Contracts For March 22, 2021

NAVY

StandardAero, San Antonio, Texas, is awarded a $148,948,945 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract procures T56 engine depot level repairs in support of the P-3 Orion, C-130 Hercules and C-2A Greyhound aircraft. Work will be performed in San Antonio, Texas (75%); and Winnipeg, Canada (25%), and is expected to be completed in March 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; two offers were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N6833521D0048).

Clark Construction Group LLC, Bethesda, Maryland, is awarded a $78,981,000 firm-fixed-price construction contract for construction of the Wargaming Center at Marine Corps Base Quantico, Virginia.  The contract is incrementally funded with the first increment of $61,810,155 allocated at the time of award. The second increment will be funded in fiscal 2022 at $17,170,845. The contract also contains one unexercised option, which if exercised, would increase cumulative contract value to $81,265,250. The work to be performed provides for construction of a new two-story academic instruction facility to support the wargaming function at Marine Corps Base Quantico, Virginia. Work will be performed in Quantico, Virginia, and is expected to be completed by June 2023. Fiscal 2020 military construction (Navy) contract funds in the amount of $61,810,155 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.SAM.gov website with 15 proposals received. Naval Facilities Engineering Systems Command Washington, D.C., is the contracting activity (N40080-21-C-0005).

Core Tech-HDCC-Kajima LLC, Tamuning, Guam, is awarded a $75,586,438 firm-fixed-price contract for the design and construction of a distribution warehouse and a central issue facility at Marine Corps Base Guam. The contract also contains two unexercised options, which if exercised, would increase cumulative contract value to $79,133,723. The work to be performed provides for the design and construction of a warehouse to support the supply, food service, and medical logistics detachments with administrative, storage, inspection, packaging, and pharmacy spaces; and a low-rise facility that includes individual and unit issue storage and processing areas. The options, if exercised, provide for furniture, fixtures, and equipment. Work will be performed in Finegayan, Guam, and is expected to be completed by March 2024. Fiscal 2021 military construction (Navy) contract funds in the amount of $75,586,438 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.SAM.gov website with five proposals received. Naval Facilities Engineering Systems Command Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-21-C-1335).

Raytheon Co., Indianapolis, Indiana, is awarded $63,301,453 for a ceiling-priced delivery order (N00383-21-F-N700) under a previously awarded basic ordering agreement (N00383-18-G-N701) for the repair of the APG-65/73 radar systems in support of the F/A-18 aircraft. All work will be performed in Indianapolis, Indiana, and is expected to be completed by March 2023. Fiscal year 2021 working capital (Navy) funds in the amount of $31,017,711 will be obligated at the time of award, and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement under authority 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. 

Reyes Construction Inc., Pomona, California, is awarded a $16,245,116 firm-fixed-price modification to increase the maximum dollar value of task order N6247320F4582 for the construction of ordnance magazines and an inert storage facility at the Naval Air Weapons Station China Lake, California. After award of this modification, the total cumulative task order value will be $117,266,775. The work to be performed provides forklift ramps and loading docks to all the modular storage magazines. Work will be performed in Ridgecrest, California, and is expected to be completed by May 2023. Fiscal 2020 military construction (Navy) funds in the amount of $16,245,116 are obligated on this modification, and will not expire at the end of the current fiscal year. Naval Facilities Engineering Systems Command, China Lake, California, is the contracting activity (N62473-18-D-5862).

Raytheon Technologies Corp., Pratt and Whitney Military Engines, East Hartford, Connecticut, is awarded a $10,246,288 fixed-price-incentive-fee, cost-plus-fixed-fee, firm-fixed-price order (N0001921F0018) against a previously issued basic ordering agreement (N0001917G0005). This order provides program support to deliver F135 propulsion systems for non-U.S. Department of Defense (DOD) participants. Work will be performed in East Hartford, Connecticut, and is expected to be completed in July 2023. Non-U.S. DoD participant funds in the amount of $10,246,288 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., Huntington Beach, California, is awarded a $9,473,047 cost-plus-fixed-fee contract.  This contract provides correction of deficiency software builds for increment three acoustics integration and testing for the P-8A aircraft. Work will be performed in Huntington Beach, California (80%); Patuxent River, Maryland (10%); and California, Maryland (10%), and is expected to be completed in February 2024. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $1,600,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001921C0034). 

Garcia Information Systems Corp.,* White Plains, Maryland, is awarded an $8,095,830 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for engineering, technical, administrative, and programmatic management support for total life cycle management of the various aircrew escape systems managed under the Joint Program Office for Cartridge Actuated Device/Propellant Actuated Device tri-service charter. Work will be performed in White Plains, Maryland, and is expected to be completed by September 2025. Fiscal 2021 Navy working capital funding of $500 will be obligated on the first task order at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured and in accordance with 10 U.S. Code 2304(c)(1) (only a limited number of responsible sources will satisfy agency requirements). The Naval Surface Warfare Center Indian Head Division, Indian Head, Maryland, is the contracting activity (N00174-21-D-0016). 

ARMY

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $90,687,678 cost-plus-fixed-fee contract for engineering, analysis, test, and technical support services for the H-60 product line. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 25, 2026. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W911W6-21-D-0001).

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $68,614,726 modification (P00132) to contract W56HZV-17-C-0067 for Abrams systems technical support. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of March 21, 2022. Fiscal 2021 Army procurement appropriation funds in the amount of $68,614,726 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $30,959,224 modification (P00181) to contract W58RGZ-17-C-0009 for procurement of nine Army UH-60M and 15 Army HH-60M aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2023. Fiscal 2021 aircraft procurement, Army funds in the amount of $30,959,224 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

CALIBRE Systems Inc., Alexandria, Virginia, was awarded a $10,959,038 cost-plus-fixed-fee contract to provide technical support services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 21, 2026.
