ARMY

AECOM Technical Services Inc., Los Angeles, California (W912DQ-21-D-3000); Arcadis U.S. Inc., Highlands Ranch, Colorado (W912DQ-21-D-3001); Black & Veatch - Geosyntec JV, Overland Park, Kansas (W912DQ-21-D-3002); Burns & McDonnell - EA JV, Kansas City, Missouri (W912DQ-21-D-3003); CDM Federal Programs Corp., Kansas City, Missouri (W912DQ-21-D-3004); HDR-OBG A JV, Kansas City, Missouri (W912DQ-21-D-3005); Jacobs Government Services Co., Arlington, Virginia (W912DQ-21-D-3006); Tetra Tech Inc., Kansas City, Missouri (W912DQ-21-D-3007); Weston Solutions Inc., West Chester, Pennsylvania (W912DQ-21-D-3008); and WSP USA Solutions Inc., Washington, D.C. (W912DQ-21-D-3009), will compete for each order of the $225,000,000 order-dependent contract for architect-engineer services. Bids were solicited via the internet with 10 received. Work locations and funding will be determined with each order, with an estimated completion date of April 15, 2028. U.S. Army Corps of Engineers, Kansas City, Missouri, is the contracting activity.

Penguin Computing Inc., Fremont, California, was awarded a $25,480,000 firm-fixed-price contract for commercially-available, production-grade, high-performance computer systems. Bids were solicited via the internet with three received. Work will be performed in Hancock, Mississippi, with an estimated completion date of Nov. 12, 2026. Fiscal 2021 other procurement, Army funds in the amount of $25,480,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity (W912DY-21-F-0126).

The Dutra Group, San Rafael, California, was awarded a $19,607,500 firm-fixed-price contract for West Coast dredging projects. Bids were solicited via the internet with two received. Work will be performed in Portland, Oregon, with an estimated completion date of Dec. 15, 2021. Fiscal 2021 civil operation and maintenance funds in the amount of $19,607,500 were obligated at the time of the award. U.S. Army Corps of Engineers, Portland, Oregon, is the contracting activity (W9127N-21-C-0019).

Weeks Marine, Cranford, New Jersey, was awarded a $7,551,500 firm-fixed-price contract for monitoring, observing and relocating endangered species. Bids were solicited via the internet with four received. Work will be performed in Brazos Island, Texas, with an estimated completion date of July 5, 2021. Fiscal 2021 civil operation and maintenance funds in the amount of $7,551,500 were obligated at the time of the award. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-21-C-0008). 

NAVY

Northrop Grumman Systems Corp., Military Aircraft Systems, Melbourne, Florida is awarded a $99,038,122 modification to a previously awarded fixed-price-incentive-firm contract (N0001918C1037). This modification adds scope to procure long lead items and associated services in support of the production and delivery of three E-2D Advanced Hawkeye aircraft for the government of France. Work will be performed in Syracuse, New York (27.3%); El Segundo, California (16.7%), Menlo Park, California (12.1%); Rolling Meadows, Illinois (9.3%); Woodland Hills, California (5.8%); Edgewood, New York (5.3%); Potez, Aire-sur-l'Adour, France (4.2%); Greenlawn, New York (4.2%); Marlborough, Massachusetts (2.9%); Owego, New York (2.5%); Clemmons, North Carolina (2.0%), Melbourne, Florida (1.5%); and various locations within the continental U.S. (6.2%), and is expected to be completed in April 2027.  Foreign Military Sales funds in the amount of $99,038,122 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Ultra Electronics Oceans Systems Inc., Braintree, Massachusetts, is awarded a $69,816,849 indefinite-delivery/indefinite-quantity contract containing firm-fixed-price provisions. This contract is for production of transducers and installation kits. Work will be performed in Quincy, Massachusetts (68%); and Hingham, Massachusetts (42%), and is expected to be completed by April 2026 (with the latest possible delivery taking place nine months thereafter). Fiscal 2021 other procurement (Navy) funds in the amount of $5,852,130 (95%); and fiscal 2021 operation and maintenance (Navy) funds in the amount of $321,867 (5%) will be obligated at time of award on the first delivery order, of which $321,867 will expire at the end of the current fiscal year. This contract was competitively procured using full and open competition via the beta.sam.gov website with one offer received. The Naval Undersea Warfare Center Division, Newport, Newport, Rhode Island, is the contracting activity (N66604-21-D-C100).

Marine Design Dynamics Inc., Washington, D.C. (N3220521D4139), is awarded a $29,831,879 indefinite-delivery/indefinite-quantity contract for engineering drawings in support of Military Sealift Command’s fleet of ships. This award will provide new and revised engineering selected record drawings required to be maintained by regulatory bodies and to maintain the command’s readiness. Work will be performed worldwide, with an expected completion date of May 31, 2026. The maximum dollar value, including the base period and six-month option to extend is $29,831,879. Working capital funds (Navy) in the amount of $3,500 are being obligated for the first order of fiscal 2021 at time of award. Additional orders may be placed throughout the five-year ordering period, and six-month option, if exercised. Funding for the fiscal year in which orders are place will be utilized at that time. This contract was competitively procured under solicitation number (N3220520R4139) via the government-wide point of entry beta.sam.gov contracting opportunities website and four timely offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220521D4139).

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded an $18,458,461 cost-plus-incentive-fee contract modification to previously awarded contract N00024-20-C-6117 to exercise an option for Foreign Military Sales (FMS) engineering services. This contract modification involves funding from the FMS program. Country name(s) are withheld due to international agreement. Work will be performed in Manassas, Virginia (65%); Clearwater, Florida (32%); Syracuse, New York (2%); and Marion, Florida (1%), and is expected to be completed by August 2030. FMS funds in the amount of $500,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

MISSILE DEFENSE AGENCY

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $65,931,843 sole-source, hybrid (cost-plus-incentive-fee/cost-plus-fixed-fee) contract modification (P00007) under Foreign Military Sales (FMS) Case JA-P-NCO contract HQ085121C0001. This modification extends performance and expands Aegis FMS in-scope work including Aegis Combat System computer program development and radar integration/test support services under new contract line item numbers.  The work will be performed in Moorestown, New Jersey.  The period of performance is from time of award through Dec. 31, 2022.  The total value of the contract increases from $58,596,372 by $65,931,843 to $124,528,215.  Case JA-P-NCO funds in the amount of $65,354,942 are being obligated at the time of award. The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
