General Dynamics Mission Systems Inc., Taunton, Massachusetts, was awarded a $10,599,849 cost-plus-fixed-fee contract to procure system engineering and test services in support of the Tactical Network-Transport on the Move systems and equipment.  Bids were solicited via the internet with one received.  Work will be performed in Taunton, Massachusetts, with an estimated completion date of Jan. 22, 2022.  Fiscal 2019 and 2021 other procurement (Army) funds in the amount of $10,599,849 were obligated at the time of the award.  U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W15P7T-21-F-0009).

Wright Contracting Inc., Knoxville, Tennessee, was awarded an $8,390,000 firm-fixed-price contract to renovate a 23,200-square-foot facility to support dining and medical operations.  Bids were solicited via the internet with five received.  Work will be performed in Louisville, Tennessee, with an estimated completion date of June 22, 2022.  Fiscal 2021 Air National Guard sustainment, restoration and modernization funds in the amount of $8,390,000 were obligated at the time of the award.  U.S. Property and Fiscal Office, Tennessee, is the contracting activity (W50S98-21-C-0001).

CACI NSS LLC, Chantilly, Virginia, has been awarded a $45,088,976 firm-fixed-price task order for medical readiness logistics/program support services.  This contract provides for functional and technical support for the Manpower Equipment Force Packaging program and expeditionary/contingency medical equipment management operations.  Work will be performed at Scott Air Force Base, Illinois; Dupo, Illinois; Joint Base Andrews, Maryland; Travis AFB, California; Wright-Patterson AFB, Ohio; Kadena Air Base, Japan; Yokota AB, Japan; and a European location yet to be announced.  The work is expected to be completed Nov. 30, 2026.  Fiscal 2021 operation and maintenance funds in the amount of $8,048,688 are being obligated at the time of award.  The 763rd Enterprise Sourcing Squadron, Scott AFB, Illinois, is the contracting activity (FA4452-21-F-0035).

Arrowpak (Transport and Warehousing) Ltd., Brandon, United Kingdom (U.K.), has been awarded a ceiling of $8,000,000 requirements contract to provide furnishing management section services haulage, maintenance and repair services at Royal Air Force (RAF) Bases Feltwell, Lakenheath, Mildenhall and surrounding residential areas within the U.K.  Work is expected to be completed Sept. 30 2026.  This award is the result of a competitive acquisition with two offers received.  Fiscal 2022 operation and maintenance funds will be used to execute subsequent task orders with no funds being obligated at the time of award.  The 48th Contracting Squadron, RAF Lakenheath, U.K., is the contracting activity (FA5587-22-D-0001).

NAVY

Raytheon Missiles & Defense, Tucson, Arizona, is awarded a $136,470,802 firm-fixed-price contract for MK 15 close-in weapon system upgrades and conversions, system overhauls and associated hardware.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $344,400,000.  This contract combines purchases for the Navy (85%); and the government of South Korea (15%), under the foreign military sales (FMS) program.  Work will be performed in Louisville, Kentucky (33%); El Segundo, California (10%); Pittsburgh, Pennsylvania (6%); Williston, Vermont (5%); Tucson, Arizona (5%); Hauppauge, New York (2%); Andover, Massachusetts (2%); Melbourne, Florida (2%); Radford, Virginia (2%); Palo Alto, California (2%); Joplin, Missouri (1%); Tempe, Arizona (1%); Van Nuys California (1%); Anaheim, California (1%); Valencia, California (1%); Irvine, California (1%); East Syracuse, New York (1%); and various locations with less than 1% each (24% combined) and is expected to be completed by April 2024.  If all options are exercised, work will continue through September 2026.  Fiscal 2021 operation and maintenance (Navy) (61%) funds in the amount of $78,220,272; FMS (South Korea) (16%) funds in the amount of $20,314,585; 2021 shipbuilding and conversion (Navy) (10%) funds in the amount of $13,230,676; 2021 weapons procurement (Navy) (8%) funds in the amount of $9,825,994; and 2020 weapons procurement (Navy) (5%) funds in the amount of $6,279,275, will be obligated at time of award, of which, funding in the amount of $78,220,272 will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1); only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-21-C-5406).

Garry Jacques doing business as JCMCS,* Washington, D.C. (N40080-18-D-0025); RH Contracting Inc.,* Atlantic, Virginia (N40080-18-D-0026); Signature Renovations LLC,* Capitol Heights, Maryland (N40080-18-D-0027); Honu’Apo LLC,* Honolulu, Hawaii, (N40080-18-D-0028); Battle Creek Construction LLC,* La Plata, Maryland (N40080-18-D-0029); and ACTS-Meltech JV1 LLC,* Virginia Beach, Virginia, (N40080-18-D-0030), are awarded a combined $19,800,000 firm-fixed-priced, multiple award contract for new construction, repair, alteration, and related demolition for facilities within the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of operations (AO).  The total contract amount after exercise of this option will be $99,000,000.  No task orders are being issued at this time.  The work to be performed provides for repairs, new construction and alterations to shore facilities and utilities at Navy and Marine Corps facilities.  Additionally, work may include but is not limited to, engaging in installing and serving mechanical, electrical, plumbing, heating, air-condition, building equipment and other specialized trades.  Work will be performed within the NAVFAC Washington AO, including but not limited to, Washington, D.C. (40%); Virginia (40%); and Maryland (20%).  The term for this option is from June 2021, to June 2022.  Future task orders will be primarily funded by operation and maintenance (Navy); operation and maintenance (Marine Corps); Navy working capital funds; and military construction.  NAVFAC Washington, Washington, D.C., is the contracting activity.

Huntington Ingalls Inc., Pascagoula, Mississippi, is awarded an $8,357,473 cost-plus fixed-fee contract modification to previously awarded contract N00024-16-C-2415.  This effort is to provide long lead time material procurement and management services.  Work will be performed in Newport News, Virginia, and is expected to be completed by December 2022.  Funding in the amount of $8,357,473 will be obligated at time of contract modification release.  These contract funds in the amount of $8,357,473 will expire at the end of the fiscal 2023.  The Supervisor of Shipbuilding, Conversion and Repair, Gulf Coast, Pascagoula, Mississippi, is the contracting activity.
