G&RK Consulting Associates LLC,* Littleton, Colorado (W912P5-17-D-0002); Quality Environmental Professionals Inc.,* Indianapolis, Indiana (W912P5-17-D-0003); Tantara Associates Corp.,* Worcester, Massachusetts (W912P5-17-D-0004); and 3E-Plexus Solutions JV LLC,* Orlando, Florida (W912P5-17-D-0005), will share in a $10,000,000 firm-fixed-price contract for environmental services. Bids were solicited via the Internet with 19 received. Work locations and funding will be determined with each order, with an estimated completion date of April 18, 2022. U.S. Army Corps of Engineers, Nashville, Tennessee, is the contracting activity.

 

Inter Coastal Electronics Inc.,* Mesa, Arizona, was awarded a $9,798,027 firm-fixed-price, foreign military sales (United Arab Emirates) contract to procure Longbow Apache Tactical Engagement Simulation System hardware, spares, new equipment training, contractor logistics support and repair/return. Bids were solicited via the Internet with one received. Work will be performed in Mesa, Arizona, and United Arab Emirates, with an estimated completion date of April 18, 2022. Fiscal 2016 other funds in the amount of $9,798,027 were obligated at the time of the award. U.S. Army Program Executive Office Simulation, Training and Instrumentation, Orlando, Florida, is the contracting activity (W900KK-17-C-0026).

 

Eagle Eye Electronic LLC,* Las Vegas, Nevada, was awarded a $9,576,040 firm-fixed-price contract for paving and civil work construction for Aberdeen Proving Ground, Maryland. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of April 18, 2018. CTI and Associates Inc.,* Novi, Michigan, was awarded an $8,999,998 firm-fixed-price contract for landfill cap at the Watson Johnson remediated landfill in Bucks County, Pennsylvania. Bids were solicited via the Internet with eight received. Work will be performed in Quakertown, Pennsylvania, with an estimated completion date of Oct. 15, 2018. Fiscal 2017 other funds in the amount of $8,999,998 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-17-C-0010).

 

DEFENSE LOGISTICS AGENCY

 

Doyon Utilities LLC, Fairbanks, Alaska, has been awarded a maximum $17,198,976 modification (P00149) to a 50-year contract (SP0600-07-C-8262) with no option periods, to incorporate tariff rates ordered by the Regulatory Commission of Alaska and the reached settlement agreement for the contractor's Test Year 2012 Rate Case. The settlement agreement resulted in agreed upon tariff rates effective Sept. 30, 2013, and requires a retroactive adjustment payable to Doyon Utilities LLC, in the amount of $17,751,272. This modification provides a portion of the required retroactive payment for the period of performance during fiscal years 2014 and 2015. Subsequent modifications will provide the balance of the retroactive payment subject to the availability of funds. Location of performance is Alaska, with an Aug. 14, 2058, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2014 and 2015 Air Force operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

 

Bimbo Bakeries USA, Horsham, Pennsylvania, has been awarded an estimated maximum $9,725,888 firm-fixed-price, indefinite-quantity contract for fresh bread and bakery products. This is a three-year contract with no option periods. This was a competitive acquisition with one response received. Locations of performance are Georgia and Pennsylvania, with an April 11, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-17-D-W537). DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Aixxia LLC,* McLean, Virginia, was awarded a $13,438,237 firm-fixed-price, other transaction agreement for development of an organic innovation platform. This agreement provides for developing an online environment for scientists, engineers, and end users to explore new scientific ideas and concepts and then connect qualified researchers to interested research sponsors. Work will be performed in McLean, Virginia (45 percent); Los Angeles, California (9 percent); Baltimore, Maryland (38 percent); and South Salem, New York (8 percent), with an expected completion date of April 2021. Fiscal 2016 research and development (R&D) funds in the amount of $500,000; and fiscal 2017 R&D funds in the amount of $1,806,043 are being obligated at time of award. This competitive award received two offers. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-17-9-0013).

 

AIR FORCE

 

Harris Inc., Colorado Springs, Colorado, has been awarded a $7,776,340 modification (P00701) to previously awarded contract F19628-02-C-0010 for the System Engineering and Sustainment Integrator (SENSOR) Ballistic Missile Early Warning System (BMEWS) Precision Acquisition of Vehicle Entry (PAVE) Phased Array Warning System (PAWS), known as BPP, 17-Y software version release project. Contractor will maintain the software posture of the BPP systems which include the following requirements resolve obsolesce issues with existing early warning radar systems as well as improve detection ability of incoming missiles. Work will be performed at Beale Air Force Base, California, and is expected to be complete by Feb. 19, 2019.  Fiscal 2017 operations and maintenance funds in the amount of $7,776,340 are being obligated at the time of award. Air Force Life Cycle Management Center, Peterson Air Force Base, Colorado, is the contracting activity.
