Contracts For June 15, 2018

NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded $503,228,000 for a not-to-exceed modification to a previously issued firm-fixed-price delivery order 0584 placed against basic ordering agreement (N00019-14-G-0020).  This modification provides for air vehicle initial spares, to include F-35Lightning II deployment spares packages, afloat spares packages, and associated consumables required to support the air vehicle delivery schedules for the Air Force, Navy, Marine Corps, and non-Department of Defense (DoD) participants.  Work will be performed in Fort Worth, Texas (24.4 percent); El Segundo, California (9.1 percent); Owego, New York (8.6 percent); Samlesbury, United Kingdom (7.2 percent); Cheltenham, United Kingdom (6.2 percent); Nashua, New Hampshire (5.8 percent); Torrance, California (5.5 percent); Orlando, Florida (4.9 percent); Cedar Rapids, Iowa (3.7 percent); San Diego, California (3.6 percent); Phoenix, Arizona (3.1 percent); Melbourne, Florida (3.1 percent); Irvine, California (2.5 percent); N. Amityville, New York (2.4 percent); Windsor Locks, Connecticut (2.2 percent); Baltimore, Maryland (2.2 percent); Papendrect, The Netherlands (1.9 percent); Rolling Meadows, Illinois (1.8 percent); and Alpharetta, Georgia (1.8 percent), and is expected to be completed in December 2023.  Fiscal 2018 aircraft procurement (Air Force, Marine Corps and Navy) and non-DoD participant funds in the amount of $503,228,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This modification combines purchases for the Air Force ($106,506,000; 21 percent); Marine Corps ($91,695,000; 18 percent); Navy ($68,190,000; 14 percent); and non-DoD participants ($236,837,000; 47 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded an undefinitized contract action with a not-to-exceed value of $179,000,000 to procure system configuration set H12K for the Kuwait Air Force configured F/A-18E/F Aircraft software development, modification, integration, testing and support for the government of Kuwait.  Work will be performed in St. Louis, Missouri, and is expected to be completed in September 2022.  Foreign military sales funds in the amount of $89,321,000 will be obligated at time of award; none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(4).  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-18-C-0026).

Huntington Ingalls Industries Newport News Shipbuilding, Newport News, Virginia, is awarded a $9,775,061 modification to a previously awarded contract (N00024-18-C-4314) in support of USS Boise (SSN 764) engineered overhaul.  Work will be performed in Newport News, Virginia, and is expected to be completed by February 2021. Fiscal 2018 other procurement (Navy) funding in the amount of $9,775,061 will be obligated at time of award and not expire at the end of the current fiscal year.  The Supervisor of Shipbuilding, Conversion and Repair, Newport News, Virginia, is the contracting activity.

TDX Quality LLC,* Anchorage, Alaska, is being awarded a $7,088,563 firm-fixed-price contract for interior and exterior repairs to bachelor enlisted quarters Building M440 at Marine Corps Base, Camp Lejeune.  The work to be performed provides for the complete replacement of the architectural finishes, mechanical system, and electrical system.  The roof will be replaced with a new sloped metal truss standing seam metal roof system.  The building will be upgraded to conform to the current base anti-terrorism standards.  In addition, the work includes the renovation and reconfiguration of the first floor lounge into a laundry room, the construction of a new chiller yard to include a new brick enclosure, demolition of all dual temperature piping, connection of the mechanical system to the base-wide environmental monitoring control system, removal of asbestos, and incidental related work. Work will be performed in Jacksonville, North Carolina, and is expected to be completed by August 2019.  Fiscal 2018 operations and maintenance (Marine Corps) contract funds in the amount of $7,088,563 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with nine proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-C-6151). 

ARMY

DRS Sustainment Systems Inc., was awarded a $192,517,762 fixed-price-incentive contract for procurement of Abrams Active Protection systems, sets of countermeasures, calibration/maintenance kits for the Abrams M1A2 System Enhancement program version 2. One bid was solicited with one bid received. Work will be performed in St. Louis, Missouri, with an estimated completion date of March 31, 2020. Fiscal 2018 other procurement (Army); and research, development, test and evaluation funds in the combined amount of $85,843,574 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-18-C-0131).

Raytheon Missile Systems, Tucson, Arizona, was awarded a $93,657,284 modification (P00085) to contract W15QKN-08-C-0530 for Excalibur 155mm projectiles. Work will be performed in Tucson, Arizona; McAlester, Oklahoma; Farmington, New Mexico; East Camden, Arizona; Healdsburg, California; Cincinnati, Ohio; Cedar Rapids, Iowa; Joplin, Missouri; Lansdale, Pennsylvania; Karlskoga, Sweden; South Plymouth, United Kingdom; Glenrothes, United Kingdom; Gilbert, Arizona; and Santa Ana, California; with an estimated completion date of Sept. 30, 2020. Fiscal 2018 other procurement (Army) funds in the amount of $93,657,284 were obligated at the time of the award. U.S. Army Contracting Command, New Jersey, is the contracting activity.

Logistics Health Inc., La Crosse, Wisconsin, was awarded a $45,166,275 firm-fixed-price contract to support medical examinations provided to applicants processing into the armed forces at military entrance processing stations. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of June 30, 2023. U.S. Army Healthcare Contracting Activity, Fort Sam Houston, Texas, is the contracting activity (W81K04-18-D-0014).

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded an $18,320,175 modification (0032) to contract W56HZV-15-D-0031 for Family of Heavy Tactical Vehicles recapitalized guided missile transport trucks (M985E1A4); recapitalized load handling system trucks (M1120A4); new palletized load system trucks (M1074A1); and new palletized load system trailers (M1076A0). Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Jan. 31, 2020. Fiscal 2016, 2017 and 2018 other procurement (Army) funds in the amount of $18,320,175 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

ACC Construction Co. Inc., Augusta, Georgia, was awarded a $17,972,005 firm-fixed-price contract for design and construction of special operations forces parachute rigging facility. Bids were solicited via the Internet with four received. Work will be performed in Fort Bragg, North Carolina, with an estimated completion date of Dec. 7, 2019. Fiscal 2014 and 2017 military construction funds in the amount of $17,972,005 were obligated at the time of the award. U.S. Army Corps of Engineers, Wilmington, North Carolina, is the contracting activity (W912PM-18-C-0014).

Cavache Inc.,* Pompano Beach, Florida, was awarded an $8,552,720 firm-fixed-price contract for maintenance dredging. Bids were solicited via the Internet with three received. Work will be performed in Deland, Florida, with an estimated completion date of Feb. 28, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $8,552,720 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-18-C-0017).

CORRECTION:  The contract awarded to BAE Systems Land & Armaments L.P., York, Pennsylvania, on June 14, 2018, incorrectly identified the production quantity for Bradley M2A4 and M7A4 vehicles, the correct quantity is 164. Additionally, the contract number was incorrect, the correct contract number is W56HZV-18-C-0133.

AIR FORCE

Marvin Engineering Co., Inglewood, California, has been awarded a $126,559,670 firm-fixed-price supply contract for 1,450 guided missile launchers and 925 sub-assembly components as follows, launcher guided missile-LAU-129/128 and launcher sub-assembly component used for F-15s, F-16s and Navy F-18s AIM-120 missile systems. Work will be performed in Inglewood, California, and is expected to be completed by May 28, 2023. This contract involves foreign military sales and is the result of a competitive acquisition, with one offer received. Fiscal 2018 defense capital working funds in the amount of $3,493,776 is being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8554-18-D-0008).

SRI International, Menlo Park, California, has been awarded a $91,131,325 basic indefinite-delivery/indefinite-quantity (IDIQ) contract for digital video laboratory support and an $11,150 delivery order (FA2487-18-F-1100) for upgrade of Terrasight mobile processing units. The contract provides for improvement and modernization of capabilities using digital data in support of the Air Force test mission. Work will be performed in Princeton, New Jersey. The basic IDIQ has a five-year ordering period, with work expected to be completed by June 2024.  This award is the result of a sole-source acquisition. Fiscal 2018 research, development, test and evaluation funds in the amount of $11,150 are being obligated at the time of award.  Air Force Test Center Specialized Contracting Branch, Eglin Air Force Base, Florida, is the contracting activity  (FA2487-18-D-0001).

BAE Systems Information and Electronic Systems Integration Inc., Totowa, New Jersey, has been awarded a $48,600,000 indefinite-delivery/indefinite-quantity ordering contract, for ALR 56C and 56M radar warning receiver (RWR)sustainment. This contract provides for engineering support for the electronic warfare RWR and associated software tools for the Air Force and foreign military sales. Work will be performed in Totowa, New Jersey, and is expected to be complete by June 14, 2023. Additional options will extend the contract completion date to June 15, 2028. This contract involves foreign military sales to Korea, Taiwan, Saudi Arabia, Egypt, India, France, Italy, Oman, Norway, Australia, Qatar and Canada. This award is the result of a sole-source acquisition. Fiscal 2018 operations and maintenance; and research and development funds in the amount of $2,417,733 are being obligated to the first minimum order at the time of award. Robins Air Force Base, Warner Robins, Georgia, is the contracting activity (FA8523-18-D-0001).

John Hopkins University Applied Physics Laboratory, Laurel, Maryland, has been awarded a $47,000,000 face value, indefinite-delivery/indefinite-quantity contract for computer software. This contract provides for research and development, to provide the Air Force Research Laboratory with the necessary research and development to maintain an essential engineering, research and development capability in the areas of space control; space communications and positioning, navigation and timing; intelligence, surveillance, and reconnaissance; space situational awareness; high-power electromagnetics, lasers and space electro-optics. Work will be performed in Laurel, Maryland, and is expected to be complete by June 13, 2023. Detachment 8, Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9453-18-D-0018). 

Defense Research Associates Inc., Dayton, Ohio, has been awarded a $45,557,024 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for effective sensor technology evaluations and enabling methodologies research and development.  This contract will conduct research into advanced assessment and evaluation methodologies to improve more effective and efficient analyses of advanced sensor technologies.  Work will be performed at Wright-Patterson Air Force Base, Ohio; and Dayton, Ohio, and is expected to be complete by June 16, 2025. Fiscal 2018 research and development funds in the amount of $215,000 are being obligated on the first task order at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-18-D-1067). 

The Design Knowledge Co., Fairborn, Ohio, has been awarded a $45,557,024 cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contract for effective sensor technology evaluations and enabling methodologies research and development.  This contract will conduct research into advanced assessment and evaluation methodologies to improve more effective and efficient analyses of advanced sensor technologies.  Work will be performed at Wright-Patterson Air Force Base, Ohio; and Dayton, Ohio, and is expected to be complete by June 16, 2025.  Fiscal 2018 research and development funds in the amount of $215,000 are being obligated on the first task order at the time of award.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-18-D-1063). 

MacAulay-Brown, Inc., Dayton, Ohio, has been awarded a $45,557,024 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for Effective Sensor Technology Evaluations and Enabling Methodologies research and development.  This contract will conduct research into advanced assessment and evaluation methodologies to improve more effective and efficient analyses of advanced sensor technologies.  Work will be performed at Wright-Patterson Air Force Base, Ohio, and in Dayton, Ohio, and is expected to be complete by June 16, 2025.  The Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity. Textron Aviation Defense, Wichita, Kansas, has been awarded a $36,198,112 undefinitized contract modification (P0003) to a previously awarded undefinitized contract action (FA8617-17-C-6216), increasing the not-to-exceed price to $124,917,625 for four T-6C+ aircraft, maintenance and pilot training, and interim contractor support for maintenance. Contractor will provide supplies and services to provide for the replacement of current training aircraft fleet and the enhancement of the Argentina Air Force surveillance and border security mission.  Work will be performed in Wichita, Kansas, and is expected to be complete by Nov. 30, 2018.  This contract is 100 percent foreign military sales to Argentina. This award is the result of a sole-source acquisition.  Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

John Hopkins University Applied Physics Laboratory, Laurel, Maryland, has been awarded a $10,126,176 indefinite-delivery/indefinite-quantity contract with a cost-plus-fixed-fee completion task order for computer software. This contract provides for research and development to design, develop and prototype systems necessary for Air Force multi-domain command and control architecture that will coordinate forces to reduce vulnerability at the National Space Defense Center. Work will be performed in Laurel, Maryland, with an expected completion date of June 8, 2023. Fiscal 2018 research and development funds in the amount of $3,200,000 are being obligated at the time of award. Detachment 8, Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9453-18-F-0004).

The Boeing Co., St. Louis, Missouri, has been awarded a fixed-price-incentive-firm $9,572,526 target price, $11,199,856 ceiling, cost-plus-fixed-fee $5,244,367 modification (P00055) to a previously awarded contract (FA8634‐16‐C‐2653) for the F‐15 Combined APG‐63 Version 3 Radar Improvement program. The contract modification provides for the installation of 46 Group A kits and the associated travel. Work will be performed in St. Louis, Missouri, and is expected to be completed by June 5, 2021. Fiscal 2016 and 2018 procurement funds are being obligated at the time of award. Total cumulative face value of the contract is $1,349,272,868. Air Force Life Cycle Management Center, Fighter/Bomber Directorate, F‐15 Division, Wright‐Patterson Air Force Base, Ohio, is the contracting activity. 

MacAulay-Brown Inc., Dayton, Ohio, has been awarded a $9,186,928 cost-plus-fixed-fee task order for anti-access area denial (A2AD) synthetic battlespace prototyping methodologies research and development.  This task order will evolve research methodologies for rapid assessments (qualitative and quantitative) of advanced sensors and electronic warfare technologies through synthetic battlespace simulation.  In addition, this task order will develop real-time simulation methodologies/technologies for rapidly-evolving/evaluating advanced sensors/electronic warfare technologies/capabilities in an A2AD environment.  Work will be performed at Wright-Patterson Air Force Base, Ohio; and Dayton, Ohio, and is expected to be complete by Sept. 22, 2021.  Fiscal 2018 research and development funds in the amount of $1,928,007 are being obligated at the time of award.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-18-F-1061). 

DEFENSE LOGISTICS AGENCY 

Bell Helicopter Textron Inc., Fort Worth, Texas, has been awarded a $72,447,397 modification (P00011) to an existing corporate contract (SPE4AX-17-D-9410) adding consumable and depot-level repairable parts. This is a two-year, firm-fixed-price contract. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Texas, with an April 14, 2020, order completion date, and various delivery completion dates. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2018 through 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

Original Footwear LLC,* Arecibo, Puerto Rico, has been awarded a maximum $10,393,386 modification (P00019) exercising the third one-year option of a one-year base (SPE1C1-15-D-1067) with three one-year options for men's and women's leather dress shoes. This is a firm-fixed-price, indefinite delivery/indefinite-quantity contract. Locations of performance are Puerto Rico and Michigan, with a June 16, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

GSE Dynamics, Inc.,** Hauppauge, New York, has been awarded a $7,810,248 firm-fixed-price contract for elevating mechanisms. This is a two-year contract with no option periods. This was a competitive acquisition with one response received. Location of performance is New York, with a Feb. 24, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2020 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-C-0298).

UPDATE:  Landoll Corp., Marysville, Kansas (SPE8EC-18-D-0014); and Altec Industries Inc., Birmingham, Alabama (SPE8EC-18-D-0021), have been added as awardees to the multiple-award contract for commercial trucks and trailers, issued against solicitation SPE8EC-17-R-0008, announced April 20, 2017.
