On August 31, 2020, the Department of Defense (DOD), in coordination with the Department of Health and Human Services (HHS), awarded an undefinitized contract action with a not-to-exceed value of $10,000,000 to Copan Industries Inc, to expand U.S. based industrial production capacity of flocked swabs.
This industrial base expansion effort will allow Copan Industries Inc. to establish production capacity of flock tip swabs in Puerto Rico, ultimately increasing their production capacity to 14.4 million swabs per month by February 2021 in support of domestic COVID-19 testing.
This effort has been led by the DOD’s Joint Acquisition Task Force (JATF), in coordination with the Department of the Air Force’s Acquisition COVID-19 Task Force (DAF ACT). The contract is awarded using HHS’ Health Care Enhancement Act (HCEA) funds to enable and support domestic industrial base expansion for critical medical resources.
