Contracts For Aug. 23, 2018

NAVY

 

Cambridge International Systems Inc.,* Arlington, Virginia (N6523618D3003); Grove Resource Solutions, Inc.,* Frederick, Maryland (N6523618D3004); PeopleTec Inc.,* Huntsville, Alabama (N6523618D3005); Systems Technology Forum Ltd,* Fredericksburg, Virginia (N6523618D3006); and UEC Electronics LLC,* Hanahan, South Carolina (N6523618D3007), are each awarded a combined $949,900,000 multiple award, indefinite delivery/indefinite quantity, supply contract utilizing firm-fixed-price and cost-plus-fixed-fee delivery/task orders. The contracts are for Cyber Mission Systems, kitting, and supplies. The work includes procuring systems that provide wireless and communications, detection, collection and exploitation of electrical and electronic equipment to support the warfighter. Additionally, related services such as sustainment, maintenance, and disposal may be procured under the scope of this planned effort as a result of the end-items required.  These contracts include a five-year ordering period and one 24-month option period.  Work will be performed worldwide and is expected to be completed by August 2023. If the option is exercised, work would continue until August 2025.  Contract funds in the amount of $25,000 will be divided equally among all awardees and obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  The multiple award contracts were competitively procured by full and open competition after exclusion of sources under small business set-aside provisions pursuant to the authority of 10 U.S. Code 2304(b)(2) via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with 13 timely offers received. Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity.

 

Bell Helicopter Textron Inc., Fort Worth, Texas, is awarded $509,750,754 for modification P00005 to definitize a previously awarded advance acquisition contract (N00019-17-C-0030) for the manufacture and delivery of 29 Lot 15 production AH-1Z Build New aircraft in support of the Marine Corps H-1 upgrade program.  In addition, this modification provides for long lead material and components for an additional seven Lot 16 aircraft.  Work will be performed in Fort Worth, Texas (60 percent); and Amarillo, Texas (40 percent), and is expected to be completed in February 2021.  Fiscal 2018 aircraft procurement (Navy) funding in the amount of $509,750,754 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

BAE Systems, Technology Solutions and Services Inc., Rockville, Maryland, is awarded an $83,479,530 cost-plus-fixed-fee, cost reimbursable indefinite-delivery/indefinite-quantity contract.  This level of effort contract provides up to a maximum of 1,012,800 hours of direct labor support services.  Tasking includes maintenance, integrated logistic support, management, life cycle sustainment, and the upgrade of current systems; such as the Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance system; using new and emerging technologies in support of the Special Communications Mission Solutions Division.  Work will be performed in California, Maryland (38 percent); Chesapeake, Virginia (26 percent); Spring Lake, North Carolina (9 percent); San Diego, California (7 percent); Pranzer Kaserne, Germany (4 percent); Fort Walton Beach, Florida (3 percent); Fort Bliss, Texas (3 percent); St. Inigoes, Maryland (3 percent); Fort Campbell, Kentucky (2 percent); Fort Lewis, Washington (2 percent); Homestead, Florida (1 percent); Fort Carson, Colorado (1 percent); and Camp Lejeune, North Carolina (1 percent), and is expected to be completed in August 2023.  No funds will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued.  This contract was competitively procured via an electronic request for proposal, with two offers received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-18-D-0062).

 

Raytheon Co., Integrated Defense Systems, Portsmouth, Rhode Island, is awarded a $60,067,244 firm-fixed price, cost and cost-plus-fixed-fee modification to previously awarded contract N00024-16-C-6423 to exercise Option Year Two for the production of torpedo components in addition to spares, production support material, and related engineering services and hardware support.  This modification combines purchases for the Navy (47 percent); and the governments of Taiwan (50 percent), Canada, Australia and India (3 percent combined) under the Foreign Military Sales (FMS) program. Work will be performed in Portsmouth, Rhode Island (95 percent); and Keyport, Washington (5 percent), and is expected to be completed by July 2021.  FMS funding in the amount of $32,143,188; fiscal 2018 weapons procurement (Navy) in the amount of $27,053,441; and fiscal 2016 weapons procurement (Navy) in the amount of $870,615 will be obligated at time of award, and funds in the amount of $870,615 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Spectrum Federal Solutions LLC, St. Louis, Missouri, is awarded a maximum $40,581,864 firm-fixed-price, indefinite-delivery/indefinite-quantity, single award task order contract for certified athletic trainer services to support service members of the Marine Corps Operating Forces and entry level training locations in support of the Sports Medicine and Injury Prevention Program.  Work will be performed at various locations within the contiguous U.S. (90 percent); and outside the contiguous U.S. (10 percent), and is expected to be completed as of Sept. 27, 2023.  Initial task orders using fiscal 2018 operations and maintenance funds in the amount of $879,514 will be obligated upon award and will not expire at the end of the current fiscal year.  The contract was competitively procured via the Federal Business Opportunities website, with eight offers received.  The Naval Medical Logistics Command, Fort Detrick, Maryland, is the contracting activity (N62645-18-D-5057).

 

Burns & McDonnell Engineering Co. Inc., Kansas City, Missouri, is awarded a $35,000,000 firm-fixed-price modification under a previously awarded contract (N69450-16-D-0100) to increase the maximum dollar value of an indefinite-delivery-indefinite-quantity contract for professional architectural and engineering services at various locations within the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR).  The work to be performed provides for preparation of design/build request for proposals and other design services.  After award of this modification, the total cumulative contract value will be $65,000,000.  Work will be performed in the NAVFAC Southeast AOR, including but not limited to, Georgia (70 percent); Florida (15 percent); and the remainder within the NAVFAC Southeast AOR (15 percent).  The term of the contract is not to exceed 60 months with an expected completion date of August 2021.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by operation and maintenance (Navy) funds.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Environmental Chemical Corp., Burlingame, California, is awarded $22,277,221 for firm-fixed-price task order N6945018F0080 under a previously awarded multiple award construction contract (N62470-13-D-6020) for construction of Hurricane Irma Phase 2 repairs at Naval Air Station Key West. The work to be performed provides for design and construction for Hurricane Irma repairs to 28 facilities located at three sites at Naval Air Station Key West (Boca Chica Key, Truman Annex, and Trumbo Point Annex).  Work also includes any and all ancillary and incidental mechanical and electrical support services needed to accomplish required work including, but not limited to, disconnects, temporary reconnects, removals, extensions, modifications, alterations, reinstalls, new components, and permanent reconnects necessary for functional operation.  Work will be performed in Key West, Florida, and is expected to be completed by February 2020.  Fiscal 2018 operations and maintenance (Navy); and fiscal 2018 Navy working capital funds in the amount of $22,277,221 are obligated on this award, of which $17,393,745 will expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Technical Systems Integration Inc.,* Chesapeake, Virginia, is awarded a $10,585,142 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for depot-level repair, overhaul, and modification for the MK-105 magnetic minesweeping gear.  The MK105 Magnetic Influence Minesweeping System is a high-speed catamaran hydrofoil platform which is towed behind the MH-53E helicopter and is used to sweep magnetic influence mines.  This contract includes options which, if exercised, would bring the cumulative value to $54,044,081.  Work will be performed in Panama City, Florida, and is expected to be completed by August 2019.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $2,657,763 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with three offers received.  The Naval Surface Warfare Center Panama City Division, Panama City Beach, Florida, is the contracting activity (N61331-18-D-0011).

 

MSE Group LLC,* San Antonio, Texas, is awarded a maximum amount $10,000,000 indefinite-delivery/indefinite-quantity architect-engineering contract for professional hazardous material and waste management environmental compliance and engineering services in the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR).  A task order in the amount of $15,659 is being awarded to prepare Emergency Planning and Community Right-To-Know Act Sections 312 and 313 regulatory requirements for reporting year 2018 at Naval Support Activity Panama City, Florida.  Work for this task order is expected to be completed by July 2019.  All work on this contract will be performed at various Navy and Marine Corps installations in the NAVFAC Southeast AOR.  The term of the contract is not to exceed 60 months with an expected completion date of August 2023.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $15,659 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operations and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-18-D-0119).

 

Raytheon Co., Tucson, Arizona, is awarded $9,265,164 for cost plus-fixed-fee delivery order N0001918F2046 against a previously issued basic ordering agreement (N00019-15-G-0003).  This order provides for the Tomahawk Block IV recertification validation and verification, an actuator control unit desiccant, and nitrile O-ring cost risk analysis.  Work will be performed in Walled Lake, Michigan (37.32 percent); Clearwater, Florida (24.80 percent); Gainesville, Virginia (14.89 percent); Dublin, Georgia (7.13 percent); Tempe, Arizona (4.88 percent); Kansas City, Missouri (2.89 percent); Tucson, Arizona (2.22 percent); Spanish Fork, Utah (1.46 percent); Pacoima, California (1.26 percent); Santa Ana, California (0.77 percent); Valencia, California (0.68 percent); Midland, Ontario, Canada (0.37 percent); Chandler, Arizona (0.30 percent); Burlington, Vermont (0.30 percent); San Jose, California (0.24 percent); Albuquerque, New Mexico (0.13 percent); Middleton, Pennsylvania (0.05 percent); Mosheim, Tennessee (0.05 percent); and various locations within the United States (0.26 percent), and is expected to be completed in August 2019.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $276,088 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Comtech Systems Inc., Orlando, Florida, is awarded a $9,088,124 firm-fixed-price contract for equipment and services for the upgrade and sustainment of the Iraqi Navy Command, Control, Communications, Computers, and Intelligence Surveillance and Reconnaissance Maritime Surveillance System in support of authorized U.S. security assistance and security cooperation programs.  This contract involves Foreign Military Sales (FMS) to the government of Iraq.  Work will be performed in Orlando, Florida; and Iraq, and is expected to be completed by September 2021.  FMS funds in the amount of $9,088,124 will be placed on contract and obligated at the time of award. Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. ode. 2304(c)(4).   The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N0003918C0018).

 

AIR FORCE

 

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a $123,000,000 firm-fixed-price, cost-plus-fixed-fee contract for the France 3rd/4th Systems MQ-9 Block 5 procurement program. Work will be performed in Poway, California, and is expected to be completed May 1, 2020. This award is the result of a sole-source acquisition and involves foreign military sales to the government of France. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-18-C-2002).

 

DynCorp International LLC, Fort Worth, Texas, has been awarded a $23,749,308, firm-fixed-price contract for executive airlift maintenance support. This contract provides for services to support all management, personnel, equipment and services necessary to perform fixed-wing flight line and back shop maintenance for 89th Airlift Wing aircraft, as well as back shop support services to 811th Operations Group rotary-wing aircraft.  The location of performance is Joint Base Andrews, Maryland. The period of performance is Sept. 1, 2018 through Feb. 29, 2024, for a base year with four one-year option periods and an additional six-month option period to extend services in accordance with Federal Acquisition Regulation 52.217-8. This award is the result of a competitive acquisition and two offers were received. Fiscal 2018 operations and maintenance funds in the amount of $23,749,308, are being obligated at the time of award. Air Force District of Washington, Joint Base Andrews, Maryland, is the contracting activity (FA7014-18-F-5045).

 

Arctic Slope Regional Corp. Communications Ltd., Beltsville, Maryland, has been awarded a $20,000,000 bilateral modification (P00022) to contract FA3002-16-C-0004 for contract deliverable for local purchases and services. This modification increases the cumulative annual not-to-exceed ceiling on allowable local purchases and services from $15,000,000 to $35,000,000 to support fiscal 2018 wing requirements under the basic contract.  Work will be performed at Vance Air Force Base, Oklahoma. Total cumulative face value of the contract is $227,991,904. The 338th Specialized Contracting Squadron, Joint Base San Antonio-Randolph, Texas is the contracting activity.

 

Leidos, Inc., Reston, Virginia, has been awarded a $15,246,130 ceiling cost-reimbursement contract for high energy combinable fiber laser advanced research effort. This contract seeks to advance the development and demonstration of high-energy laser sources for developing and delivering novel solutions for the next-generation airborne laser weapons. This contract award is the result of a competitive acquisition for which two offers were received. Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be completed by Aug. 22, 2023.  Fiscal 2018 research, development, test and evaluation funds in the amount of $1,078,715 will be obligated at the time of award. Air Force Research Laboratory, Kirtland AFB, New Mexico is the contracting activity.

 

ARMY

 

PAE Government Systems Inc., Arlington, Virginia, was awarded a $63,118,640 modification (P00007) to Foreign Military Sales (Afghanistan) contract W56HZV-17-C-0117 for national maintenance strategy - ground vehicle support. Work will be performed in Hkia, Afghanistan, with an estimated completion date of Aug. 30, 2022. Fiscal 2017 other procurement, Army funds in the amount of $63,118,640 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Vista Technology Services Inc.,* McLean, Virginia, was awarded a $23,429,947 firm-fixed-price contract for installation status reporting. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 27, 2023. Black & Veatch Special Projects Corp., Overland Park, Kansas, was awarded a $22,000,000 firm-fixed-price contract for architect and engineer services for military projects at the National Air and Space Intelligence Center campus at Wright-Patterson Air Force Base, Ohio. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 23, 2023. Booz Allen Hamilton, McLean, Virginia, was awarded a $16,805,116 cost-plus-fixed-fee contract for non-personal cybersecurity support services. One bid was solicited with one bid received. Work will be performed in Fort Huachuca, Arizona, with an estimated completion date of March 2, 2019. Fiscal 2018 operations and maintenance Army funds in the amount of $5,430,908 were obligated at the time of the award. Raytheon/Lockheed Martin Javelin JV, Tucson, Arizona, was awarded a $14,300,052 modification (0003 11) to contract W31P4Q-17-D-0005 for Javelin Weapon System modernization engineering development. Work will be performed in Tucson, Arizona, with an estimated completion date of Sept. 30, 2020. U.S. SPECIAL OPERATIONS COMMAND

 

Sierra Nevada Corp., Sparks, Nevada, was awarded a maximum $47,012,708 single award, indefinite-delivery/indefinite-quantity contract (H92401-18-D-0006) for Tactical Radio Application Extension (TRAX) and Android TRAX software sustainment and support, which includes software assurance, maintenance, integration, training, aircraft demonstrations, exercise support for the fielded systems and field service representative services in support of U.S. Special Operations Command (USSOCOM).  Fiscal 2018 operations and maintenance funds in the amount of $3,223,879 are being obligated at time of award of the first delivery order.  The work will be performed primarily at the Sierra Nevada Corp. facility and USSOCOM mission units and performance is expected through August 2023.  USSOCOM, Tampa, Florida, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

The Boeing Co., Ridley Park, Pennsylvania, has been awarded a maximum $14,346,458 firm-fixed-price delivery order (ZB94) against a five-year contract (SPE4A1-14-G-0007) for shaft assemblies. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-time buy with no option periods. Location of performance is Pennsylvania, with a May 31, 2025, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama.
