Statement by Chief Pentagon Spokesperson and Senior Advisor, Sean Parnell, on Permanent Change of Station Targeted Reductions Review and Personnel Policy Changes

The Department recently directed the Military Departments to consider ways to reduce the frequency of permanent change of station (PCS) moves while continuing to accomplish the mission.

Though PCS moves play an important role in developing military personnel and meeting mission requirements, they cost the Department $5 billion annually and have numerous impacts on military families. The Military Departments have 120 days to develop proposals to gradually reduce discretionary move budgets and reduce overall PCS frequency for military and civilian personnel.  They will also reexamine their career development models for commissioned and noncommissioned officers to promote geographic stability.

Through this careful examination, the Department will identify ways to balance mission with efficiency and military family needs. This initiative focuses on reducing the costs of PCS and is distinct from the Secretary's direction to establish the PCS Task Force, which is focused on the timely and efficient execution of PCS moves.
