Contracts For Sept. 12, 2018

NAVY

 

The Boeing Co., Seattle, Washington, is awarded $194,517,924 for modification P00126 to a previously awarded firm-fixed-price contract (N00019-14-C-0067) for P-8A Aircrew Training System production concurrency upgrades in support of the Navy and the government of Australia.  The training system upgrades are required for training devised to be ready for initial training to meet future mission capabilities.  Work will be performed in Jacksonville, Florida (50 percent); Whidbey Island, Washington (30 percent); Adelaide, Australia (10 percent); Dallas, Texas (5 percent); and St. Louis, Missouri (5 percent), is expected to be completed in September 2023.  Fiscal 2016 aircraft procurement (Navy); and cooperative agreement funds in the amount of $194,517,924 will be obligated at time of award, $154,776,918 of which will expire at the end of the current fiscal year.  This modification combines purchase for the Navy ($154,776,918; 80 percent); and the government of Australia ($39,741,006; 20 percent) under a cooperative agreement.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

 

D.L. Martin Co.,* Mercersburg, Pennsylvania (N64498-18-D-4012); Epsilon Systems Solutions Inc.,* Portsmouth, Virginia (N64498-18-D-4013); GSE Dynamics Inc.,* Hauppauge, New York (N64498-18-D-4014); and Rhoads Industries, Philadelphia, Pennsylvania (N64498-18-D-4015), are each awarded a $14,500,000 ceiling firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award service contract to support the assembly and test services for submarine mast, antenna, periscope and communication systems hull, mechanical and electrical assemblies. Work is expected to be performed at various Navy bases, ship yards, repair facilities and contractor facilities in the continental U.S.. The work under this multiple-award contract will contain a five-year ordering period and is expected to be completed by September 2023. Fiscal 2018 operations and maintenance (Navy) funding in the total amount of $25,000 will be obligated at time of award on the four initial task orders and funds will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with four offers received. The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

 

Leebcor Services LLC, Williamsburg, Virginia, is awarded $12,710,399 firm-fixed-price task order N6945018F0731 under a previously awarded multiple award construction contract (N69450-16-D-1113) for the construction of Naval Operational Support Center (NOSC) at Fort Gordon.  The work to be performed includes the construction of a single-story NOSC, which shall serve as the Navy Reserve headquarters, training, operations, medical service center and gathering location.  Work will be performed in Augusta, Georgia, and is expected to be completed by January 2020.  Fiscal 2018 military construction (Navy Reserve) contract funds in the amount of $12,710,399 are obligated on this award and will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

AIR FORCE

 

Quanterion Solutions Inc., Utica, New York, has been awarded a $31,651,414 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for the Homeland Defense and Security Information Analysis Center basic center operations. This contract provides the Defense Technical Information Center centralized operation of Department of Defense services, databases, systems, or networks for the acquisition, storage, retrieval, and dissemination of scientific and technical information supporting DoD research and development, engineering, analysis, and studies programs.  Work will be performed in Utica, New York, and is expected to be completed Sept. 27, 2019.  This award is the result of a competitive acquisition, and three offers were received.  Fiscal 2017 and 2018 research and development funds in the amount of $1,651,414 are being obligated at time of award.  Air Force Installation Contracting Agency, Offutt Air Force Base, Nebraska, is the contracting activity (FA8075-18-D-0029).

 

DEFENSE LOGISTICS AGENCY

 

Maytag Aircraft Corp., Colorado Springs, Colorado, has been awarded a maximum $20,950,164 firm‐fixed‐price contract for alongside aircraft refueling services. This is a four‐year base contract with one five‐year option period. This was a competitive acquisition with five responses received. Locations of performance are Colorado and Cuba, with a Jan. 31, 2023, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE603‐18‐C‐5027).

 

ARMY

 

Complete Mobile Dentistry Inc.,* Windsor, Wisconsin, was awarded a $15,074,309 firm-fixed-price contract for dental services. Bids were solicited via the internet with 21 received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 30, 2023. U.S. Army Health Contracting Activity, San Antonio, Texas, is the contracting activity (W81K04-19-D-0001).

 

Del Valle Group S.P., Toa Baja, Puerto Rico, was awarded a $14,294,000 firm-fixed-price contract for dam, spillway and channel reinforcement. Bids were solicited via the internet with two received. Work will be performed in Isabella, Puerto Rico, with an estimated completion date of May 8, 2019. Fiscal 2018 operations and maintenance Army funds in the amount of $14,294,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-18-C-0025).

Burgess & Niple-Heapy LLC, Columbus, Ohio, (W9124C-18-D-0003); Stantec Consulting Services Inc., Raleigh, North Carolina (W9124C-18-D-0004); and Garver LLC, North Little Rock, Arkansas (W9124C-18-D-0005), will compete for each order of the $10,000,000 firm-fixed-price contract for architectural and engineering services. Bids were solicited via the internet with nine received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 12, 2023. U.S. Army Mission and Installation Contracting Command, Fort Jackson, South Carolina, is the contracting activity.

 

Matrix Providers,* Denver, Colorado, was awarded a $7,385,915 firm-fixed-price contract for nursing services. Bids were solicited via the internet with 12 received. Work will be performed in Honolulu, Hawaii, with an estimated completion date of Sept. 30, 2020. Fiscal 2019 defense house program funds in the amount of $7,385,915 were obligated at the time of the award. U.S. Army Health Contracting Activity, San Antonio, Texas, is the contracting activity (W81K02-18-F-0154).
