CONTRACTS

 

NAVY

 

Lockheed Martin Aeronautics, Marietta, Georgia, is being awarded $260,000,000 for undefinitized contract modification P00008 under a previously awarded firm-fixed-price contract (N68335-16-C-0125).  This modification provides for the modernization and upgrade of four P-3B aircraft in support of structural mid-life upgrades, tailored phased depot maintenance, a country-specific designed mission integration and management system, and new avionics in support of the government of Greece.  The mid-life upgrade will provide a service life extension of 15,000 flight hours per aircraft.  Work will be performed in Marietta, Georgia (38 percent); Schimatari, Greece (25 percent); Argyroupoli, Athens, Greece (11 percent); Tel Aviv, Israel (11 percent); Cedar Rapids, North Carolina (8 percent); Bellevue, Washington (3 percent); Los Angeles, California (2 percent); and Ottawa, Canada (2 percent), and is expected to be completed in December 2023.  Foreign military sales funds in the amount of $59,508,625 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

 

CH Equipment Rental & Construction,* Harmon, Guam, is being awarded a maximum amount $60,063,186 indefinite-delivery/indefinite-quantity requirements contract for demolition services at various military installations on Naval Base Guam.  The work to be performed provides for all labor, management, supervision, tools, material, equipment, and incidental engineering required to perform demolition services of building facilities and miscellaneous structures.  No task orders are being issued at this time.  Work will be performed on the island of Guam, and is expected to be completed by November 2022.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by fiscal 2018 operation and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with 11 proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity (N40192-18-D-9100).

 

BAE Systems Jacksonville Ship Repair, Jacksonville, Florida, is being awarded a $22,459,901 cost-plus-award-fee modification to previously awarded contract N00024-16-C-2302 to exercise options for post-shakedown availabilities (PSAs) for USS Little Rock (LCS 9) and USS Sioux City (LCS 11).  The PSA encompasses all of the manpower, support services, material, non-standard equipment and associated technical data and documentation required to prepare for and accomplish the PSA.  The work to be performed will include correction of government-responsible trial card deficiencies, new work identified between custody transfer and the time of PSA, and incorporation of approved engineering changes that were not incorporated during the construction period which are not otherwise the building yard's responsibility under the ship construction contract.  Work will be performed in Jacksonville, Florida, and is expected to be completed by February 2019.  Fiscal 2017 and 2012 shipbuilding and conversion (Navy); and fiscal 2017 other procurement (Navy) funding in the amount of $14,574,242 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

ARMY

 

Millennium Engineering and Integration Co.,* Arlington, Virginia, has been awarded a $90,853,338 cost-plus-fixed-fee contract for research and development of system and component technologies utilizing modeling simulation software and analysis for advanced technology concepts. Bids were solicited via the Internet with 10 received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 6, 2022. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-18-D-0003).

 

Harkins Builders Inc., Columbia, Maryland, has been awarded a $9,603,792 firm-fixed-price contract to construct a new canine facility. Bids were solicited via the Internet with 10 received. Work will be performed in Laurel, Maryland, with an estimated completion date of Dec. 11, 2018. Fiscal 2018 Department of Homeland Security civil works appropriations funds in the amount of $9,603,792 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-18-C-0003).

 

AIR FORCE

 

Raytheon Co. Missile Systems Division, Tucson, Arizona, was awarded a $17,255,491 modification (P00009) to a previously awarded contract (FA8675-15-C-0004) for High-Speed Anti-Radiation Missile Targeting System (HTS) contractor logistics support (CLS) services.  The contract modification provides for HTS pod CLS depot repairs and sustainment activities.  Work will be performed in Tucson, Arizona, with an estimated completion date of Nov. 30, 2018.  Fiscal year 2018 operations and maintenance funds in the amount of $12,825,015 are being obligated at time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

General Atomics - Electromagnetic Systems Group, San Diego, California, is being awarded an $8,883,385 competitive cost-plus-fixed-fee contract for the Low Power Laser Demonstrator (LPLD) Phase 1 effort. No options are contemplated.   Under this new contract, the contractor will perform the next step for the LPLD effort that addresses laser power and aperture size by integrating and testing a low power laser on an unmanned aerial vehicle.  The work will be performed in San Diego, California; and Poway, California, with an estimated completion date of July 31, 2018.   The period of performance is nine months from Nov. 1, 2017, through July 31, 2018. This contract was competitively procured via publication on the Federal Business Opportunities website through Advanced Technology Innovation Broad Agency Announcement HQ0147-15-ATI-BAA.  Fiscal 2017 research, development, test and engineering funds in the amount of $2,000,000 are being obligated at the time of award.  The Missile Defense Agency, Albuquerque, New Mexico, is the contracting activity (HQ0277-18-C-0002).
