AIR FORCE

Northrop Grumman Corp., Technical Services Div., Warner Robins, Georgia, has been awarded a $401,000,000 indefinite-delivery requirements contract. The contract is a follow-on consolidated effort that will continue support previously provided on separate contracts for spares, repairs and engineering services. Work will be performed at Warner Robins, Georgia; Linthicum Heights, Maryland; Baltimore, Maryland; and Rolling Meadows, Illinois, and is expected to be complete by May 30, 2020 . This contract does not currently involve foreign military sales, but it may in the future. This award is the result of sole-source acquisition. Funds will be obligated on individual delivery orders. The Air Force Sustainment Center, Robins Air Force Base, Georgia, is the contracting activity (FA8522-15-D-0011).

Odyssey Systems Consulting Group LTD, Wakefield, Massachusetts, has been awarded a $212,402,709 cost reimbursable contract for advisory and assistance services (A&AS). Contractor will provide A&AS for the Armament Munitions Directorate in support of the Air Force Life Cycle Management Center. Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by May 31, 2020. This contract involves foreign military sales. This award is the result of a competitive small business set-aside acquisition with six offers received. The contract was competed within Pool 5B of the General Services Administration One Acquisition Solution for Integrated Services small business contract. Fiscal 2015 missile procurement, other procurement, operations and maintenance and Foreign Military Sales funds in the amount of $7,239,242 are being obligated at the time of award. DEFENSE LOGISTICS AGENCY

WC&R Interests, doing business as Diamond Brand Canvas Products,* Fletcher, North Carolina, has been awarded a maximum $200,000,000 firm-fixed-price, indefinite-delivery contract for commercial shelters. This was a competitive acquisition with 20 responses received. This is a one-year base contract with three option years. Location of performance is North Carolina with a May 31, 2016, performance completion date. Using services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2015 through fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-15-D-1058).

Buffalo Supply Inc.,* Lafayette, Colorado, has been awarded a maximum $24,496,145 fixed-price-with-economic-adjustment, indefinite-delivery/indefinite-quantity contract for medical supplies. This was a competitive acquisition with 35 responses received. This is a five-year base contract without option years. Locations of performance are Colorado, Alabama, and New Jersey, with a May 28, 2020, completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-15-D-0007).

Leading Technology Composites,* Wichita, Kansas, has been awarded a maximum $14,240,000 modification (P00105) exercising the second one-year option period of a one-year base contract (SPM1C1-13-D-1055) with two one-year option periods for enhanced side ballistic inserts. This is a firm-fixed-price contract. Location of performance is Kansas with a May 30, 2016, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2015 through fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Sysco Spokane, Post Falls, Idaho, has been awarded a maximum $10,457,522 fixed-price with economic-price-adjustment contract for subsistence prime vendor support for various customers in eastern Washington area Zone 3. This was a competitive acquisition with two responses received. This is a two-year base contract with one two-year option. The maximum amount represents 150 percent of the entire contract award including the option years. Location of performance is Idaho with a July 8, 2019, completion date. Using services are Air Force, Department of Agriculture Forest Service, and A Btry 5th Battalion 14th Marines. Type of appropriation is fiscal 2015 through fiscal 2019 defense working capital funds. NAVY

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $149,495,209 modification to previously awarded contract (N00024 15 C-5408) for Standard Missile-2 (SM-2) and Standard Missile-6 (SM-6) fiscal 2015-2016 full rate production. This contract modification will incorporate requirements for one base production year (fiscal 2015) and one option year (fiscal 2016). Both years include SM-6 Block I and Block IA all up rounds, instrumentation kits, SM-2 and SM-6 section level and component spares, containers, and design agent engineering services. This contract modification includes options which, if exercised, would bring the cumulative value of this contract to $562,427,449. Work will be performed in Camden, Arkansas (30.8 percent); Tucson, Arizona (16.8 percent); Wolverhampton, England (15.1 percent); Andover, Massachusetts (7.8 percent); Middletown, Ohio (4.1 percent); San Jose, California (3 percent); Dallas, Texas (2.4 percent); Huntsville, Alabama (2.1 percent); Anniston, Alabama (1.8 percent); Middletown, Connecticut (1.4 percent); Clarkston, Georgia (1.3 percent); San Diego, California (1 percent); Thousand Oaks, California (1 percent); Warrington, Pennsylvania (1 percent); and other locations (10.4 percent), and is expected to be completed by March 2018. Fiscal 2015 weapons procurement (Navy); fiscal 2015 Missile Defense Agency; and fiscal 2015 operations and maintenance (Navy) funding in the amount of $233,304,187 will be obligated at time of award. Contract funds in the amount of $2,826,619 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity.

Insight Public Sector Inc., Tempe, Arizona, is being awarded $30,934,596 for call MU01 against a previously awarded blanket purchase agreement (N66001-15-A-0001) to procure Microsoft brand name enterprise licenses and support, known as software assurance. Work will be performed in Tempe, Arizona, and is expected to be completed by May 2016. Fiscal 2015 operation and maintenance (Marine Corps) funds in the amount $30,934,596 will be obligated at the time of award and will expire at the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.

BAE Systems, Information and Electronic Systems Integration Inc., Nashua, New Hampshire, is being awarded a $29,967,408 firm-fixed-price, cost-plus-incentive fee contract for the procurement of six OE-120(A)/UPX antenna groups for the Navy. The OE-120(A)/UPX antenna group is a component of the AN/UPX-29(V) interrogator system and is procured for use on DDG 119 through DDG 122, and LHA 8 class ships, and for the Missile Defense Agency. In addition, this contract provides for an engineering change proposal for system obsolescence upgrades. Work will be performed in Nashua, New Hampshire, and is expected to be completed in May 2018. Fiscal 2013, 2014, and 2015 shipbuilding conversion (Navy); fiscal 2014 and 2015 research, development, test and evaluation (Navy); and fiscal 2015 procurement (Defense agency) funding in the amount of $15,721,018 are being obligated at time of award, $686,750 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0038).

L-3 Communications Corp., Northampton, Massachusetts, is being awarded a $14,032,315 modification to previously awarded contract (N00024-11-C-5447) to exercise options for the production of MK 20 electro-optical sensor systems (EOSS), radar cross sections kits, support and engineering services. The MK 20 EOSS is employed as a check sight and targeting sensor for anti-surface and anti-air warfare and naval gun fire support missions. Work will be performed in Northampton, Massachusetts, and is expected to be completed by December 2017. Fiscal 2015 other procurement (Navy) funding in the amount of $14,032,315 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

CDM-FILANC JV, Carlsbad, California, is being awarded an $8,428,997 firm-fixed-price modification to previously awarded contract (N62473-10-C-5011) to increase the maximum dollar value of the contract to compensate the contractor for all delays associated with the North Regional Tertiary Treatment Plant’s suspension of work, as well as other government-related delay under the contract with associated operation and maintenance for wastewater systems at Marine Corps Base, Camp Pendleton, California. After award of this modification, the total cumulative contract value will be $170,917,374. Work is being performed in Oceanside, California. No new work is associated with this contract modification action therefore there is no completion date. Fiscal 2011 military construction, (Navy) contract funds in the amount of $8,428,997 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Exelis EDO Communications & Countermeasures Systems, Van Nuys, California, is being awarded a $7,148,864 cost-plus-fixed-fee job order under previously awarded basic ordering agreement (N00164-11-G-WS44) to procure test program sets for the CN-1717/A interference cancellation system (INCANS), weapon replaceable assembly, shop replaceable assemblies, circuit card assemblies including applicable data deliverables and training for ongoing support in establishing the repair depot at Naval Surface Warfare Center (NSWC) Crane. The CN-1717/A INCANS is designated a core system in accordance with 10 U.S.C. § 2464, with organic repair capability to be maintained at NSWC Crane Division. The subject supplies are required to support NSWC Crane in its role as the repair depot activity, logistics management information team, and the fleet support tTeam for the CN-1717/A. Work will be performed in Van Nuys, California, and will be completed by June 2018. Fiscal 2015 aircraft procurement (Navy) funding in the amount of $7,148,864 will be obligated at time of award and will not expire at the end of the current fiscal year. ARMY

General Dynamics – OTS Inc., was awarded a $69,762,481 modification (P00005) to foreign military sales contract W31P4Q-14-C-0154 (Saudi Arabia, Pakistan, Iraq) for the Hydra-70 rocket system. Work will be performed in Williston, Vermont, with an estimated completion date of Sept. 20, 2020. Fiscal 2014 and 2015 other procurement funds in the amount of $69,762,481 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Nanotherapeutics Inc.,* Alachua, Florida, was awarded a $43,249,906 modification (P00020) to contract W911QY-13-C-0010 for research and development of medical countermeasures and their manufacture to counter a chemical, biological, radiological, nuclear and explosives attack against military and civilian targets. Work will be performed in Alachua, Florida, with an estimated completion date of Aug. 15, 2016. Fiscal 2014 research, development, testing, and evaluation funds in the amount of $4,324,906 were obligated at the time of the award. L-3 Combat Propulsion System, Muskegon, Michigan, was awarded a $9,411,402 modification (P00001) to contract W56HZV-15-C-0119 for 68,750 system technical support (STS) hours in support of the Transmission [Hydro-mechanically Propelled Transmission (HMPT)] Operational Reliability program for calendar year 2015-2016. 38,720 STS hours of the total 68,750 will be exercised on May 29, 2016. Work will be performed in Muskegon, Michigan, with an estimated completion date of Nov. 30, 2016. American Ordnance LLC, Milan, Tennessee, was awarded a $6,984,024 modification (0301) to contract W52P1J-09-G-0001 for material management, Milan Army Ammunition Plant, Milan, Tennessee, with an estimated completion date of Dec. 31, 2015. WASHINGTON HEADQUARTERS SERVICES

NetCentrics Corp., Herndon, Virginia, is being awarded a $25,392,979 task order to firm-fixed-price contract (HQ0034-11-D-0002-0008) to obtain information technology operations services for the Office of the Secretary of Defense, Washington Headquarters Services (WHS), WHS-supported organizations, and the Pentagon Force Protection Agency. Additionally, similar support for the Office of General Counsel, the Defense Legal Services Agency, the Central Adjudication Facility, and the Office of Military Commissions may be obtained under this contract. DEFENSE INFORMATION SYSTEMS AGENCY

Boeing Service Co., Richardson, Texas, was awarded a $15,008,500 sole-source, firm-fixed-price contract to provide airborne broadband satellite communications enterprise service for U.S. senior leaders conducting official travel on Air Mobility Command and Air Combat Command aircraft fleets. Work will be performed primarily at Boeing and their subcontractor's facilities worldwide with an estimated completion date of Sept. 30, 2015, with six one-year option periods. Fiscal 2015 operations and maintenance funding is being obligated at award. The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1013-15-C-0006).

U.S. TRANSPORTATION COMMAND

AAR Airlift Group Inc., Palm Bay, Florida, has been awarded a $13,311,544 modification (P00022) to previously awarded HTC711-10-D-R016 for fixed-wing aircraft, personnel, equipment, tools, material, maintenance and supervision necessary to perform passenger and cargo air transportation service. The modification brings the total face value of the contract to $363,434,569 from $350,123,025. Work will be performed in Afghanistan with an expected completion date of Nov. 30, 2015. Fiscal 2015 operations and maintenance funds in the amount of $13,311,544 are being obligated at time of award.
