Contracts For May 28, 2024

ARMY

Chenega Base and Logistics Services LLC, San Antonio, Texas, was awarded a $110,048,629 hybrid (firm-fixed-price and time-and-materials) contract for base operations support services. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of July 15, 2029. 413th Contracting Support Brigade, Fort Shafter, Hawaii, is the contracting activity (W912CN-24-D-0009).

PWS Inc.,* Brooklyn Park, Minnesota, was awarded a $23,893,747 firm-fixed-price contract for the Fargo Moorhead Metropolitan Area Flood Risk Management Project. Bids were solicited via the internet with six received. Work will be performed in Fargo, North Dakota, with an estimated completion date of Sept. 30, 2027. Fiscal 2024 civil construction funds in the amount of $23,893,747 were obligated at the time of the award. U.S. Army Corps of Engineers, St. Paul, Minnesota, is the contracting activity (W912ES-24-C-0011). 

Morrish-Wallace Construction Inc.,* Cheboygan, Michigan, was awarded a $16,000,000 firm-fixed-price contract for maintenance dredging. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 30, 2025. U.S. Army Corps of Engineers, Buffalo, New York, is the contracting activity (W912P4-24-D-0001). 

Tennessee Apparel Corp., Tullahoma, Tennessee, was awarded a $9,389,900 modification (P00018) to contract W911QY-22-F-0025 for personal protective equipment garments. Work will be performed in Tullahoma, Tennessee, with an estimated completion date of March 9, 2029. Fiscal 2024 procurement, defense-wide funds in the amount of $9,389,900 were obligated at the time of the award. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity. 

Quality Enterprises USA Inc., Naples, Florida, was awarded an $8,119,666 modification (P00007) to contract W912EP-20-C-0016 for Everglades restoration. Work will be performed in Naples, Florida, with an estimated completion date of Aug. 14, 2024. Fiscal 2024 operation and maintenance, Army funds in the amount of $8,119,666 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity. 

AIR FORCE

The Boeing Co., Layton, Utah, has been awarded a $38,156,711 modification (P00001) to previously awarded contract FA8214-24-F-0001 for the definitization of the flight test telemetry termination production requirements contract, fiscal 2024 delivery order issued under FA8214-22-D-0001. Work will be performed at Layton, Utah, and is expected to be completed by Dec. 31, 2025. Fiscal 2024 missile procurement funds in the amount of $8,975,962 are being obligated at time award. The Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting agency.

NAVY

Leidos Inc., Reston, Virginia, is awarded a $31,586,005 cost-plus fixed-fee, firm-fixed-price, and cost only modification to a previously awarded contract (N00024-22-C-5231) to exercise the option for integrated logistic support, fleet maintenance support, and lifecycle sustainment of the Navy's AN/SQQ-89 surface ship Undersea Warfare combat systems. Work will be performed in Chesapeake, Virginia (42%); San Diego, California (31%); Seattle, Washington (8%); Mayport, Florida (7%); Yokosuka, Japan (6%); Bath, Maine (3%); and Pascagoula, Mississippi (3%), and is expected to be completed by May 2025. Fiscal 2023 shipbuilding and conversion, Navy funding in the amount of $4,373,718 (31%); fiscal 2022 shipbuilding and conversion, Navy funding in the amount of $4,258,317 (30%); fiscal 2024 operations and maintenance, Navy funding in the amount of $1,157,750 (8%); fiscal 2024 shipbuilding and conversion, Navy funding in the amount of $1,116,196 (8%); fiscal 2023 other procurement, Navy funding in the amount of $1,018,917 (7%); Foreign Military Sales, Japan Case funding in the amount of $655,000 (5%); fiscal 2022 other procurement, Navy funding in the amount of $650,864 (5%); fiscal 2024 other procurement, Navy funding in the amount of $649,908 (4%); Foreign Military Sales, Australia Case funding in the amount of $120,000 (1%); and fiscal 2020 shipbuilding and conversion, Navy funding in the amount of $77,000 (1%), will be obligated at time of award and $1,808,614 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

Aviation Systems Engineering Co. Inc., Lexington Park, Maryland, is awarded a $12,258,815 cost-plus-fixed-fee, firm-fixed-price, cost reimbursable modification (P00009) to a previously awarded contract (N6833522C0256). This modification exercises an option to procure engineering, technical, and logistics assistance to safely operate and maintain the P-8A weapons systems in the U.S. and the Republic of Korea. These services include training to incorporate the mission systems desktop trainer and flight management systems trainer training devices.  The curriculum is based upon existing Navy classroom and flight training syllabi and utilizes the Mission Systems Desktop Trainer and Flight Management Systems Trainer training devices and commercial operational flight trainer, aircraft on ground events, and flight training evolutions in the actual aircraft. Work will be performed in Jacksonville, Florida, and is expected to be completed in May 2025. Foreign Military Sales customer funds in the amount of $12,258,815 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Brice Solutions LLC,* Anchorage, Alaska, was awarded $7,600,143 for modification P00006 under a previously awarded fixed-price contract (N00604-22-C-0005) to exercise the second option for advisory and assistance services to support and improve the operation at Naval Supply Systems Command Fleet Logistics Center Pearl Harbor, Joint Base Pearl Harbor-Hickam Defense Fuel Supply Point. The original contract included a 12-month base period, two 12-month options and one six-month extension in accordance with Federal Acquisition Regulation 52.217-8, option to extend services. Work will be performed on the island of Oahu, Hawaii, and work is expected to be completed May 2025. The exercise of this option will bring the contract amount to $22,237,265. If all options on the contract are exercised, work will be completed by November 2025, bringing the contract estimate to $26,037,336. Fiscal 2024 working capital Military Reserve Exchange Program (minor repairs/other) funds in the full amount of $7,600,143 will be obligated at the time of award.  Funds will expire at the end of the current fiscal year. Due to the urgency of the requirement, an offer letter to the Small Business Administration for direct award to an 8(a) Native Hawaiian Organization or Alaska Native Corp. firm was issued. Naval Supply Systems Command Fleet Logistics Center Pearl Harbor, Hawaii, is the contracting activity. (Awarded May 24, 2024)

DEFENSE LOGISTICS AGENCY

M M Manufacturing LLC,** Lajas, Puerto Rico, has been awarded a maximum $25,778,400 modification (P00008) exercising the first one-year option period of a one-year base contract (SPE1C1-23-D-0048) with four one-year option periods for various types of coats and trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is May 30, 2025. Using military service is Navy. Type of appropriation is fiscal 2024 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
