AIR FORCE

Ball Aerospace & Technologies Corp., Beavercreek, Ohio, has been awarded a $91,020,870 cost-plus-fixed-fee contract for Trusted and Elastic Military Platforms and Electronic Warfare (EW) System Technologies (TEMPEST) Resilient and Agile Mission Systems (RAMS). This contract provides for the leveraging of current advances in open system architecture standards and approaches, commercial high-speed networking technologies, heterogeneous processing, precision timing, cybersecurity and cyber-resiliency, modeling and simulation, and advanced computing paradigms such as cloud infrastructure to enable advanced mission system capability. Work will be performed in Beavercreek, Ohio; and Boulder Colorado, and is expected to be completed April 5, 2026. This award is the result of a competitive acquisition and two offers were received. Fiscal 2020 research, development, test and evaluation funds in the amount of $1,000,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-21-C-1959).

Goodwill Industries of San Antonio Contract Services, San Antonio, Texas, has been awarded a $35,678,822 contract for the Total Force Service Center-San Antonio/DD-214 processing support. This contract provides for support of the Human Resource Contact Center, Financial Management Contact Center, and DD-214 certificate of release or discharge from active duty processing services. Work will be performed at Joint Base San Antonio (JBSA), Texas, and is expected to be completed April 30, 2026. This award is the result of a sole-source acquisition. Fiscal 2021, operation and maintenance funds in the amount of $1,684,049 are being obligated at the time of award. The 338th Enterprise Sourcing Squadron, JBSA, Texas, is the contracting activity (FA3002-21-C-0006). 

Yulista Services LLC, Huntsville, Alabama, has been awarded an $8,472,134 definitive contract to provide sustaining engineering services for the F-16 Advanced Integrated Defense Electronic Warfare Suite (AIDEWS) ALQ-211 weapon system. This contract involves Foreign Military Sales (FMS) to support air forces of Pakistan and Turkey. Procurement of this services will enhance operational safety, suitability, and effectiveness of the AIDEWS and bolster F-16 FMS fleets’ survivability against electromagnetic threats. Work will be performed in Huntsville, Alabama, and is expected to be completed April 22, 2026. This award is the result of a sole-source acquisition. FMS funds in the amount of $1,000,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8523-21-C-0002).

NAVY

The GBS Group,* Virginia Beach, Virginia (N64498-21-D-4015); General Dynamics Information Technology Inc., Fairfax, Virginia (N64498-21-D-4016); Green Expert Technology Inc.,* Haddonfield, New Jersey (N64498-21-D-4017); Life Cycle Engineering Inc., Charleston, South Carolina (N64498-21-D-4018); McKean Defense Group LLC, Philadelphia, Pennsylvania (N64498-21-D-2019); and NDI Engineering Co.,* Thorofare, New Jersey (N64498-21-D-4020) are each awarded cost-plus-fixed fee, indefinite-delivery/indefinite-quantity contracts for life-cycle engineering support services to ensure readiness and safety of naval surface combatant ships. The work to be performed includes all activities associated with various control systems, computer program development, testing, equipment harvesting and installation on both in-service and new ship construction. The maximum dollar value for all six contracts is $38,876,713. Each awardee will be awarded $100,000 (minimum contract guarantee per awardee) at contract award. Work will be performed in Philadelphia, Pennsylvania, and is expected to be completed by March 2026. Fiscal 2021 operation and maintenance (Navy) funding in the amount of $600,000 will be obligated at the time of award and will expire at the end of the current fiscal year. All other funding will be made available at the task order level as contracting actions occur. This contract was competitively procured via the Federal Business Opportunities website, with six offers received. Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

AGVIQ LLC,* Virginia Beach, Virginia, is awarded a $17,287,281 cost-plus-award-fee task order (N4008521F5037) under previously-awarded contract N62470-18-D-7012 for construction of a treatment system as a component of the Operable Unit 2 remedial actions at the former Naval Weapons Industrial Reserve Plant, Bethpage, New York. Work will be performed in Bethpage, New York, and is expected to be completed by April 2022. Fiscal 2021 environmental restoration (Navy) funds in the amount of $17,287,281 will be obligated at time of award and will expire at the end of the current fiscal year. This task order was competitively procured under the remedial action contract/multiple award contract, with two proposals received. The Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

ARMY

Penguin Computing Inc., Freemont, California, was awarded a $25,480,000 firm-fixed-price contract for balanced, commercially available, production-grade high-performing computing systems. Bids were solicited via the internet with three received. Work will be performed at Wright Patterson Air Force Base, Ohio, with an estimated completion date of Nov. 19, 2026. Fiscal 2021 other procurement, Army funds in the amount of $25,480,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity (W912DY-21-F-0135).

Navarro & Wright Consulting Engineers Inc., New Cumberland, Pennsylvania, was awarded a $25,000,000 firm-fixed-price contract for design services for civil works projects. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of April 22, 2026. U.S. Army Corps of Engineers, Huntington, West Virginia, is the contracting activity (W91237-21-D-0013).

Northrop Grumman Systems Corp., Huntsville, Alabama, was awarded an $11,615,782 modification (P00011) to contract W31P4Q-19-C-0003 for integrating air defense systems in Poland. Work will be performed in Huntsville, Alabama, with an estimated completion date of Dec. 31, 2025. Fiscal 2020 Foreign Military Sales (Poland) funds in the amount of $11,615,782 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

U.S. SPECIAL OPERATIONS COMMAND

Raytheon Intelligence & Space, McKinney, Texas, received a ceiling increase modification in the amount of $10,660,423 on a non-competitive, single award, indefinite-delivery/indefinite-quantity contract (H92241-16-D-0006) for lifecycle contractor services in support of the AN/ZSQ-2 Forward Looking Infra-red (FLIR) and Electro-Optical Sensor System (EOSS). The AN/ZSQ-2 FLIR and EOSS are currently installed on all MH-47 and MH-60 special operations aircraft assigned to the 160th Special Operations Aviation Regiment (Airborne) based in Fort Campbell, Kentucky. This modification raises the contract ceiling to $58,000,000. Ordering periods are scheduled to end on Sept. 30, 2021. The contract will be funded at the task order level with fiscal 2020 operation and maintenance; procurement; or research, development, test and evaluation funding. U.S. Special Operations Command, Tampa, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Federal Prison Industries,** Washington, D.C., has been awarded a $9,558,000 modification (P00007) exercising the second one-year option period of a one-year base contract (SPE1C1-19-D-F024) with two one-year option periods for working parkas. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Locations of performance are Washington, D.C., and Kentucky, with a May 2, 2022, ordering period end date. Using service is Navy. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

CORRECTION: The contract announced on April 9, 2021, for National Industries for the Blind,** Alexandria, Virginia (SPE1C1-21-D-B106), for $20,994,706 was announced with an incorrect award date. The correct award date is April 20, 2021.
