John G. McGinn has been appointed to the Senior Executive Service and is assigned as the principal deputy director, manufacturing and industrial base policy, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. McGinn previously served as a specialist leader with Deloitte Consulting LLC, Arlington, Virginia.
John J. Garstka has been appointed to the Senior Executive Service and is assigned as the deputy director, cyber, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Garstka previously served as an operations research analyst, Office of the Under Secretary of Defense (Acquisition, Technology, and Logistics), Washington, District of Columbia.
Richard W. Linderman has been appointed to the Senior Executive Service and is assigned as the deputy director, information systems and cyber security, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Linderman previously served as chief scientist, information, Department of the Air Force, Rome, New York.
Melissa L. Flagg has been appointed to the Senior Executive Service and is assigned as the deputy assistant secretary of defense for research, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Flagg previously served as a senior program officer, John D. and Catherine T. MacArthur Foundation, Chicago, Illinois.
Jagadeesh Pamulapati has been appointed to the Senior Executive Service and is assigned as the deputy director, Defense Laboratory Programs, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Pamulapati previously served as an electrical engineer, Office of the Secretary of the Army, Arlington, Virginia.
Jane O. Rathbun has been appointed to the Senior Executive Service and is assigned as the deputy director, defense business systems, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Ronald E. John C. McNellis has been appointed to the Senior Executive Service and is assigned as the deputy assistant secretary of defense, space, strategic and intelligence systems, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. McNellis previously served as the corporate senior vice president; and president with the L-3 Communications Aerospace Systems Group, Rockwall, Texas.
Mark R. Jacobson has been appointed as senior advisor to the Chiefs of Staff, Immediate Office, Washington, District of Columbia. Jacobson previously served as special assistant to the Secretary of the Navy, Department of the Navy, Washington, District of Columbia.
Elizabeth L. George has been appointed to the Senior Executive Service and is assigned as deputy general counsel, legislation, Defense Legal Services Agency, Washington, District of Columbia. George previously served as an associate counsel in the White House Counsel's Office, while on detail from the National Security Division of the U.S. Department of Justice. George joined the Department of Justice as an honors attorney in the National Security Division, where she held a number of legal and policy positions, including as a counsel to the assistant attorney general for National Security. She also served as Department of Justice first detailee to the Senate Select Committee on Intelligence as a legal counsel.
