Contracts For May 17, 2021

AIR FORCE

AllCom Global Services, St. Louis, Missouri (FA8217-21-D-0010); Computer Sites Inc., Denver, Colorado (FA8217-21-D-0011); Eaton Corp., Raleigh, North Carolina (FA8217-21-D-0012); and MC Dean Inc., Tysons, Virginia (FA8217-21-D-0013), have collectively been awarded an $875,000,000 indefinite-delivery/indefinite-quantity contract for power conditioning and continuation interfacing equipment. This contract provides for the commercial design and purchase of uninterruptable power supplies for all federal entities. Work will be performed on federal installations worldwide, and is expected to be completed Dec. 31, 2031. This award is the result of a competitive acquisition and four proposals were received. Fiscal 2021 other procurement funds in the amount of $3,000 are being obligated to each contractor at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.

Boeing Co., Ridley Park, Pennsylvania, has been awarded a not-to-exceed $15,225,696 firm-fixed-price modification (P00048) to contract FA8739-18-C-5030 for Operational Flight Trainer design specification changes. This modification reduces the overall size dimensions of the Operational Flight Trainer to fit within existing Air Force training facilities. Work will be performed in Sesto Calende, Italy; and St. Louis, Missouri, and is expected to be completed April 30, 2024. Fiscal 2020 research, development, test, and evaluation funds in the amount of $5,196,417 are being obligated at the time of award. Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a $7,594,682 firm-fixed-price modification (P00002) to contract FA8682-21-C-0004 for 137 Lots 4 and 5 Long-Range-Anti-Ship Missiles and tooling and test equipment. This modification provides for initial spares of production parts being produced under the basic contract for future repairs. Work will be performed in Orlando, Florida, and is expected to be completed Sept. 20, 2024. Fiscal 2020 U.S. Navy (USN) weapon procurement funds in the amount of $76,087; fiscal 2021 USN weapon procurement funds in the amount of $5,241,135; fiscal 2020 U.S. Air Force missile procurement funds in the amount of $384,435; and Foreign Military Sales funds in the amount of $1,893,025 are being obligated at the time of award. Total cumulative face value of the contract is $424,771,696. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

CORRECTION: The task order referenced in the May 13, 2021, contract announcement of Tecolote Research Inc., Goleta, California, for $14,143,057, is incorrect. The task order number is FA8811-20-F-0001, not FA8811-20-F-4001.

NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a not-to-exceed $194,704,140 undefinitized contract modification (P00039) to a previously awarded cost-plus-incentive-fee contract (N0001919C0010). This modification adds scope to provide non-recurring engineering, integration and testing of the aircraft interface module in support of ASQ-239 electronic warfare/countermeasures system upgrades planned for F-35 Lot 17 aircraft deliveries for the Navy, Marine Corps, Air Force, and non-Department of Defense participants. Work will be performed in Nashua, New Hampshire (75%); and Fort Worth, Texas (25%), and is expected to be completed in April 2024. Fiscal 2021 research, development, test and evaluation (Air Force) funds in the amount of $3,500,000; and fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $3,500,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Textron Systems Corp., Hunt Valley, Maryland, is awarded a $17,246,349 firm-fixed-price order (N0001921F0315) against a previously issued basic ordering agreement (N0001921G0008). This order provides unmanned aircraft systems intelligence, surveillance, and reconnaissance data collection support services for the Department of Defense, other government agencies, and domestic and overseas contingency operations. Work will be performed in Hunt Valley, Maryland (20%); and various locations outside the continental U.S. (80%), and is expected to be completed in August 2024. Fiscal 2021 operation and maintenance (Navy) funds in the amount of $17,246,349 will be obligated at time of award, all of which will expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

Omni2Max Inc., La Mesa, California, is awarded an $8,732,464 firm-fixed-price with reimbursable elements contract (N3220521C2040) for long-term charter of one U.S.-flagged, Jones Act-compliant offshore supply vessel MV Ocean Valor that will provide support for logistics experimentation focused on fuel, stores, passengers, and ordnance delivery processes aboard small commercial platforms. This contract includes a 12-month base period with three 12-month option periods and one 11-month option period, which if exercised, would bring the cumulative value of this contract to $41,500,562. Work will be performed worldwide and is expected to be completed if all options are exercised, by May 15, 2026. Working capital funds (Navy) funds in the amount of $8,732,464 are obligated for fiscal 2021, and will expire at the end of the fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and three offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

ARMY

Jacobs Engineering Group Inc., Dallas, Texas (W912PP-21-D-0003); Huitt-Zollars & Michael Baker JV, Dallas, Texas (W912PP-21-D-0004); and Burns & McDonnell Engineering Company Inc., Kansas City, Missouri (W912PP-21-D-0005), will compete for each order of the $45,000,000 firm-fixed-price contract for architect-engineer vertical design services. Bids were solicited via the internet with 22 received. Work locations and funding will be determined with each order, with an estimated completion date of May 16, 2026. U.S. Army Corps of Engineers, Albuquerque, New Mexico, is the contracting activity.

Science Applications International Corp., Reston, Virginia, was awarded an $11,219,955 firm-fixed-price contract for intelligence surveillance and reconnaissance modernization support. Bids were solicited via the internet with one received. Work will be performed at Fort Belvoir, Virginia, with an estimated completion date of Dec. 31, 2021. Fiscal 2021 operation and maintenance, Army funds in the amount of $5,609,977 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W50NH9-21-F-0034).

BAE Systems Information and Electronics, Burlington, Massachusetts, was awarded a $9,652,584 cost-plus-fixed-fee contract to research, design and develop a Weapons Integrated Navigation System prototype. Bids were solicited via the internet with one received. Work will be performed in Burlington, Massachusetts, with an estimated completion date of July 13, 2024. Fiscal 2021 research, development, test and evaluation, Army funds in the amount of $2,300,173 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W912CG-21-C-0007).

Security Signals Inc.,* Cordova, Tennessee, was awarded an $8,840,496 firm-fixed-price contract for the Family of Hand Held Signals. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of April 30, 2025. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-21-F-0251).

Koontz Electric Co. Inc., Morrilton, Arkansas, was awarded a $7,955,558 firm-fixed-price contract for the Norfork Major Rehabilitation project. Bids were solicited via the internet with two received. Work will be performed in Salesville, Arkansas, with an estimated completion date of April 21, 2023. Fiscal 2018 funds in the amount of $7,955,558, funded through a sub-agreement with Southwest Power, were obligated at the time of the award.
