Contracts For Oct. 10, 2023

NAVY

Agbayani Construction Corp.,* Daly City, California (N40192-23-D-2801); AIC International Inc.,* Agat, Guam (N40192-23-D-2802); Chugach Consolidated Solutions LLC,* Anchorage, Alaska (N40192-23-D-2803); InfraTech International LLC,* Harmon, Guam (N40192-23-D-2805); Islands Mechanical Contractor Inc.,* Middleburg, Florida (N40192-23-D-2806); Pacific Federal Management Inc.,* Tamuning, Guam (N40192-23-D-2807); Reliable Builders Inc.,* Tamuning, Guam (N40192-23-D-2808); Sea Pac Engineering Inc.,* Los Angeles, California (N40192-23-D-2809); and Techni-Con Inc.,* Mangilao, Guam (N40192-23-D-2810), were awarded a combined $600,000,000 indefinite-delivery/indefinite-quantity, multiple award, design-build construction contract for the new construction, renovation and modernization, and routine repair and maintenance at various federal or military facilities in the Naval Facilities Engineering Systems Command (NAVFAC) Marianas area of operations. Techni-Con Inc.* was awarded $16,250,000 for the renovation of the Federal Emergency Management Agency (FEMA) warehouse, Barrigada, Guam, and, if all options are exercised, the total value will be $17,072,987. This project is expected to be completed by March 2026. Remaining awardees were awarded $25,000 each (minimum contract guarantee per awardee) at contract award. The maximum dollar value for all nine contracts combined is $600,000,000. Work will be performed in Guam and is expected to be completed by September 2028. If all options are exercised, work will continue until September 2031. Disaster Relief, FEMA, and Homeland Security funds in the amount of $16,250,000 were obligated on this award and did not expire at the end of fiscal 2023. Fiscal 2023 operation and maintenance (Navy) contract funds in the amount of $200,000 were obligated on this award and expire at the end of the fiscal year. All other funding will be made available at the task order level as contracting actions occur. These nine contractors may compete for task orders under the terms and conditions of the awarded contract. This contract was competitively procured via the System for Award Management Contract Opportunities website with 25 proposals received. NAVFAC Marianas, Marianas, Guam, is the contracting activity. ARMY

RENK America, Muskegon, Michigan, was awarded an $11,074,785 firm-fixed-price contract for piston assemblies. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 10, 2028. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-24-D-0003). 

Fidelity Technologies Corp.,* Reading, Pennsylvania, was awarded an $18,748,448 firm-fixed-price contract for the design and procurement of a UH-60M flight simulator. Bids were solicited via the internet with one received. Work will be performed in Slovakia, with an estimated completion date of Sept. 13, 2027. Fiscal 2024 Foreign Military Sales (Slovakia) in the amount of $18,748,448 were obligated at the time of the award. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-24-C-0005). 

DEFENSE LOGISTICS AGENCY

Bimbo Bakeries USA, Horsham, Pennsylvania, has been awarded a maximum $9,900,000 fixed-price, indefinite-delivery/indefinite-quantity contract for fresh bread and bakery items. This was a competitive acquisition with one response received. This is a three-year contract with no option periods. Locations of performance are South Carolina, Georgia, Mississippi, Maryland, Florida, Texas, Oklahoma, Colorado, and Indiana, with an Oct. 10, 2026, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, and Coast Guard. Type of appropriation is fiscal 2024 through 2027 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-24-D-W001).

AIR FORCE

FlightSafety International Defense Corp., doing business as FSI Defense, Fort Worth, Texas, has been awarded a $9,849,736 not-to-exceed modification (P00086) to previously awarded contract FA8621-13-C-6247 for the exercise of the KC-46 Aircrew Training System Production Year 9 Options. The modification brings the total cumulative face value of the contract to $435,545,433. Work will be performed at Broken Arrow, Oklahoma, and is expected to be completed by Sept. 15, 2025. Fiscal 2023 aircraft procurement funds in the amount of $ 2,174,929 are being obligated at time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
