CONTRACTS

ARMY

 

Leidos Innovation Corp., Gaithersburg, Maryland, was awarded a $727,689,796 firm-fixed-price contract to provide support for the Afghan Air Force (AAF) and Special Mission Wing (SMW) helicopter/fixed-wing fleets. Bids were solicited via the Internet with one received. Work will be performed in Kabul, Afghanistan, with an estimated completion date of May 31, 2020. Fiscal 2017 operations and maintenance (Army) funds in the amount of $126,689,243 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0058).

 

Lockheed Martin Missiles and Fire Control, Orlando, Florida, was awarded a $547,934,477 modification (P00050) to contract W31P4Q-15-C-0151 for a Hellfire II missile production requirement that consists of 7,358 Hellfire II tactical missiles in containers, in various air-to ground missiles models. Work will be performed in Orlando, Florida, with an estimated completion date of Sept. 30, 2020.  Fiscal 2010, 2015, 2016, and 2017 other procurement (Army) funds in the amount of $547,934,477 were obligated at the time of the award. U.S. Army Contracting Command Redstone Arsenal, Alabama, is the contracting activity.

 

Gast Construction Co. Inc.,* Fargo, North Dakota (W901UZ-17-D-0001); MDM Construction LLC,* North Dakota (W901UZ-17-D-0002); NNAC Construction,* Coeur D Alene, Idaho (W901UZ-17-D-0003); Por-Mark Services Inc.,* West Fargo, North Dakota (W901UZ-17-D-0004); Smithco Inc.,* Fargo, North Dakota (W901UZ-17-D-0005); TF Powers Construction,* Fargo North Dakota (W90110-17-D-0006); and Versacon Inc.,* Brooklyn Park, Minnesota (W901UZ-17-D-0007), will share in a $56,000,000 firm-fixed-price contract for maintenance, repair and construction in support of National Guard activities in the state of North Dakota. Bids were solicited via the Internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 23, 2022. North Dakota National Guard Bureau, Bismarck, North Dakota, is the contracting activity.

 

Beshenich Muir and Associates LLC,* Leavenworth, Kansas, was awarded a $36,000,000 firm-fixed-price contract for contractor logistics support services for the entire family of Project Manager Close Combat Systems program equipment. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 15, 2022. U.S. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity (W15QKN-17-D-0065).

 

AIR FORCE

 

United Technologies Corp., Pratt and Whitney, East Hartford, Connecticut, has been awarded a $149,931,292 increase modification (P00197) to a previously awarded contract for F-119 engine sustainment. Work will be performed in East Hartford, Connecticut; Edwards Air Force Base, California; Elmendorf Air Force Base, Alaska; Joint Base Pearl Harbor-Hickam, Hawaii; Hill Air Force Base, Utah; Langley Air Force Base, Virginia; Nellis Air Force Base, Nevada; Sheppard Air Force Base, Texas; Tinker Air Force Base, Oklahoma; and Tyndall Air Force Base, Florida. Work is expected to be completed by Dec. 31, 2017.  Fiscal 2017 operations, maintenance, research and development funds in the amount of $172,456,322 are being obligated at time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2896).

 

Dynetics Inc., Huntsville, Alabama, has been awarded a $93,000,000 indefinite-delivery/indefinite-quantity contract for small-glide munition all-up-rounds, captive air training munitions, and telemetry kits. Work will be performed in Huntsville, Alabama, and is expected to be completed by Aug 23, 2022. This award is the result of a sole-source acquisition. Fiscal 2017 procurement funds in the amount of $6,073,000 are being obligated at time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8656-17-D-0073).

 

Teletronics Technology Corp., Newtown, Pennsylvania, has been awarded an $85,500,000 firm-fixed-priced, indefinite-delivery/indefinite-quantity contract for a high speed data acquisition system (HSDAS). This contract provides products, enhancement/upgrade, repair services, field service, and technical support of the HSDAS equipment. Work will be performed at Edwards Air Force Base, California, and is expected to be completed by Aug. 23, 2022. This award is the result of a sole-source acquisition.  Fiscal 2017 research and development funds in the amount of $361,550 are being obligated at time of award. Air Force Test Center, Edwards Air Force Base, California, is the contracting activity (00FA9302-17-D-0012).

 

Wolf Creek Federal Services Inc., Anchorage, Alaska, has been awarded a $26,075,067 option modification (P00074) to previously awarded contract for range operations support. The contract provides for non-mission support communications. Work will be performed at Patrick Air Force Base, Florida; Cape Canaveral Air Force Station, Florida; and Ascension Auxiliary Air Field, Ascension Island, and is expected to be completed by Sept. 30, 2018.  No funds are being obligated at the time of option exercise modification award.  The 45th Contracting Squadron, Patrick AFB, Florida, is the contracting activity (FA2521-15-C-0063).

 

NAVY

 

Black Construction Corp., Harmon, Guam, is being awarded a $78,152,583 firm-fixed-price contract for the design and construction of a live-fire training range complex at Northwest Field, Naval Support Activity Andersen.  The work to be performed provides for the design and construction of four live-fire training range complex and supporting structures.  Supporting structures include, but are not limited to, range maintenance building, known distance rifle/pistol range administration building, area distribution node with radio frequency communication tower, and two surface radar/camera sites.  The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $78,497,877.  Work will be performed in Yigo, Guam, and is expected to be completed by November 2020.  Fiscal 2016 military construction (Navy) contract funds in the amount of $78,152,583 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with 11 proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-17-C-1319).

 

General Dynamics - Electric Boat Corp., Groton, Connecticut, is being awarded a $64,217,408 cost-plus-incentive-fee and firm-fixed-price contract for a large vertical array (LVA) fixture, LVA first article and provisioned items orders.  The LVA delivers acoustic detection capability to submarines.  This technology allows for production and outboard installation of very large arrays while minimizing impact to naval architecture, hydrodynamics, and submarine signatures.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $882,142,220.  Work will be performed in Groton, Connecticut (69 percent); Syracuse, New York (11 percent); York, Pennsylvania (9 percent); Jacksonville, Florida (8 percent); Depew, New York (2 percent); and El Cajon, California (1 percent), and is expected to be completed by August 2019.  Fiscal 2017 research, development, test and evaluation (Navy) funding in the amount of $13,129,253 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured on the basis of full and open competition via the Federal Business Opportunities website, with two offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-17-C-6245).

 

General Dynamics Missions Systems Inc., Scottsdale, Arizona, is being awarded a $37,136,744 firm-fixed-price, cost-plus-fixed-fee contract for the full rate production of the Common Aviation Command and Control System (CAC2S), managed by Program Executive Office Land Systems, Quantico, Virginia. This contract will procure 41 full deployment units and quarterly software maintenance releases.  The contract is structured to procure the 41 systems in four lots from fiscal 2017 through 2020, to include the servers, network switches, network routers, radios and ancillary equipment, and assembly of the components into a deployable system.  This contract includes three one-year options, which if exercised, will bring the total value to $104,850,491.  Work will be performed in Scottsdale, Arizona (94 percent); Fulton, Maryland (4 percent); Huntsville, Alabama (1 percent); and San Diego, California (1 percent), and is expected to be completed by Jan. 26, 2022.  Fiscal 2017 procurement (Marine Corps) funds in the amount of $30,686,828 will be obligated at the time of award and will not expire at the end of the current fiscal year.  Fiscal 2017 operations and maintenance (Marine Corps) funds in the amount of $6,449,916 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with five offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-17-C-0261).

 

Lockheed Martin Corp., Rotary Mission and Systems, Liverpool, New York is being awarded a $25,246,336 firm-fixed-priced, cost-plus-fixed-fee line contract for the development and production of a digital receiver exciter for the AN/TPS-59A(V)3 Radar system.  This contract contains options, which if exercised, will bring the maximum dollar value of the contract to $46,709,617.  Work will be performed in Liverpool, New York (85 percent); Atlanta, Georgia (10 percent); and Clearwater, Florida (5 percent), and is expected to be completed by Jan. 31, 2021.  Fiscal 2016 research, development, test and evaluation (Marine Corps) funds in the amount of $130,000 will be obligated at the time of award and will expire the end of the current fiscal year.  Fiscal 2016 research, development, test and evaluation (Marine Corps) funds in the amount of $25,116,336 will also be obligated at the time of award but will not expire the end of the current fiscal year.  This contract is a sole-source acquisition in accordance with Federal Acquisition Regulation 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.  The Marine Corps System Command, Quantico, Virginia, is the contracting activity (M67854-17-C-6002). 

 

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded $24,110,095 for modification P00013 under a previously awarded firm-fixed-price, cost reimbursement, indefinite-delivery/indefinite-quantity contract (N00019-15-D-0022) to exercise an option which provides for business jet training services in support of contracted air services basic training, large national exercises, and small, single unit training exercises.  Missions include maritime air patrol, low/slow terrorist aircraft, air interdiction training, and air intercept/anti-submarine training.  These services support training requirements through air intercept control, anti-submarine tactical attack control, tracking exercises, electronic warfare missions, banner tows and target tows.  Work will be performed in Virginia Beach, Virginia (50 percent); Coronado, California (40 percent); and Kauai, Hawaii (10 percent), and is expected to be completed in August 2018.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $1,872,415 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

HDR Architecture Inc., San Diego, California, is being awarded a $13,000,000 firm-fixed-price modification to increase the maximum dollar value of an indefinite-delivery/indefinite-quantity contract for architect-engineering services for large multi-discipline projects under the military construction program within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  The work to be performed provides for preparation of request for proposals for design-build projects; design-bid-build construction contract packages; site investigations to support new development of facilities on raw land and/or redevelopment of existing facilities on developed sites; studies/reports related to the designs of new facilities and/or renovation/repair of existing buildings; cost estimates; and post construction award services.  After award of this modification, the total cumulative contract value will be $43,000,000.  Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Southwest AOR including, but not limited to California (87 percent); Arizona (5 percent); Nevada (5 percent); Colorado (1 percent); New Mexico (1 percent); and Utah (1 percent), and is expected to be completed by March 2021.  No contract funding is obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by military construction (Navy).  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity (N62473-16-D-1850).

 

Rolls-Royce Corp., Indianapolis, Indiana, is being awarded a $12,874,960 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide engineering and technical services in support of the AV-8B Harrier and E-2C/D Hawkeye aircraft engine systems, subsystems and associated support equipment. Work will be performed in Cherry Point, North Carolina (57 percent); Yuma, Arizona (38 percent); and Indianapolis, Indiana (5 percent), and is expected to be completed in August 2022.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $895,934 are being obligated at time of award, all of which expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-17-D-0027).

 

MISSILE DEFENSE AGENCY

 

Raytheon Integrated Defense Systems, Woburn, Massachusetts, is being awarded a $19,583,689 sole-source, firm-fixed-price modification P00039 to contract HQ0147-12-C-0005 under a foreign military sales (FMS) case to the United Arab Emirates (UAE). The total value of this change is $19,583,689. Under this follow on contract change, the contractor will provide a prime power unit (PPU), an outside the continental U.S. trainer extension, and replenishment spares. The work will be performed in Woburn, Massachusetts, with a period of performance of Aug. 24, 2017 through Dec. 31, 2018. One offer was solicited and one offer was received. UAE FMS funds in the amount of $19,583,689 will be used to fund this effort. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147).
