CONTRACTS


MISSILE DEFENSE AGENCY

Raytheon Co., Tucson, Arizona, was awarded a competitive cost-plus-fixed-fee contract up to $59,608,722 with an estimated completion date of April 2, 2020, for the Multi-Object Kill Vehicle (KV) technology risk reduction (TRR) effort. No options are contemplated.  This contract represents part of the Missile Defense Agency's technology risk reduction strategy to improve performance and reduce risk for secure communications systems, high sensitivity multi-band sensor, survivable processor, KV divert and attitude control system, bus sensor and sensor pointing, and the engagement management. The work will be performed in Tucson, Arizona. This contract was competitively procured via publication on the Federal Business Opportunities website through an Advanced Technology Innovation broad agency announcement.  Fiscal 2016 research, development, test and engineering funds in the amount of $3,590,000; and fiscal 2017 research, development, test and engineering funds in the amount of $5,232,000, for a total of $8,822,000 being obligated at the time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-17-C-0003).

ARMY

Northrop Grumman Corp., Huntsville, Alabama, was awarded a $48,061,680 modification (P00144) to contract W31P4Q-08-C-0418 to provide support to the Integrated Battle Command System (IBCS) development contract engineering and manufacturing development phase activities; and provide continuity during transition of the IBCS effort. Work will be performed in Huntsville, Alabama, with an estimated completion date of Oct. 31, 2017. Fiscal 2017 research, development, test and evaluation funds in the amount of $20,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Atkins-MOCA JV, Dallas, Texas, modification (P00007) to contract W912DY-12-D-0045; Gallup-Woolpert JV LLC, San Diego, California, modification (P00008) to contract W912DY-12-D-0046; HDR Engineering Inc., Colorado Springs, Colorado, modification (P00008) to contract W912DY-12-D-0047; and Parsons Government Services Inc., Pasadena, California, modification (P00007) to contract W912DY-12-D-0048, will share in an award of $13,000,000 in modifications to contracts for architecture-engineering services. Work locations and funding will be determined with each order, with an estimated completion date of June 18, 2017. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity.

Leidos Inc., Reston, Virginia, was awarded an $8,718,331 modification (P00069) to contract W52H09-08-C-0170 to purchase 13 stand-alone large – multiple person entrance green systems with generators; four stand-alone large – multiple person entrance tan systems with generators; 11 Tent Kit 2 – multiple person entrance tan systems, and 25 Structure Kit Unimproved Single Person Entrance tan systems for the Joint Expeditionary Collective protection family of systems. Work will be performed in Reston, Virginia, with an estimated completion date of Dec. 23, 2017. Fiscal 2017 other funds in the amount of $8,718,331 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

Callahan/Watterson JV,* Fairbanks, Alaska, was awarded a $7,841,500 firm-fixed-price contract for the construct of six 80-foot earth-covered magazines. Bids were solicited via the Internet with 10 received. Work will be performed in Eielson Air Force Base, Alaska, with an estimated completion date of Nov. 5, 2018. Fiscal 2017 military construction funds in the amount of $7,841,500 were obligated at the time of the award. U.S. Army Corps of Engineers, Elmendorf Air Force Base, Alaska, is the contracting activity (W911KB-17-C-0011).

AIR FORCE

The Boeing Co. - Defense, Space & Security, Huntington Beach, California, has been awarded a $42,573,612 cost-plus-incentive-fee, firm-fixed-price, cost reimbursable contract for Next Generation Cryptographic Architecture on the Combat Survivor Evader Locator program. Contractor will provide development, certification, integration, testing in fielding the cryptographic modernization of the Ultra High Frequency Base Station and the Combat Survivor Evader Locator Interrogator Module. In addition, they will complete technical data package for the Combat Survivor Evader Locator system. Work will be performed at Huntington Beach, California, and is expected to be complete by July 5, 2020. This award is the result of a sole-source acquisition. Fiscal 2017 research, development, test and evaluation funds in the amount of $4,500,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8217-17-C-0003).

NWF Contractors Inc., Ft. Walton Beach, Florida, has been awarded a $9,176,349 requirements contract to construct concrete targets. Contractor will provide all plant, labor, materials, equipment, and perform all operations in connection with the construction of various reinforced concrete targets on specified test areas in accordance with the specifications and drawings. Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by April 2, 2022. This award is the result of a competitive acquisition with seven offers received. No funds are being obligated at the time of award. Air Force Test Center, Eglin Air Force Base, Florida, is the contracting activity (FA2823-17-D-4001).

NAVY

Astro Machine Works Inc.,* Ephrata, Pennsylvania (N00178-17-D-0024); and Merrill Aviation Inc.,* Saginaw, Michigan (N00178-17-D-0025), are being awarded indefinite-delivery/indefinite-quantity contracts for the manufacture, assembly, inspection, and delivery of gun weapon system components and future redesigned and upgraded assemblies that derive from research, prototyping, and developmental stages of Battle Management Systems programs.  The delivery orders, when combined for both contracts, will not exceed $41,651,000 and will be awarded competitively on firm-fixed-price basis. Work will be performed in Ephrata, Pennsylvania; and Saginaw, Michigan, and is expected to be completed by March 2022.  Fiscal 2017 procurement (Air Force) funding in the amount of $241,695 will be obligated at time of award to Astro Machine Works Inc., and funding in the amount of $89,646 will be obligated at time of award to Merrill Aviation Inc., and will not expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with three proposals received.  The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Virginia, is the contracting activity.
