Contracts For June 25, 2021

NAVY

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $735,903,127 modification (P00004) to previously awarded firm-fixed-price contract N00019-20-C-0047.  This modification increases the scope for nine Lot Five low rate initial production CH-53K heavy-lift aircraft and associated aircraft, programmatic and logistical support.  Work will be performed in Stratford, Connecticut (36.71%); Wichita, Kansas (9.86%); Salt Lake City, Utah (6.19%); St. Louis, Missouri (4.30%); Bridgeport, West Virginia (3.19%); Redmond, Washington (1.91%); Quebec, Canada (1.66%); Kent, Washington (1.63%); Rochester, United Kingdom (1.59%); Cudahy, Wisconsin (1.39%); Fort Walton Beach, Florida (1.19%); Jupiter, Florida (1.01%); various locations within the continental U.S. (CONUS) (27.37%); and various locations outside CONUS (2%), and is expected to be completed in December 2024.  Fiscal 2021 aircraft procurement (Navy) funds in the amount of $735,903,127 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

22nd Century Technologies Inc., Somerset, New Jersey (N66001-21-D-0118); Booz Allen Hamilton Inc., McLean, Virginia (N66001-21-D-0119); Coherent Technical Services Inc., Lexington Park, Maryland (N66001-21-D-0120); Deloitte & Touche LLP, Arlington, Virginia (N66001-21-D-0121); Effecture LLC, San Diego, California (N66001-21-D-0122); M.C. Dean Inc., Tysons Corner, Virginia (N66001-21-D-0123); McKean Defense Group LLC, Philadelphia, Pennsylvania (N66001-21-D-0124); Sentar Inc., Huntsville, Alabama (N66001-21-D-0125); Parsons Government Services Inc., Pasadena, California (N66001-21-D-0126); Science Applications International Corp., Reston, Virginia (N66001-21-D-0127), Solute Inc., San Diego, California (N66001-21-D-00128); and Scientific Research Corp., Atlanta, Georgia (N66001-21-D-0129), are awarded a $28,104,131 indefinite-delivery/indefinite-quantity, multiple-award contract with cost-plus-fixed-fee and cost-with-no-fee pricing for support including engineering and technical services for current and emergent afloat, ashore and airborne networks and systems that enable net-centric operations in naval, joint, allied and coalition operations.  This three-year contract includes four, one-year option periods which, if exercised, would bring the overall potential value of this contract to an estimated $68,037,938.  Work will be performed in San Diego, California (80%); Norfolk, Virginia (7%); and outside the continental U.S. (13%).  The period of performance of the base award is from July 12, 2021, through July 11, 2024.  If all options are exercised, the period of performance would extend through July 11, 2028.  No funds will be obligated at the time of award.  Fiscal 2021 funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operation and maintenance (Navy); other procurement (Navy); and aircraft procurement (Navy).  This contract was competitively procured via a request for proposal N66001-20-R-0002, published on beta.sam.gov and the Naval Information Warfare Systems e-commerce central website.  Fifteen offers were received and 12 were selected for award.  Naval Information Warfare Center, Pacific, San Diego, California, is the contracting activity.

Hexagon U.S. Federal Inc., Huntsville, Alabama, is awarded a $24,915,207 firm-fixed-price contract modification to previously awarded indefinite-delivery/indefinite-quantity contract N00024-19-D-4114 for engineering changes to situational awareness, boundary enforcement and response hardware.  Work will be performed in Huntsville, Alabama, and is expected to be completed by September 2023.  No funding will be obligated with this modification as funds would be obligated with subsequent delivery orders.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hatalom Corp.,* Orlando, Florida, is awarded a $20,810,678 firm-fixed-price, task order for the indoor simulated marksmanship trainer (ISMT) sustainment services.  The contractor will be required to provide all personnel, equipment, tools, materials, supervision and quality control necessary to perform the requirements.  The contractor will provide sustainment support services for the ISMT.  Work will be performed at multiple Marine Corps installations, and is expected to be completed by January 2026.  Fiscal 2021 operation and management (Marine Corps) funds in the amount of $1,937,801 will be obligated at the time of award.  Funds will expire Sept. 30, 2021.  This procurement is a competitive task order against the equipment related services multiple award task order contract M67854-21-D-8012 awarded to Hatalom on March 29, 2021.  The Marine Corps Systems Command, Training Systems, Orlando, Florida, is the contracting activity (M67854-21-F-8020).

Booz Allen Hamilton Inc., McLean, Virginia is awarded a $15,545,964 firm-fixed-price modification P00008 to previously awarded contract M67400-18-F-0065 to exercise Option Year Three for analysis support services for III Marine Expeditionary Force and Marine Corps Installations Pacific (MCIPAC).  Work will be performed in Okinawa, Japan, and is expected to be completed July 7, 2022.  Fiscal 2021 operation and maintenance (Marine Corps) funding in the amount of $15,545,964 will be obligated at the time of award and will expire at the end of the current fiscal year.  The MCIPAC Regional Contracting Office, Marine Corps Base Camp Butler, Okinawa, Japan, is the contracting activity.

ARMY

Peckham Vocational Industries Inc., Lansing, Michigan, was awarded a $109,088,195 hybrid (cost-fixed-fee, firm-fixed-price) contract for organizational clothing and individual equipment repair, cleaning, warehousing and distribution.  Bids were solicited via the internet with one bid received.  Work will be performed in Lansing, Michigan, with an estimated completion date of June 25, 2025.  Fiscal 2021 operation and maintenance (Army) funds in the amount of $26,908,212 were obligated at the time of the award.  U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-21-C-0118).

Clark/Bryne Aquatics JV, Houston, Texas, was awarded a $58,950,000 firm-fixed-price contract for construction of an aquatic tank facility.  Bids were solicited via the internet with six received.  Work will be performed in San Antonio, Texas, with an estimated completion date of Jan. 6, 2023.  Fiscal 2020 military construction (Army) funds in the amount of $58,950,000 were obligated at the time of the award.  U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-21-C-0012).

Donjon Marine Co. Inc., Hillside, New Jersey, was awarded a $24,464,820 firm-fixed-price contract for maintenance dredging.  Bids were solicited via the internet with three received.  Work will be performed in Staten Island, New York, with an estimated completion date of Oct. 7, 2021.  Fiscal 2014, 2015, 2016, 2018, 2019, 2020 and 2021 civil construction funds in the amount of $24,464,820 were obligated at the time of the award.  U.S. Army Corps of Engineers, New York, New York, is the contracting activity (W912DS-21-C-0007).

LS Marine Inc.,* St. Paul, Minnesota, was awarded a $14,728,550 firm-fixed-price contract for building of six islands, sand benches, marsh habitat and terrestrial plantings.  Bids were solicited via the internet with two received.  Work will be performed in St. Paul, Minnesota, with an estimated completion date of Oct. 31, 2023.  Fiscal 2021 civil construction funds in the amount of $14,728,550 were obligated at the time of the award.  U.S. Army Corps of Engineers, St. Paul, Minnesota, is the contracting activity (W912ES-21-C-0007).

Accenture Federal Services LLC, Arlington, Virginia, was awarded a $14,022,515 firm-fixed-price contract for management of a tracking and correspondence service and a managed service where the contractor administers the application and database.  Bids were solicited via the internet with six received.  Work will be performed in Arlington, Virginia, with an estimated completion date of Aug. 14, 2022.  Fiscal 2021 operation and maintenance (Army) funds in the amount of $14,022,515 were obligated at the time of the award.  U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-21-C-0025).

Inter-Coastal Electronics Inc., Mesa, Arizona, was awarded an $11,391,617 firm-fixed-price contract for the procurement of laser integrated field training systems, training and logistics support.  Bids were solicited via the internet with one received.  Work will be performed in Mesa, Arizona, with an estimated completion date of July 9, 2026.  Fiscal 2020 Foreign Military Sales (Taiwan) funds in the amount of $11,391,617 were obligated at the time of the award.  U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-21-C-0021).

DEFENSE INFORMATION SYSTEMS AGENCY

Comcast Government Services LLC, Reston, Virginia, was awarded a competitive firm-fixed-price, single award, indefinite-delivery/indefinite-quantity contract with a ceiling value of $71,606,000 for the Commercial Ethernet Gateway Region 5 to provide mission partner access, via Ethernet connections to the Department of Defense Information Network and to enable the replacement of legacy, time division multiplexing-based circuits.  The contract, with a $500 minimum guarantee, will be funded by fiscal 2021 operation and maintenance funds.  Primary performance will be at the contractor’s above-identified facility in Reston, Virginia, and government sites, as designated within the individual task orders, throughout the states of California and Nevada. Proposals were solicited via beta.sam.gov and four proposals were received.  The period of performance is 10 years, with a six-year base period and two 2-year option periods beginning June 30, 2021, through June 29, 2031.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1013-21-D-0005).

AIR FORCE

Work Services Corp., Wichita Falls, Texas, has been awarded a $20,907,051 firm-fixed-price modification (P00018) to contract FA3020-18-C-0013 for food services.  Work will be performed at Sheppard Air Force Base, Texas, and is expected to be completed June 30, 2022.  Fiscal 2021 operation and maintenance funds in the amount of $14,473,876 are being obligated at the time of award.  The total cumulative face value of the contract is $77,129,674.  The 82nd Contracting Squadron, Sheppard AFB, Texas, is the contracting activity.
