The Department of Defense and the Office of Military Commissions will allocate seats for news media to view United States v. Ibrahim Ahmed Mahmoud al Qosi proceedings at Fort Belvoir, Va., scheduled for July 12.
The hearing will be conducted pursuant to
United States v. DuBay, 17 U.S.C.M.A. 147, 37 C.M.R. 411 (1967), to make findings of fact and conclusions of law regarding whether (a) al Qosi is currently an unprivileged enemy belligerent, and (b) under present circumstances whether al Qosi can be made to respond to any judgment that the Court may render in response to his appeal.
Currently the hearing is scheduled for one day, but in the event that it cannot be completed in one day, scheduling will be determined by the military judge on the record.

All requests must be received no later than 12 p.m. EST, Tuesday, July 11. Due to a limited number of seats available in the gallery,
selection is not guaranteed, but multiple names from the same organization may be listed.

NOTE 1: The primary purpose is courtroom reporting, but recorded
standups outside of the court building may be allowed on a pre-authorized basis as long as the requested
timeslot is non-overlapping with courtroom sessions.
NOTE 2: All media must ensure their passports and/or other identification is up-to-date.
