NAVY

Lockheed Martin Rotary and Missions Systems, Orlando, Florida, is awarded a $95,261,863 firm-fixed-price modification (P00030) to a previously awarded contract (N6833518C0681).  This modification provides for the production, delivery, and integration of 28 full rate production AN/USM-737 electronic Consolidated Automated Support Systems, as well as related equipment and data in support of various avionics and weapon systems across multiple CVN ships and fleet sites for the Navy and Foreign Military Sales (FMS) customers.  Work will be performed in Orlando, Florida, and is expected to be completed in December 2026. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $34,772,902; fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $39,494,915; fiscal 2022 aircraft procurement (Navy) funds in the amount of $13,219,857; and FMS funds in the amount of $7,774,189, will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Raytheon Missiles and Defense, Marlborough, Massachusetts, is awarded a $76,390,495 firm-fixed-price, cost-plus-fixed-fee, cost-no-fee modification to previously-awarded contract N00024-19-C-5112 for the production of the MK 99 Fire Control Systems (FCS), associated hardware, and engineering support. This procurement provides MK 99 FCS units in support of DDG-51 class ships and the Missile Defense Agency, as well as FCS hardware for the government of Australia under the Foreign Military Sales (FMS) program. Work will be performed in Andover, Massachusetts (84%); Marlborough, Massachusetts (10%); Chesapeake, Virginia (5%); and Burlington, Massachusetts (1%), and is expected to be completed by December 2025. Fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $44,602,762 (59%); fiscal 2022 defense-wide procurement funds in the amount of $28,146,836 (37%); and FMS (Australia) funds in the amount of $3,329,467 (4%), will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command Washington, D.C., is the contracting activity.

Boston University, Boston, Massachusetts, is awarded a $14,058,121 cost-only cooperative agreement (N66001-23-2-4042) to develop, im¬prove, and integrate molecular biomarker component technologies that support warfighter readiness.  Work will be performed in Boston, Massachusetts; Storrs, Connecticut; Niskayuna, New York; and Toronto, Ontario. Funds in the amount of $1,516,140 will be obligated at the time of award. Fiscal 2023 and 2024 funds will be obligated using research, development, and test and evaluation funding from the Defense Advanced Research Projects Agency (DARPA). This is a four-year agreement with no option periods. The period of performance is from Sept. 26, 2023, to Sept. 25, 2027. This agreement was competitively procured via a DARPA broad agency announcement solicitation (HR001122S0044) on the beta.sam.gov website. Naval Information Warfare Center Pacific, San Diego, California, is the contracting activity.

DEFENSE COUNTERINTELLIGENCE AND SECURITY AGENCY 

Agile Decision Sciences LLC, Huntsville, Alabama, a certified 8(a) program participant contractor, has been awarded a firm-fixed-price contract (HS0021-23-C-0012) for the Defense Counterintelligence and Security Agency (DCSA).  The total contract value at the time of award is $86,254,637.  This award is the result of a sole-source direct 8(a) acquisition in which one offer was received. The contract provides DCSA Program and Executive Office cybersecurity support services. Work will be performed in Quantico, Virginia, with an estimated completion of June 28, 2027 (with options). Fiscal 2023 DCSA defense wide working capital funds in the amount of $7,778,525 were obligated at the time of award. This is not a multiyear contract. DEFENSE LOGISTICS AGENCY

ZOLL Medical Corp., Chelmsford, Massachusetts, has been awarded a maximum $74,673,780 modification (P00002) exercising the first one-year option period of a one-year base contract (SPE2D1-22-D-0013) with four one-year option periods for dual-aeromedical certified ventilators and accessories. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is Sept. 27, 2024. AIR FORCE

Carahsoft Technology Corp., Reston, Virginia, was awarded a $29,026,419 firm-fixed-price delivery order contract for ServiceNow software licenses. This contract provides ServiceNow licenses that will enable the Air Force to fully implement information technology service management capabilities, such as inventory tracking, software licensing, and compliance management across the enterprise that integrate with existing Department of the Air Force solutions. Work will be performed at Scott Air Force Base, Illinois, and is expected to be completed by September 24, 2024. This contract was a sole-source acquisition. Fiscal 2023 operation and maintenance funds in the amount of $29,026,419 are being obligated at time of award. 771st Enterprise Sourcing Squadron, Maxwell AFB-Gunter Annex, Alabama, is the contracting activity (FA8003-23-F-0024). X-Bow Launch Systems Inc., Albuquerque, New Mexico, was awarded a $17,827,789 firm-fixed-price contract for designing, developing, and demonstrating propulsion technologies for advanced missiles and space launch vehicles. This contract will mature the Additive Manufacture Solid Propellant technology within Rapid Energetic and Advanced Rocket manufacturing (RE-ARM) objectives, producing the next version of the RE-ARM system. Work will be performed at Albuquerque, New Mexico, and is expected to be completed by Sept. 27, 2026.  This contract was a competitive acquisition and one offer was received. Fiscal 2023 research, development, test and evaluation funds in the amount of $1,550,860 are being obligated at time of award.  The Air Force Research Laboratory, Edwards Air Force Base, California, is the contracting activity (FA9300-23-C-6014). 
 
Edison Welding Institute, Columbus, Ohio, was awarded a $17,283,431 cost-plus-fixed-fee contract for convergent manufacturing platform for improved maintenance, repair, and overhaul (MRO) sustainment. This contract provides for robotic and automated workflows for convergent manufacturing MRO applications. Work will be performed at Columbus, Ohio, and is expected to be completed by Dec. 29, 2026.  This contract was a competitive acquisition and one offer was received.  Fiscal 2022 and 2023 research, development, test and evaluation funds in the amount of $17,283,431 are being obligated at time of award. Southwest Research Institute, San Antonio, Texas, was awarded a $16,988,866 cost-plus-fixed-fee contract for supply chain research. This contract provides for research and development meant to reduce design-build-test cycles while improving production speed and cost. Work will be performed at San Antonio, Texas, and is expected to be completed by Sept. 29, 2026.  This contract was a competitive acquisition and one offer was received.  Fiscal 2022 and 2023 research, development, test, and evaluation funds in the amount of $16,988,866 are being obligated at time of award. Partworks LLC, Atlanta, Georgia, has been awarded an $8,771,397 firm-fixed price contract modification to a previously awarded contract (FA8650-21-C-5230) for repair of corroded fastener holes in hybrid airframes. The modification brings the total cumulative face value of the contract to $17,746,306. Work will be performed at Atlanta, Georgia, and is expected to be completed by July 8, 2026. Fiscal 2022 and 2023 research, development, test and evaluation funds in the amount of $8,771,397 are being obligated at time of the award. CORRECTION: The Sept. 25 announcement of a contract to Qioptiqs Ltd., St. Asaph, United Kingdom (FA8212‐23‐D‐0004), for the F-16 Head Up Display combiner assembly, included the incorrect maximum value. The contract’s maximum value is actually $13,691,000.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

The University of Hawaii, Honolulu, Hawaii, has been awarded a $9,718,944 modification (P00005) to cost-plus-fixed-fee contract HR001122C0134 to exercise Phase 2, Option 1, Contract Line Item Number 0002 of the Reefense Program. The modification brings the total cumulative face value of the contract to $17,453,592 from $7,735,037. Work will be performed in Honolulu, Hawaii (51%); Waimanalo, Hawaii (33%); San Diego, California (13%); and Boca Raton, Florida (3%), with an estimated completion date of June 2025. Fiscal 2023 research and development funds in the amount of $1,549,720 are being obligated at the time of award.
