Effective immediately, Air Force Guidance Memorandum (AFGM) to AFI 36-2504, Officer Promotion, Continuation and Selective Early Removal in the Reserve of the Air Force dated Nov. 10, 2015 incorporates changes to the Voluntary Delay of Promotion for Colonel Selects.
Voluntary Delay of Promotions for Colonel Selects no longer requires AFRC/CV approval. That role has been delegated to the member’s senior rater. Officers apply by submitting AF Form 3988, Application for Voluntary Delay, Acceptance, or Declination of Promotion.
For USAFR unit assigned officers, the member will forward AF IMT 3988 to their unit commander for recommendation and to the senior rater (approval authority) for final approval or disapproval. The senior rater will return the endorsed AF IMT 3988 to the member who will then submit to HQ ARPC/PB for processing via vPC. The MPS will maintain a copy of the AF 3988.
For USAFR IMAs and participating IRR, the member will forward the AF IMT 3988 to their Detachment Commander. The Detachment Commander will coordinate the voluntary delay with the member’s senior rater (approval authority) for final approval or disapproval. The senior rater will return the AF IMT 3988 to the member who will submit it to HQ ARPC/PB for processing via vPC. The MPS will maintain a copy of the AF IMT 3988.
All requests must be received 30 days prior to Promotion Effective Date. An officer may request a voluntary delay in one year increments, for up to three years.
