CONTRACTS

 

ARMY

 

Lockheed Martin Missile and Fire Control, Grand Prairie, Texas, was awarded a $471,731,858 fixed-price-incentive foreign military sales (Finland, France, Germany, and Singapore) contract for guided Multiple Launch Rocket System full-rate production 12 for alternative warhead (2,868 rockets); unitary warhead (648 rockets); low-cost reduced-range practice rocket (370 pods);  and integrated logistics support. Bids were solicited via the Internet with one received. Work will be performed in Grand Prairie, Texas, with an estimated completion date of July 31, 2019. Fiscal 2017 other funds in the amount of $171,710,389 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-17-C-0080).

 

General Dynamics Mission Systems Inc., Scottsdale, Arizona, was awarded a $250,000,000 hybrid cost-plus-fixed-fee, firm-fixed-price contract to modify, test, train and sustain the Prophet System. One bid was solicited and one bid received. Work locations and funding will be determined with each order, with an estimated completion date of June 15, 2022. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56KGY-17-D-0006).

 

Choctaw Transportation Co.,* Dyersburg, Tennessee (W912EQ-17-D-0006); Luhr Brothers Inc., Columbia, Illinois (W912EQ-16-D-0007); Patton-Tully Marine LLC,* Memphis, Tennessee (W912EQ-17-D-0008); Pine Bluff Sand and Gravel, White Hall, Arkansas (W912EQ-17-D-0009); and Riverside Construction Co.,* Vicksburg, Mississippi (W912EQ-17-D-0010), will share in a $44,000,000 firm-fixed-price contract for furnishing all plant, labor, materials and equipment for the construction of various types of stone navigation structures to include all types of dikes, chevrons, bendway weirs, hardpoints, and other river training structures on the Mississippi River. Bids were solicited via the Internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of June 15, 2022. U.S. Army Corps of Engineers, Memphis, Tennessee, is the contracting activity.

 

NAVY

 

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $146,596,266 firm-fixed-price, long-term contract for the repair of 35 items used on the UH-1Y and AH-IZ aircraft.  This contract includes a two-year base period and a one-year unpriced option year.  Work will be performed in Fort Worth, Texas, and is expected to be completed by June 2019.  No contract funds will be obligated at the time of award, and funds will not expire at the end of the current fiscal year. Working capital (Navy) funds will be obligated as individual orders are issued.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(C)(2). The requirement was posted to the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-17-D-BA01).

 

Air New Zealand Gas Turbines (ANZGT), Auckland, New Zealand (N64498-17-D-4001); and MTU Maintenance Berlin-Bradenburg GmBh of Ludwigsfelde, Germany (N64498-17-D-4002), are both being awarded indefinite-delivery/indefinite-quantity, firm-fixed-price, multiple award contracts for the commercial overhaul of the LM2500 power turbine assembly gas generators.  ANZGT will be awarded an $84,351,485 contract and MTU will be awarded a $73,868,306 contract.   Work under the ANZGT contract will be completed at the contractor’s facilities in Auckland, New Zealand, and is expected to be completed by June 2023.  Work under the MTU contract will be completed at the contractor’s facilities in Ludwigsfelde, Germany, and is expected to be completed by June 2022.  Fiscal 2017 operations and maintenance (Navy) funding in the amount of $3,347,436 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

 

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded $41,843,781 for modification P00012 to a previously awarded cost-plus-incentive-fee, fixed-price-incentive-fee contract (N00019-15-C-0004).  This modification provides for the procurement of one F-135-PW-100 and one F-135-PW-600 propulsion systems in support of the F-35 Lightning III low-rate initial production Lot X aircraft in support of international partners.  Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, UK (6.5 percent), and is expected to be complete in September 2019. International partner funds in the amount of $41,843,781 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Lockheed Martin Missiles and Fire Control, Archbald, Pennsylvania, is being awarded a $26,587,722 firm-fixed-priced contract for procurement of 8,973 laser guided training rounds (LGTR) and refurbishment of 3,411 government furnished metal containers in support of LGTR production for the Navy and Marine Corps.  Work will be performed in Archbald, Pennsylvania (45 percent); Marlton, New Jersey (10 percent); Vaudreuil-Dorion, Canada (6.5 percent); Rochester, New York (5.5 percent); Westford, Massachusetts (3 percent); Plainville, Connecticut (2.75 percent); Joplin, Missouri (2.75 percent); Hauppauge, New York (1.5 percent); Quakertown, Pennsylvania (1.5 percent); San Jose, California (1.5 percent); Laconia, New Hampshire (1.5 percent); and various places within the U.S. (18.5 percent).  Work expected to be completed by December 2019. Fiscal 2015 and 2017 procurement ammunition (Navy and Marine Corps) funds in the amount of $26,587,722 are being obligated at time of award, $623,154 of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0022).

 

Jeppesen Sanderson Inc., Englewood, Colorado, is being awarded a $13,846,460 fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of performance planning software tools in support of the P-8A aircraft for the Navy and the governments of Australia, UK, Norway, and New Zealand.  The software tools include MilPlanner, FliteDeck Pro, On-Board Performance Tool (OPT) database and OPT software, and provides an accurate, portable and error tolerant electronic means of calculating aircraft performance.  Additionally, the NAV Database tool is required by the P-8A to provide aeronautical radio incorporated (ARINC)-424 navigational data.  Work will be performed in Englewood, Colorado, and is expected to be completed in May 2022.  Fiscal 2016 aircraft procurement (Navy); 2017 operations and maintenance (Navy); 2017 research, development, test and evaluation (Navy); and cooperative program funds in the amount of $1,344,299 are being obligated at time of award, $843,053 of which will expire at the end of the current fiscal year.  This contract combines purchases with the Navy ($12,431,351; 89.78 percent), and the governments of the UK ($279,699; 2.02 percent); Norway ($117,695; .85 percent); and New Zealand ($45,693; .33 percent), under the Foreign Military Sales program and the cooperative program - Australia ($972,022; 7.02 percent).  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-17-D-0017).

 

AIR FORCE

 

L3 Technologies, Salt Lake City, Utah, has been awarded a $90,700,000 indefinite-delivery/indefinite-quantity contract for hardware, sustainment, and training of video data link devices. Work will be performed at Salt Lake City, Utah, and is expected to be complete by May 16, 2022. This contract involves foreign military sales to Australia with the potential for other approved countries to join the contract. This award is the result of a sole-source acquisition. Fiscal 2015 other procurement funds in the amount of $12,560,947 are being obligated at the time of award on the first delivery order. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8629-17-D-5001).

 

Alliant Techsystems Inc., Fort Worth, Texas, has been awarded an $8,771,888 modification (P00019) to a previously awarded contract FA8106-16-C-0004 for contract logistic support for sustainment of the trainer fleet. Work will be performed at Balad, Iraq, and is expected to be complete by Dec. 31, 2017. This contract is 100 percent foreign military sales to Iraq. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

Gryphon Technologies LLC, Huntsville, Alabama, is being awarded a $57,675,835 cost-plus-incentive-fee contract, including options for sea-based X-band (SBX) radar mission integration.  This contract provides for communication operations and support for the SBX Strategic Mission. Work will be performed in Huntsville, Alabama; and Honolulu, Hawaii, with an expected completion date of June 14, 2024.  Fiscal 2017 research, development, test, and evaluation funds in the amount of $4,000,000 are being obligated at time of award.  This contract was a competitive acquisition and two offers were received. The Missile Defense Agency, Huntsville, Alabama, is the buying activity (HQ0147-17-C-0040).

 

 

 

DEFENSE LOGISTICS AGENCY

 

Bell Helicopter Textron Inc., Fort Worth, Texas, has been awarded a maximum $17,129,411 firm-fixed-price delivery order (5052) against a five-year basic ordering agreement (SPRPA1-16-G-001W) for yoke assemblies. This is a four-year, five-month contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Texas, with a Nov. 15, 2021, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through 2021 (Navy) working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

Raytheon Co., Space and Airborne Systems, McKinney, Texas, has been awarded a $15,708,720 firm-fixed-price delivery order (1070) against a five-year basic ordering agreement (SPRPA1-14-G-001X) for F-18 aircraft spare parts. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). This is a two-year contract with no option periods. Location of performance is Texas, with a June 30, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through 2019 (Navy) working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

Lytron Inc.,* Woburn, Massachusetts, has been awarded a maximum $14,655,360 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for J85 engine gate valves. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." This a three-year contract with no option periods. Location of performance is Massachusetts, with a May 30, 2020, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Oklahoma City, Oklahoma (SPRTA1-17-D-0012).

 

DEPARTMENT OF DEFENSE EDUCATION ACTIVITY

 

McGraw-Hill Education, New York, New York, is being awarded an $8,630,057 firm-fixed-price requirements contract (HE1254-17-D-0004) under solicitation HE1254-17-R-0003 for the Social Studies curriculum resources (World History & Geography I & II, History & Government, and Participation in Government) for the military dependent students attending Department of Defense Education Activity schools.  . This was a competitive acquisition posted on the Federal Business Opportunities website with three offers received. This contract is for a base period of five years, followed by up to five one-year option periods. The initial base year ordering period is June 5, 2017, through June 4, 2018, which will cover the fiscal 2017-2018 school year. Type of appropriation is fiscal 2017 operations and maintenance funds, which will be used to place delivery orders against this requirements contract. The contracting activity is the Department of Defense Education Activity, Alexandria, Virginia.
