Contracts For March 5, 2021

AIR FORCE

The Perduco Group Inc., Beavercreek, Ohio, has been awarded a ceiling $500,000,000 indefinite-delivery/indefinite-quantity Small Business Innovation Research Phase III contract for tradespace analysis support.  This contract provides for filling critical analysis gaps in acquisitions and increase the rigor of Space Force and Air Force, Army, Navy, and other Department of Defense entities in resourcing decisions towards them.  Work will be primarily performed in Colorado Springs, Colorado, and is expected to be completed by Dec. 31, 2025.  Fiscal 2020 and 2021 research, development, test and evaluation funds; fiscal 2021 operation and maintenance funds; and fiscal 2021 space procurement funds in the total amount of $4,865,594 are being obligated at the time of award.  Space Acquisition Management Directorate, Peterson Air Force Base, Colorado, is the contracting activity (FA2544-21-D-0001). ARMY

Armtec Defense Products Co., Coachella, California, was awarded a $207,659,016 firm-fixed-price contract for Modular Artillery Charge Systems M231/M232-series combustible case assemblies for 155mm propelling charges.  Bids were solicited via the internet with one received.  Work locations and funding will be determined with each order, with an estimated completion date of March 5, 2026.  U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity (W15QKN-21-D-0005).

Alloy Surfaces Co. Inc., Chester, Pennsylvania, was awarded a $28,823,677 firm-fixed-price contract to produce, test, inspect, package and deliver M211 infrared countermeasure decoys and MJU-50A/B and MJU-51A/B infrared countermeasure flares.  Bids were solicited via the internet with one received.  Work locations and funding will be determined with each order, with an estimated completion date of March 5, 2026.  U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity (W15QKN-21-D-0014).

Thoma-Sea Marine Constructors LLC, Lockport, Louisiana, was awarded a $15,778,147 firm-fixed-price contract to acquire a new diesel electric-hybrid vessel for the New York District of the U.S. Army Corps of Engineers.  Bids were solicited via the internet with two received.  Work will be performed in Houma, Louisiana, with an estimated completion date of Feb. 28, 2023.  Fiscal 2021 revolving funds in the amount of $15,778,147 were obligated at the time of the award.  U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-21-C-0012).

Horst, Terrill & Karst Architects PA, Topeka, Kansas, was awarded a $10,000,000 firm-fixed-price contract for architect and engineering services for Kansas Air National Guard projects at Forbes Field Air Force Base, Kansas; and other Army National Guard projects at Fort Leavenworth and Fort Riley, Kansas.  Bids were solicited via the internet with three received.  Work locations and funding will be determined with each order, with an estimated completion date of March 7, 2026.  U.S. Property and Fiscal Office, Kansas, is the contracting activity (W912JC-21-D-5702).

NAVY

Advancia Aeronautics LLC,* Milwaukee, Wisconsin, is awarded a $48,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract.  This contract provides Severe Acute Respiratory Syndrome Coronavirus 2 collection kits, laboratory operation and testing site standup, including all necessary support services to provide on-site COVID-19 screening testing capability for asymptomatic personnel for the purpose of establishing infection rates and mitigating the risk of spread across the Naval Air Systems Command enterprise.  Work will be performed in various locations within the continental U.S., and is expected to be completed in December 2021.  No funds will be obligated at time of award; funds will be obligated on individual orders as they are issued.  This contract was competitively procured as a small business set-aside; 18 bids were received.  The Commander, Fleet Readiness Centers, Patuxent River, Maryland, is the contracting activity (N68520-21-D-0003).

American Rheinmetall Munition Inc., Stafford, Virginia, is awarded a $16,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for grenade first article units, nine-bang flash bang diversionary hand grenades production units, inert diversionary grenades and cutaway diversionary grenades.  This procurement is for grenade first article unit and the nine-bang flash bang grenades that are sound and flash devices, producing an intense light and sound display, used as a non-lethal means to distract and disorient in hostile environments that require less than lethal force.  Inert and cutaway of the production units will be used for demonstration and teaching purposes.  This procurement is in support of the U.S. Special Operations Command.  Work will be performed in Trittau, Germany, and is expected to be completed by March 2026.  Fiscal 2021 ammunition procurement (Navy and Marine Corps) funding in the amount of $399,696 will be obligated at the time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured on the basis of full and open competition and three offers were received via the beta.SAM.gov website.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contract activity (N00164-21-D-JR77).

General Dynamics Electric Boat, Groton, Connecticut, is awarded a $13,420,686 cost-plus-fixed-fee modification to previously awarded contract N00024-21-C-2103 to exercise an option for engineering and technical design effort to support research and development concept formulation for current and future submarine platforms.  Work will be performed in Groton, Connecticut (96.1%); Bremerton, Washington (1.7%); Kings Bay, Georgia (1.7%); and Newport, Rhode Island (.5%), and is expected to be completed by September 2021.  Fiscal 2021 research, development, test and evaluation (Navy) funding in the amount of $250,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured and is a sole-source award pursuant to 10 U.S. Code 2304(c)(3) – Industrial Mobilization.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-21-C-2103).

U.S. TRANSPORTATION COMMAND

Delaware River Stevedores Inc. was awarded a $37,411,312 firm-fixed-price, indefinite-delivery/indefinite quantity contract (HTC711-21-D-R002) for stevedoring and related terminal services to the 597th Transportation Brigade, 841st Transportation Battalion.  Work will be performed at the Port of Philadelphia, Packer Avenue Marine Terminal, Philadelphia, Pennsylvania.  The contract period of performance is from March 15, 2021, to March 14, 2026.  U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

Ernst & Young LLP, New York, New York, has been awarded a firm-fixed-price and labor hour modification (P00008) for task order HTC711-19-F-D015 in the amount of $10,622,808 to provide continued non-personal services to the U.S. Transportation Command.  Work will be performed at Scott Air Force Base, Illinois.  The option period of performance is from April 1, 2021, to March 31, 2022.  This modification brings the total cumulative face value of the contract to $23,324,249 from $12,701,441.  The U.S. Transportation Command, Directorate of Acquisition, Scott AFB, Illinois, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Palmetto State Utility Services Inc., Columbia, South Carolina, has been awarded a $7,704,732 modification (P00151) to a 50-year contract (SP0600-07-C-8251) with no option periods for water and wastewater utility services.  This is a fixed-price with economic-price-adjustment contract.  Location of performance is South Carolina, with a Feb. 15, 2058, performance completion date.  Using military service is Army.  Type of appropriation is fiscal year 2008 through 2058 Army operation and maintenance funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Pharmalogistics Ltd.,* Mundelein, Illinois (SPE2DX-18-D-0003/P00002); and Inmar Rx Solutions Inc., Grand Prairie, Texas (SPE2DX-18-D-0004/P00003), are sharing a maximum $45,000,000 modification exercising the 30-month option period of a 30-month base contract with one 30-month option period under solicitation SPE2DX-18-R-0001 to process returns and disposals of expired and unneeded pharmaceuticals for the pharmaceutical reverse distribution program.  This is a fixed-price, indefinite-delivery/indefinite-quantity contract.  Location of performance is Illinois, with a Sept. 30, 2023, ordering period end date.  Using customers are Army, Air Force, Navy, Marine Corps, Coast Guard and other federal civilian agencies.  Type of appropriation is fiscal 2021 through 2023 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
