ARMY

 

Harris Corp., Rochester, New York, was awarded a $405,500,000 firm-fixed-price, foreign military sales (Morocco), indefinite-delivery/indefinite-quantity contract for the Single Channel Ground and Airborne Radio Systems (SINGARS) including ancillary items, spare parts, installation kits, training and fielding support services. One bid was solicited with one received, with an estimated completion date of April 21, 2021.  Funding and work location will be determined with each order. Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-D-5004).

 

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $329,051,633 modification (P00003) to contract  W56HZV-16-C-0038 for production, logistics product development, and test support for the Stryker Infantry Carrier Vehicle (ICV) 30mm lethality upgrade.  Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Jan. 15, 2021.  Fiscal 2016 other procurement (Army); and research, development, testing, and evaluation funds in the amount of $105,124,373 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Applied Research Associates Inc., Albuquerque, New Mexico (W911QX-16-D-0015); Booz Allen Hamilton Inc., McLean, Virginia (W911QX-16-D-0016);  EOIR Technologies Inc., Aberdeen Proving Ground, Maryland (W911QX-16-D-0017); and Leidos Inc., Reston, Virginia (W911QX-16-D-0018); were awarded a $249,781,641 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity multiple award task order contract for persistent surveillance - intelligence, surveillance, and reconnaissance (PS-ISR) analytic software research and development.  Bids were solicited via the Internet with four received, with an estimated completion date of May 5, 2021. Funding and work location will be determined with each order. Army Contracting Command, Adelphi, Maryland, is the contracting activity.

 

Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $22,339,851 modification (PZ0038) to contract W31P4Q-15-C-0082 to continue industrial engineering services.  Work will be performed in Grand Prairie, Texas; White Sands Missile Range, New Mexico; Redstone Arsenal, Alabama; Camden, Arkansas; and Lufkin, Texas, with an estimated completion date of May 31, 2015.  Fiscal 2013, 2014, and 2015 research, development, testing, and evaluation; operations and maintenance (Army); and other procurement funds in the amount of $22,339,851 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Datron World Communications Inc.,* Vista, California, was awarded a $13,430,907 firm-fixed-price, foreign military sales contract (Afghanistan) for radios and spare parts.  One bid was solicited with one received.  Work will be performed in Vista, California, with an estimated completion date of May 5, 2017.  Fiscal 2017 other procurement funds in the amount of $13,430,907 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-C-5018).

 

BAE Systems Land & Armaments LP, York, Pennsylvania, was awarded a $10,477,146 modification (P00019) to contract W56HZV-14-C-0002 for Authorized Stockage List and Special Tools and Test Equipment material to support M109A7/M992A3 vehicle platforms.  Work will be performed in Warren, Michigan, with an estimated completion date of July 31, 2017.  Fiscal 2015 other procurement funds in the amount of $10,477,146 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Southern Federal LLC,* Columbus, Georgia, was awarded a $7,618,845 firm-fixed-price contract for municipal services for 63d Army Regional Support Command Region 3 (Texas).  Bids were solicited via the Internet with three received. Funding and work location will be determined with each order, with an estimated completion date of May 5, 2019.  Army Corps of Engineers, Little Rock, Arkansas, is the contracting activity (W9127S-16-D-0013).

 

NAVY

 

Kent Optronics Inc.,* Hopewell Junction, New York, is being awarded a $47,600,000 Small Business Innovation Research Phase III, firm-fixed-price, basic ordering agreement for wide field-of-view night vision systems, retrofits, and data.  The wide field-of-view night vision system uses optical foveal design that features an 80 degree field-of-view without compromising optical resolution or size, weight, and power consumption.  The night vision systems will be used by Navy Expeditionary Combat Command, U.S. Special Operations Command, Coast Guard, Air Force and Navy users.  Work will be performed in Hopewell Junction, New York, and is expected to be completed by May 2021.  No funds will be obligated at time of award.  This contract was not competitively procured in accordance with statutory authority 10 U.S. Code 2304(c)(5) authorized or required by statue (15 U.S.C. 638(r)).  The Naval Surface Warfare Center, Crane, Indiana, is the contracting activity (N00164-16-G-JQ15). 

 

The Boeing Co., St. Louis, Missouri, is being awarded $15,040,000 for undefinitized contract action delivery order 7071 under previously awarded basic ordering agreement N00383-11-G-001H for the repair of 26 inboard leading edge flaps and 21 outbound leading edge flaps in support of the F-18 aircraft.  Work will be performed in Cecil Field, Florida, and is expected to be completed by April 2018.  Fiscal 2016 working capital funds (Navy) in the amount of $11,280,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Navy Electronic Commerce On-line and the Federal Business Opportunities websites, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

Electric Boat Corp., Groton, Connecticut, was awarded a $9,984,609 cost-plus-fixed-fee modification to a previously awarded contract (N00024-13-C-2128) for the continued procurement of erection services at Electric Boat’s Automated Frame and Cylinder Facility in support of the Ohio Replacement Program.   The contractor will be procuring fixture erection services and on-site technical assistance for the D, E, F, and R first article quad pack fixtures.  Work will be performed in Groton, Connecticut, and is scheduled to be completed by May 2018.  Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $6,600,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Supervisor of Shipbuilding Conversion and Repair, Groton, Connecticut, is the contracting activity.  (Awarded May 5, 2016)

 

The Boeing Co., St. Louis, Missouri, is being awarded $9,600,000 for undefinitized contract action delivery order 7072 under previously awarded basic ordering agreement N00383-11-G-001H for the repair of 64 horizontal stabilizers in support of the F-18 aircraft.  Work will be performed in Cecil Field, Florida, and is expected to be completed by April 2018.  Fiscal 2016 working capital funds (Navy) in the amount of $4,704,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Navy Electronic Commerce On-line and the Federal Business Opportunities websites, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

BAE Systems Information and Electronic Systems Integration Inc., Wayne, New Jersey, is being awarded a $9,464,114 indefinite-delivery/indefinite-quantity contract for services and supplies required to support the existing Software Compliant Architecture (SCA) Common Data Link (CDL) family of products.  It will include repair, rework, maintenance, and assessment of units and components to determine if failures require repair, rework, or replacement components for maintenance; spares and replenishment of previously developed items; and research and development efforts to upgrade the existing SCA/CDL family of products.  Work will be performed in Wayne, New Jersey, and is expected to be completed in April 2021.  Fiscal 2016 procurement (Defense agencies) funding in the amount of $5,000 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance to Federal Acquisition Regulation 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Virginia, is the contracting activity (N00178-16-D-0002).

 

DEFENSE LOGISTICS AGENCY

 

Masimo Corp., Irvine, California, has been awarded a maximum $35,591,024 fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract for pulse oximeters. This was a competitive acquisition with 85 responses received. This is a five-year base contract with no option periods. Location of performance is California, with a May 5, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-16-D-0009).

 

Weinbrenner Shoe Co.,* Merrill, Wisconsin, has been awarded a maximum $14,464,069 modification (P00106) exercising the fourth one-year option period of a one-year base contract (SPM1C1-12-D-1040), with four one-year option periods for hot weather boots. This is a firm-fixed-price contract. Location of performance is Wisconsin, with a May 6, 2017, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

Howell Laboratories Inc.,* Bridgton, Maine, has been awarded a maximum $10,000,000 firm-fixed-price contract for membrane element assemblies. This was a sole-source acquisition using justification U.S. Code 2304 (c)(1). This is a two-year base contract with three one-year option periods. Maximum dollar amount is for the life of the contract. Location of performance is Maine, with a May 6, 2021, performance completion date. Using service is Navy. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8EB-16-D-0003).

 

AIR FORCE

 

Raytheon Co. - Integrated Defense System, Tewksbury, Massachusetts, has been awarded a not-to-exceed $28,656,989 modification (P00005) to previously awarded contract FA8730-15-C-0002 for the Qatar Air and Missile Defense Operations Center. Work will be performed at Tewksbury, Massachusetts, and is expected to be complete by May 4, 2017. This contract is 100 percent foreign military sales to Qatar. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.
