NAVY

Huntington Ingalls Inc., Newport News, Virginia, is awarded a $90,813,723 cost-plus-fixed-fee modification to previously awarded contract N00024-20-C-2109 for engineering, technical, trade, and program management support of industrial type work for submarine availabilities, facilities, and conversion. Work will be performed in Newport News, Virginia (90%); Kings Bay, Georgia (3%); Bremerton, Washington (2%); Pearl Harbor, Hawaii (2%); Kittery, Maine (2%); and Groton, Connecticut (1%), and is expected to be completed by September 2024. Foreign Military Sales funds in the amount of $1,050,000 (79%); fiscal 2021 shipbuilding and conversion, Navy funds in the amount of $173,000 (13%); fiscal 2023 other procurement, Navy funds in the amount of $100,427 (7%); and fiscal 2023 research development test and evaluation, Navy funds in the amount of $10,000 (1%), will be obligated at time of award and will not expire at the end of the current fiscal year. Lockheed Martin, Moorestown, New Jersey, is awarded a $81,297,820 cost-plus-fixed-fee, firm-fixed-price, and cost-only modification to previously awarded contract N00024-18-C-2300 to exercise options for Littoral Combat Ship class design support and integrated data and product model environment support. Work will be performed in Newport News, Virginia (31%); Washington, D.C. (30%); Marinette, Wisconsin (23%); and Moorestown, New Jersey (16%), and is expected to be completed by August 2024. Fiscal 2023 shipbuilding and conversion (Navy) cost to complete funds in the amount of $4,685,252 will be obligated at time of award and will expire at the end of the current fiscal year. Lockheed Martin, Rotary and Mission Systems, Moorestown, New Jersey, is awarded a $67,811,401 cost-plus-incentive-fee modification to previously awarded contract N00024-15-C-5151 to exercise options for ship integration and test of the Aegis Weapon System. Work will be performed in Moorestown, New Jersey (41%); San Diego, California (10%); Bath, Maine (9%); Pascagoula, Mississippi (9%); Norfolk, Virginia (8%); Devesulu, Romania (5%); Redzikowo, Poland (5%); Washington, D.C. (3%); Mayport, Florida (2%); and various places each below one percent (8%) and is expected to be completed by September 2024. Fiscal 2023 operation and maintenance, Navy funds in the amount of $6,596,592 (50%); fiscal 2020 shipbuilding and conversion, Navy funds in the amount of $1,924,093 (15%); fiscal 2019 shipbuilding and conversion, Navy funds in the amount of $1,236,487 (9%); fiscal 2016 shipbuilding and conversion, Navy funds in the amount of $1,143,884 (9%); fiscal 2023 defense-wide procurement funds in the amount of $1,002,009 (8%); fiscal 2023 other procurement, Navy funds in the amount of $576,892 (4%); fiscal 2022 other procurement, Navy funds in the amount of $277,020 (2%); fiscal 2015 shipbuilding and conversion, Navy funds in the amount of $267,691 (2%); and fiscal 2013 shipbuilding and conversion, Navy in the amount of $138,420 (1%), will be obligated at time of award, of which $6,596,592 will expire at the end of the current fiscal year. General Dynamics Mission Systems, Pittsfield, Massachusetts, was awarded a $48,273,698 cost-plus-incentive-fee and cost only modification to previously awarded contract N00024-20-C-5603 to exercise options for the sustainment of the Littoral Combat Ship Integrated Combat Management System and associated combat system elements. Work will be performed in Pittsfield, Massachusetts (85%); San Diego, California (14%); and Mobile, Alabama (1%), and is expected to be completed by August 2024. Fiscal 2023 other procurement (Navy) funds in the amount of $757,093 (44%); fiscal 2023 operations and maintenance (Navy) funds in the amount of $683,387 (34%); and fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $434,607 (22%), will be obligated at time of award, of which $683,387 will expire at the end of the current fiscal year. L3Harris Technologies, Northampton, Massachusetts, is awarded a $35,713,846 cost-plus-incentive-fee and firm-fixed-price modification to previously awarded contract N00024-20-C-6249. This modification exercises options for the procurement of production hardware and spare parts in support of new construction and in-service class submarines. Work will be performed in Northampton, Massachusetts (82%); and Syracuse, New York (18%), and is expected to be completed by July 2027. Fiscal 2022 other procurement (Navy) funds in the amount of $2,584,450 (7%); fiscal 2023 other procurement (Navy) spares funds in the amount of $766,705 (2%); fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $13,221,679 (37%); and fiscal 2023 other procurement (Navy) funds in the amount of $19,141,012 (54%), will be obligated at time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

SyQuest Inc.,* Cranston, Rhode Island, was awarded an $18,590,131 indefinite-delivery/indefinite-quantity contract containing firm-fixed-price provisions for the production of transducer projectors and spare parts. Work will be performed in Cranston, Rhode Island, and the ordering period will be completed by August 2028 (with the latest possible delivery taking place 17 months thereafter). Fiscal 2023 other procurement, Navy funds in the amount of $835,552 (33%); fiscal 2023 shipbuilding and conversion, Navy funds in the amount of $838,225 (33%); fiscal 2022 other procurement, Navy funds in the amount of $434,448 (17%); and fiscal 2023 National Sea-Based Deterrence funds in the amount of $431,775 (17%), will be obligated at time of award on the first delivery order. This contract was competitively procured using full and open competition via the System for Award Management website with two offers received. Omni2Max Inc., La Mesa, California (N3220521C4020), is awarded an $8,489,275 option (P00013) for the fixed-price portion of a previously awarded firm-fixed-price contract with reimbursable elements to exercise a one-year option period for an offshore supply vessel, Ocean Valor, to support logistics experimentation for fuel, stores, passengers, and ordnance delivery from small commercial platforms. This contract includes a one 11-month firm period of the performance and four one-year options periods which, if exercised, would bring the cumulative value of this contract to $41,523,938. Work will be performed worldwide and is expected to be completed, if all options are exercised, by Sept. 6, 2026. Working capital funds (Navy) in the amount of $8,489,275 are obligated from fiscal 2023 and will not expire at the end of the fiscal year. This procurement was released under full and open competition, with an unlimited number of companies solicited via the Beta.SAM.Gov website and three offers were received. Military Sealift Command of Norfolk, Virginia, is the contracting activity.

AIR FORCE

HTX Labs LLC., Houston, Texas, has been awarded a $90,000,000 indefinite-delivery/indefinite-quantity contract for content creation. This contract provides for delivery of virtual reality content creation, training, and assessment tools, as well as rapid content creation, playback, and analytics. Work will be performed at Sheppard Air Force Base, Texas, and is expected to be complete by Sept. 30, 2026. Fiscal 2023 and operation and maintenance funds will be used, but no funds are being awarded at this time. Sheppard AFB, Wichita Falls, Texas, is the contracting activity (FA3020-23-D-0006).

L3Harris Corp., Colorado Springs, Colorado, has been awarded a $9,964,059 modification (P00138) to a previously awarded contract (FA8819-19-C-0002) for continued support, sustainment, infrastructure, and delivery for satellite communications and modifications. The modification brings the total cumulative face value of the contract to $518,793,993. Work will be performed at Colorado Springs, Colorado, and is expected to be completed by Feb. 28, 2025. Fiscal 2023 research, development, test and evaluation funds in the amount of $1,433,365 are being obligated at the time of award.  Space Systems Command, Los Angeles Air Force Base, El Segundo, California, is the contracting activity.

Amentum Services Inc., Chantilly, Virginia, has been awarded a $7,907,128 cost-plus-fixed-fee, fixed-price incentive modification (P00042) to contract FA4610-22-C-0006 to provide management, operations, maintenance, and support services to launch programs for unconventional fuels, cryogenics, and fuels accountability, personnel protective equipment, hazardous operations support, fleet management, systems and safety engineering, training, transient alert, and aerospace ground equipment. Work will be performed at Vandenberg Space Force Base, California; Patrick SFB, Florida; and Cape Canaveral Space Force Station, Florida, and is expected to be completed Sept. 30, 2024. Fiscal 2024 operations and maintenance funds in the amount of $7,907,128 are being obligated at the time of award. The 30th Contracting Squadron, Vandenberg SFB, California, is the contracting activity.

ARMY

BAE Systems Land & Armaments L.P., York, Pennsylvania, was awarded a $74,569,000 cost-plus-fixed-fee, firm-fixed-price contract for M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System vehicles and authorized stockage list spares. Bids were solicited via the internet with one bid received. Work will be performed in York, Pennsylvania, with an estimated completion date of June 30, 2025. Fiscal 2023 weapons and tracked combat vehicle procurement, Army, funds in the amount of $74,569,000 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Detroit, Michigan, is the contracting activity (W56HZV-23-C-0078).  

Norfolk Dredging Co., Chesapeake, Virginia, was awarded an $18,031,975 firm-fixed-price contract for maintenance dredging. Bids were solicited via the internet with five received. Work will be performed in Wilmington, North Carolina, with an estimated completion date of June 30, 2024. Fiscal 2023 civil operation and maintenance funds in the amount of $18,031,975 were obligated at the time of the award. U.S. Army Corps of Engineers, Wilmington, North Carolina, is the contracting activity (W912PM-23-C-0015).  

Aptim Federal Services LLC, Baton Rouge, Louisiana, was awarded a $10,000,000 modification (P00006) to contract W912DY-22-F-0271 for minor and emergency repair. Work will be performed in Baton Rouge, Louisiana; Diego Garcia, United Kingdom; and multiple locations and military installations in Japan, with an estimated completion date of July 31, 2024. U.S. Army Corps of Engineers' Engineering and Support Center, Huntsville, Alabama, is the contracting activity.  

Pacific Shipyards International LLC, Honolulu, Hawaii, was awarded a $9,717,091 firm-fixed-price contract to overhaul a dredge vessel. Bids were solicited via the internet with two received. Work will be performed in Honolulu, Hawaii, with an estimated completion date of June 20, 2024. Fiscal 2023 civil operation and maintenance funds in the amount of $9,717,091 were obligated at the time of the award. U.S. Army Corps of Engineers, Portland, Oregon, is the contracting activity (W9127N-23-G-0002, W9127N-23-F-0074). 

CORRECTION: The $18,072,598 contract (W5168W-23-D-0011) announced on Aug. 31, 2023, for the Vocational Rehabilitation Division, Frankfort, Kentucky, to provide dining facility services was not awarded. 

DEFENSE LOGISTICS AGENCY

Usibelli Coal Mine Inc., Healy, Alaska, has been awarded a maximum $39,055,400 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for sub-bituminous coal supplies. This was a competitive acquisition with one response received. This is a one-year base contract with three one-year option periods. The performance completion date is Sept. 30, 2024. Using military services are Army and Air Force. Type of appropriation is fiscal 2023 through 2024 funds appropriated and obligated by using customers. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE604-23-D-0650).
