Missiles (AMRAAM). This contract provides for Raytheon purchasing fielded AMRAAM weapons from various sources. Work will be performed at Tucson, Arizona, and is expected to be completed by Nov. 29, 2024. This contract was a sole-source acquisition. Fiscal 2023 Ukraine Security Assistance Initiative funds in the amount of $7,688,220 are being obligated at the time of award. The Air Force Life Cycle Management Center, Air Dominance Division, Eglin Air Force Base, Florida, is the contracting activity (FA8675-23-D-0001).

Tecolote Research, Inc., Goleta, California, was awarded a $131,000,000 indefinite-delivery/indefinite-quantity contract for acquisition and financial support services for Space Systems Command. This contract provides advisory and assistance services to SSC which will include acquisition, financial, and administrative support. Work will be performed in Los Angeles Air Force Base, California; and Kirtland AFB, New Mexico, and is expected to be complete by Aug. 31, 2028. This award is the result of a sole source acquisition. Fiscal 2023 operation and maintenance funds in the amount of $11,300,000 will be obligated at the time of award. SSC, Kirtland AFB, New Mexico, is the contracting activity (FA8809-23-D-B001).

Texas A&M Engineering Experiment Station, College Station, Texas, was awarded a cost-reimbursement contract with a ceiling of $70,675,000 for a Space Modular Manipulators Project. This contract provides for the development of a space rated robotic manipulator. Work will be performed in College Station, Texas, and is expected to be completed by Nov. 20, 2028. This contract was a competitive acquisition, and one offer was received. Fiscal 2022 research and development funds in the amount of $1,608,000; and fiscal 2023 research and development funds in the amount of $3,525,959 will be obligated at the time of award. PKL Services Inc., Poway, California, has been awarded a $39,566,733 indefinite-delivery/indefinite-quantity bilateral modification (P00017) to previously awarded contract FA3002-16-D-0011 for the Royal Saudi Air Force F-15SA Upgrade Maintenance Training Program. Work will be performed at King Khalid Air Base, Khamis Mushayt, Kingdom of Saudi Arabia, and is expected to be completed by Aug. 31, 2025. This contract involves Foreign Military Sales (FMS) to Saudi Arabia. FMS funds in the amount of $39,566,733 are being obligated at time of award. L3Harris, Chantilly, Virginia, has been awarded a $34,977,385 modification (P00023) to previously awarded delivery order FA8806-22-F-0009 for the Advanced Tracking and Launch Analysis System decommissioning at Space Defense Operations Center. The modification brings the total cumulative face value of the contract to from $50,102,601 to $85,079,986. Work will be performed at Vandenberg Space Force Base, California; and Schriever SFB, Colorado, and is expected to be completed by Nov. 30, 2024. Fiscal 2023 research and development funds in the amount of $11,000,000 are being obligated at time of award. Space Systems Command, Los Angeles Air Force Base, El Segundo, California, is the contracting activity.

Lockheed Martin Aeronautics Co., Fort Worth, Texas, was awarded a not-to-exceed price of $18,170,000 undefinitized contract action for F-16 Systems Program Office Foreign Military Sales (FMS) support. This contract involves FMS support to the Taiwan Air Force, and the requirement is for the Taiwan F-16 Block 20 Service Life Extension Program. The work will be performed in Fort Worth, Texas, and in Taiwan, and is expected to be completed by Aug. 30, 2030. This contract was a sole source acquisition. FMS funds in the approximate amount of $4,542,500 are being obligated at time of award. The Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8232-23-F-0369).

NAVY

The Boeing Co., St. Louis, Missouri, is being awarded $173,612,000 for delivery order N00383-23-F-YY2J under a previously awarded basic ordering agreement (N00383-22-G-YY01) for the repair of landing gear used on the F/A-18 E/F aircraft. Work will be performed in Quebec, Canada (37%); St. Louis, Missouri (21%); Fort Walton Beach, Florida (18%); Ontario, Canada (12%); San Diego, California (6%); and various other external suppliers that cannot be determined at this time (6%). Work is expected to be completed by August 2026. Working capital funds (Navy) in the amount of $85,069,880 will be obligated at time of award and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

MetalCraft Marine US Inc.,* Watertown, New York, is awarded a $32,007,646 firm-fixed-price, six-year indefinite-delivery/indefinite-quantity contract for Oil Spill Response (OSR) Utility Boats and OSR Boom Platforms. Work will be performed in Watertown, New York, and the first order is expected to be completed by August 2025. Fiscal 2023 other procurement (Navy) funds in the amount of $2,927,327 (93%); and fiscal 2021 other procurement (Navy) funds in the amount of $236,201 (7%), for the first delivery order in the total amount of $3,163,528, will be obligated at time of award, of which $236,201 will expire at the end of the current fiscal year. This contract was competitively procured via the Procurement Integrated Enterprise Environment, with two offers received. Raytheon Co., El Segundo, California, is awarded a $19,164,050 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This contract provides engineering and technical services for training Navy and Marine Corps military and civilian personnel in the installation, operation, and maintenance of the F/A-18 and EA-18G aircraft active electronically scanned array radar. Work will be performed in Lemoore, California (16.67%) (labor surplus area); Miramar, California (16.67%); Oceana, Virginia (16.67%); Beaufort, South Carolina (16.67%); North Island, California (16.67%); Kuwait (15.65%); and China Lake, California (1%) (labor surplus area), and is expected to be completed in August 2028. Web Business Solutions Inc., Fredericksburg, Virginia, is being awarded a $16,188,692 firm-fixed-price and cost reimbursement (travel only) indefinite-delivery/indefinite-quantity contract with a five-year ordering period providing instructional and administrative services for the modernization of the Senior Enlisted Blended Seminar Program in support of the Marine Corps College of Distance Education and Training, Marine Corps University. This support will implement and sustain mission capabilities through execution of critical requirements derived from a comprehensive communications program. Work will be performed across four locations: Marine Corps Base, Quantico, Virginia (25%); Camp Lejeune, North Carolina (25%); Camp Pendleton, California (25%); and Camp Butler, Okinawa, Japan (25%), with an expected completion date of Aug. 31, 2028. This contract was competitively procured via the SAM.gov website, with three proposals received. Northrop Grumman Systems Corp., San Diego, California, is awarded a $14,105,313 cost-plus-fixed-fee order (N0001923F0037) against a previously issued basic ordering agreement (N0001920G0005). This order provides for the installation of MQ-4C Triton ground segments mobile operating base (MOB), one primary and secondary and MOB two primary and secondary, as well as the performance of post installation site acceptance testing for the government of Australia. Additionally, this order exercises options to provide software loads for the MOB one primary and secondary and the MOB two primary. Work will be performed in McLean, Virginia (77.14%); Symonston, Australia (7.75%); San Diego, California (7.74%); Waco, Texas (2.3%); Salt Lake City, Utah (1.42%); and various locations within the continental U.S. (3.65%), and is expected to be completed in November 2024. Royal Australian Air Force Cooperative funds in the amount of $14,105,313 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Northrup Grumman Systems Corp., Melbourne, Florida, is awarded a $13,594,185 cost-plus-fixed-fee order (N0001923F0571) against a previously issued basic ordering agreement (N0001920G0005). This order provides non-recurring engineering in support of an engineering change proposal for the replacement of obsolete parts within the position tracking system for the E-2D Advanced Hawkeye. Work will be performed in El Segundo, California (69%); and Melbourne, Florida (31%), and is expected to be completed in November 2025. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $13,594,185 will be obligated at time of award, all of which will expire at the end of the fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Applied Physical Sciences Corp. Groton, Connecticut, is awarded a $13,259,701 cost-plus-fixed-fee contract N66001-23-C-0037 to develop innovative payloads to conduct acoustic warfare to counter active surface sonars. Work will be performed in Orange, California; Groton, Connecticut; Pawcatuck, Connecticut; Concord, Massachusetts; Arlington, Virginia; and Reston, Virginia. Funds in the amount of $2,400,000 will be obligated at the time of award. Fiscal 2023 and 2024 funds will be obligated using research, development, test and evaluation funding from the Defense Advanced Research Projects Agency (DARPA). This three-year contract includes one option period which, if exercised, will bring the potential value of this contract to an estimated $25,801,604. The period of performance of the base award is from Sept. 1, 2023, to April 31, 2025. If all option periods are exercised, the period of performance would extend through Aug. 31, 2026. This contract was competitively procured via a DARPA broad agency announcement solicitation (HR001123S0007) on the beta.SAM.gov website. Five proposals were received and two were selected for award. Caddell-Nan JV, Montgomery, Alabama, is awarded a $12,016,223 firm-fixed-price modification to previously-awarded contract N62742-20-C-1312 for furniture, fixtures, and equipment for bachelor enlisted quarters. This award increases the total cumulative value of the contract to $225,168,735. Work will be performed at Marine Corps Base Camp Blaz, Guam, and is expected to be completed by January 2024. Fiscal 2023 operation and maintenance (Marine Corps) funds in the amount of $12,016,223 will be obligated at time of award and will expire at the end of the current fiscal year. The Officer in Charge of Construction Marine Corps Marianas, Resident Officer in Charge of Construction Marine Corps Camp Blaz, Dededo, Guam, is the contracting activity.

Northrop Grumman Systems Corp., San Diego, California, is awarded an $11,905,278 cost-plus-fixed-fee modification (P00027) to a previously awarded contract (N0001921C0060). This modification provides additional fleet support representatives to provide technical support for site stand-up and Fifth Fleet support, in support of ensuring that the MQ-4C Triton unmanned aerial system (UAS) aircraft are mission-capable for intelligence, surveillance, and reconnaissance missions supporting aircraft early operational capability and initial operating capability for the Navy and government of Australia MQ-4C Triton UAS assets. Work will be performed in McLean, Virginia (48.9%); San Diego, California (11.8%); Salt Lake City, Utah (11.5%); Mayport, Florida (9.5%); Linthicum, Maryland (4.6%); Chantilly, Virginia (4%); and various locations outside the continental U.S. (9.7%), and is expected to be completed in March 2024. Mohawk Northeast Inc., Plantsville, Connecticut, is awarded an $11,675,764 firm-fixed-price contract for relocation of an underwater electromagnetic measurement system at Naval Submarine Base New London. Work will be performed in Groton, Connecticut, and is expected to be completed by September 2024. Fiscal 2023 military construction (Navy) funds in the amount of $11,675,764 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the www.sam.gov website, with four offers received. Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-23-C-0044).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $10,812,945 cost-plus-incentive-fee modification (P00007) to a previously awarded contract (N0001921C0040). This modification adds scope to provide continued capability integration requirements in support of F-35 Joint Strike Fighter aircraft systems development and demonstration for the government of Israel. Work will be performed in Fort Worth, Texas (16%); and various locations outside the continental U.S. (84%), and is expected to be completed in March 2024. Cianbro Corp., Pittsfield, Maine, is awarded a $10,184,020 firm-fixed-price contract for Bridge 2 structural repairs at Portsmouth Naval Shipyard. Work will be performed in Kittery, Maine, and is expected to be completed by April 2025. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $10,184,020 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website, with two proposals received. Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-23-C-0043).

Raytheon Co., Tucson, Arizona, is awarded a $10,029,711 cost-plus-fixed-fee modification to previously award contract N00024-23-C-5401 to exercise options for design agent and engineering support services for the Rolling Airframe Missile.  Work will be performed in Tucson, Arizona, and is expected to be completed by March 2028. This contract combines purchases for the U.S. government (less than 1%); and the Federal Republic of Germany (7%), under the Foreign Military Sales (FMS) program. Federal Republic of Germany funds in the amount of $5,695,998 (93%); Foreign Military Sales (Germany) funds in the amount of $426,264 (7%); and fiscal 2021 weapons procurement (Navy) in the amount of $11,347 (less than 1%), will be obligated at time of award, of which, $11,347 will expire at the end of the current fiscal year. Tribologik Corp., Hammond, Indiana, is awarded an $8,718,093 firm-fixed-price contract (N3220523C0191) to provide fluid analysis on received samples, provide testing supplies, and facilitate the shipment of samples from the government to the contractor’s testing laboratories for analysis and reporting to the government’s database. The government is contracting not only for specific products and services, but also for the delivery of these products and services on a worldwide basis within specific time constraints defined by the contract. The contract contains a base period and four option years, plus Federal Acquisition Regulation 52.217-8, Option to Extend Services, for a total of 60 months. The contract will be performed on a worldwide basis beginning Aug. 31, 2023, and will conclude on Aug. 30, 2028. This contract was a consolidated 100% small business set-aside with proposals solicited via the government point of entry website and three proposals received. Alliance Worldwide LLC,* Boerne, Texas, is awarded an $8,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for equipment maintenance and repair at Naval Base Guam. Work will be performed at Naval Base Guam and is expected to be completed by September 2026. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $1,028,623 will be obligated at time of award, and will expire at the end of the current fiscal year. Raytheon Co., El Segundo, California, is being awarded $7,833,510 for a firm-fixed-price delivery order N00383-23-F-UX0A under a previously awarded basic ordering agreement (N00383-19-G-UX01) for the procurement of five towed auxiliary radar antenna and position tracking sensor weapon repairable assemblies (WRAs), for a total quantity on 35 WRAs, in support of the E-2D Advanced Hawkeye aircraft. The delivery order does not include an option period. All work will be performed in El Segundo, California, and work is expected to be completed by August 2025. Working capital funds (Navy) in the full amount of $7,833,510 will be obligated at the time of award, and funds will not expire at the end of the current fiscal year. Vectrus Systems Corp., Colorado Springs, Colorado, is awarded a $7,567,761 cost-plus-fixed-fee, cost reimbursable contract that provides case/project, program, and financial management support, and engineering and technical assistance support, in support of thee MH-60R Multi-Mission Helicopters, subsystems, armament, engines, airborne weapons, spares, and support equipment for the government of Australia. Work will be performed in Patuxent River, Maryland, and is expected to be completed in September 2024.
