Contracts For Nov. 22, 2023

DEFENSE HEALTH AGENCY

Express Scripts Inc., St. Louis, Missouri, was awarded a $634,302,804 contract modification (P00019) to previously awarded contract HT940221C0007 for the Department of Defense TRICARE Pharmacy Benefit Program, which increased values of unexercised Option Periods 2-7. Pharmacy benefit services are available in all 50 states; Washington, D.C.; Guam; Puerto Rico; and the Virgin Islands. The program offers services at retail network pharmacies, authorized non-network retail pharmacies or delivery through the TRICARE Mail Order Pharmacy.  The period of performance for this option is Jan. 1, 2024, to Dec. 31, 2024.  Incremental funding will be applied using operations and maintenance funds. The Defense Health Agency Managed Care Contracting Division, Aurora, Colorado, is the contracting activity.

ARMY

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $341,201,903 fixed-price with economic-price-adjustment contract for medium equipment trailers. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 30, 2030. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-24-D-0001).  

BAE Systems Land & Armaments L.P., York, Pennsylvania, was awarded a $36,390,000 modification (P00001) to contract W56HZV-23-C-0078 for M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System vehicles. Work will be performed in York, Pennsylvania, with an estimated completion date of Aug. 31, 2025. Fiscal 2023 weapons and tracked combat vehicle procurement, Army funds in the amount of $36,390,000 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.  

NAVY

Systems Application & Technologies Inc., Largo, Maryland, is awarded a $35,752,292 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for waterfront operations support at Building V-47 at Naval Station Norfolk. The services under this contract includes the operation, maintenance, repair, testing, and evaluation of small watercraft assigned to the Naval Surface Warfare Center, Carderock Division (NSWCCD). This is a follow-on requirement which includes work that falls into two broad categories: general program requirements and waterfront operations. General program requirements includes transition, program management, operations management of Building V-47, reporting, and safety compliance oversight. Waterfront operations includes the operation of small watercraft, industrial maintenance and repair, and research and development, test and evaluation project support. This contract includes a five-year ordering period. Work will be performed in Norfolk, Virginia, and is expected to be completed by December 2028. Fiscal 2024 Navy working capital funds in the amount of $500 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website (SAM.gov), with three offers received. NSWCCD, Bethesda, Maryland, is the contracting activity (N0016724D0018).

Huntington Ingalls Industries Unmanned Systems, Pocasset, Massachusetts, is awarded a $23,004,606 firm-fixed-price modification to previously awarded contract N00024-23-C-6308 to exercise options for Lionfish Small Unmanned Undersea Vehicle production, support equipment, and ancillary equipment. Work will be performed in Pocasset, Massachusetts (99%); and Hampton, Virginia (1%), and is expected to be completed by September 2025. Fiscal 2022 procurement (Marine Corps) funds in the amount of $2,783,529 (12%); fiscal 2023 procurement (Marine Corps) funds in the amount of $11,835,905 (52%); fiscal 2024 other procurement (Navy) funds in the amount of $4,673,082 (20%); and fiscal 2024 procurement (Marine Corps) funds in the amount of $3,712,090 (16%), will be obligated at time of award. Funds in the amount of $2,783,529 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

DEFENSE LOGISTICS AGENCY

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $13,100,000 firm-fixed-price subsumable contract (SPE4AX-24-D-9404) against a 15-year umbrella contract (SPRPA1-12-D-0001U) with no option periods for engineering and supply chain analysis sustainment support. This was a sole-source acquisition under 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year base contract with four one-year option periods. The performance completion date is Nov. 21, 2024. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2024 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia.
