DEFENSE LOGISTICS AGENCY

Raytheon Technologies, Fairdale, Kentucky (SPE7MX-21-D-0057, $88,800,000); and Raytheon Technologies, Indianapolis, Indiana (SPE7MX-21-D-0058, $24,000,000), have each been awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPE7MX-20-R-0130 for various consumable electronic components. These were sole-source acquisitions using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. They are three-year base contracts with one three-year option period and one four-year option period. Locations of performance are Kentucky and Indiana, with an April 1, 2024, ordering period end date. Using customers are Air Force, Army, Coast Guard, Navy, and foreign military services worldwide. Type of appropriation is fiscal 2021 through 2024 defense working capital funds and foreign military sales. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio. Karla’s and Emma’s Knits LLC,* Brooklyn, New York, has been awarded a maximum $27,576,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPE1C1-20-R-0162 for Lot 1 multi-ply face covers. This was a competitive acquisition with 30 responses received. This is a two-year contract with no option periods. Location of performance is New York, with an April 6, 2023, ordering period end date. Using customers are Army, Civil-Military Operations and National Guard. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-21-D-1446).

Golden Manufacturing Co. Inc.,* Golden, Mississippi, has been awarded a maximum $22,633,569 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for trousers. This is a two-year base contract with one two-year option period. This was a competitive acquisition with nine responses received. Location of performance is Mississippi, with an April 6, 2023, ordering period end date. Using military services are Army and Air Force. Type of appropriation is fiscal 2021 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-21-D-1456).


NAVY

Weston Solutions Inc., West Chester, Pennsylvania, is awarded a $16,940,210 firm-fixed-price task order (N4008021F4389) under previously-awarded contract N39430-20-D-2227 for the repair of fuel farm and tanks, Building 398, Marine Helicopter Squadron 1, Joint Base Anacostia-Bolling, Washington, D.C. Work will be performed in Washington, D.C., and is expected to be completed by March 2023. Fiscal 2020 operation and maintenance (Navy) funds in the amount of $16,940,210 will be obligated at time of award and will not expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Systems Command, Washington, D.C., is the contracting activity.

Massa Products Corp.,* Hingham, Massachusetts, was awarded a $13,763,310 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for support of SP24 navigation submarine program. This contract combines purchases for the U.S. government (33%); and the government of the United Kingdom (67%) under the Foreign Military Sales (FMS) program. Work will be performed in Hingham, Massachusetts, and is expected to be completed by April 2026. Fiscal 2021 other procurement (Navy) funds in the amount of $428,426 (33%); and FMS United Kingdom funds in the amount of $856,852 (67%) will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) — only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N0016421DGP65). (Awarded April 6, 2021)

Huntington Ingalls Industries, Newport News Shipbuilding Division, Newport News, Virginia, is awarded an $8,780,000 cost-plus-fixed-fee modification to the previously awarded contract N00024-16-C-4316 to continue performance of the repair, maintenance, and upgrade efforts on the USS Helena (SSN 725) dry-docking selected restricted availability. Work will be performed in Newport News, Virginia, and is expected to be completed by May 2021. Fiscal 2021 operation and maintenance (Navy) funds in the amount of $8,780,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) — only one responsible source and no other supplies or services will satisfy agency requirement. The Supervisor of Shipbuilding, Conversion, and Repair, Newport News, Virginia, is the contracting activity. 

ARMY

Andritz Hydro Corp., Charlotte, North Carolina, was awarded an $11,783,200 firm-fixed-price contract for updates to hydro-generating units at McNary Dam. Bids were solicited via the internet with three received. Work will be performed in Umatilla, Oregon, with an estimated completion date of Jan. 31, 2024. Fiscal 2021 civil construction funds in the amount of $700,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Walla Walla, Washington, is the contracting activity (W912EF-21-C-0012).

GC&V Construction LLC, Mims, Florida, was awarded a $7,698,840 firm-fixed-price contract for construction projects at the Dallas-Fort Worth National Cemetery. Bids were solicited via the internet with five received. Work will be performed in Dallas, Texas, with an estimated completion date of July 31, 2022. Fiscal 2021 civil construction funds in the amount of $7,698,840 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-21-C-0008).
