Contracts For July 26, 2021

AIR FORCE

Raytheon Technologies Corp., East Hartford, Connecticut, has been awarded a $212,053,200 delivery order against the F100 production program’s indefinite-delivery/indefinite-quantity contract for F100-PW-229 install engines. Work will be performed in East Hartford, Connecticut, and is expected to be completed June 30, 2025. This contract involves Foreign Military Sales (FMS) to Morocco and is the result of a sole-source acquisition. FMS funds in the full amount will be obligated at time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-16-D-0028).

Spiral Solutions and Technologies Inc., Bellevue, Nebraska, has been awarded a $47,004,603 firm-fixed-price-level of effort contract for joint exercises, training, assessment (J7) and related support. This contract provides for advisory and assistance services in support of U.S. Strategic Command’s J-7 planning, development, execution, and analysis of the command-wide joint training, education, professional development, and organizational development programs. Work will be performed at Offutt Air Force Base, Nebraska, and is expected to be completed Aug. 19, 2026. This award is the result of a competitive acquisition with seven offers received. Fiscal 2021 Air Force operation and maintenance funds in the amount of $3,243,026; and fiscal 2021 Department of Defense operation and maintenance funds in the amount of $4,737,276 are being obligated at the time of award. The 55th Contracting Squadron, Offutt AFB, Nebraska, is the contracting activity (FA4600-21-F-0071).

Telos Corp., Ashburn, Virginia, has been awarded a $19,397,304 task order for XACTA Information Assurance Manager (XIAM) support services. This contract will deliver assessment and authorization of sensitive compartmented information (SCI); and intelligence, surveillance and reconnaissance (ISR) networks and weapons platforms for authorization decision by the authorizing official for Air Force SCI and ISR Mission Systems. The majority of work will be based out of Joint Base San Antonio-Lackland, Texas, and is expected to be completed March 20, 2026. This is a sole-source acquisition, and fiscal 2021 operation and maintenance funds in the amount of $2,750,265 are being obligated at the time of award. The Acquisition Management and Integration Center, JBSA-Lackland, San Antonio, Texas, is the contracting activity (FA7037-21-F-0049).

CORRECTION:  The $13,000,000 contract modification announced on July 20, 2021, to Northrop Grumman Aerospace Systems, San Diego, California, for RQ-4 Global Hawk and MQ-4C Triton repair services was actually awarded on July 22, 2021 (FA8539-21-F-0007).

NAVY

Metro Machine Corp., NASSCO Bremerton, Bremerton, Washington, was awarded a $129,226,872 cost-plus-incentive fee, cost-plus-award fee, indefinite-delivery/indefinite-quantity delivery order N4523A21F0305 on contract N0002419D4301 for aircraft carrier ship repair. Work will be performed in Bremerton, Washington, and is expected to be completed by January 2023. Fiscal 2021 other procurement (Navy) funds in the amount of $123,533,612 will be obligated at time of award and will not expire at the end of the current fiscal year. The base contract award for this delivery order was competitively procured via the FedBizOpps.gov website with three offers received. Puget Sound Naval Shipyard and Intermediate Maintenance Facility/Northwest Regional Maintenance Center, Bremerton, Washington, is the contracting activity. (Awarded July 20, 2021)

DZSP 21 LLC, Marlton, New Jersey, is awarded $80,551,613 under previously-awarded cost-plus-award-fee contract N62742-20-C-1199 to exercise Option Period One for base operations support services, Joint Region Marianas, Guam. This option brings the total cumulative value of the contract to $523,607,459. Work will be performed at various installations within Joint Region Marianas, Guam, and is expected to completed by July 2022. Fiscal 2021 operation and maintenance (Navy); fiscal 2021 operation and maintenance (Marine Corps); fiscal 2021 operation and maintenance (DoD); fiscal 2021 operation and maintenance (Army National Guard); fiscal 2021 Navy working capital; fiscal 2021 medical facilities; and fiscal 2021 family housing operation and maintenance (Navy) funds in the amount of $32,432,122 will be obligated at time of award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command, Marianas, Guam, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $62,223,278 undefinitized firm-fixed-price order (N0001921F0511) against a previously issued basic ordering agreement (N0001919G0008). This order procures 190 parachutes and 56 drag chute systems required to meet both full operational capabilities and an urgent requirement in support of delivered air systems for F-35 Lightning II Joint Strike Fighter aircraft for non- Department of Defense (DOD) participants and Foreign Military Sales (FMS) customers. Work will be performed in Fort Worth, Texas, and is expected to be completed in September 2025. Non-DOD funds in the amount of $25,407,691; and FMS funds in the amount of $5,703,948 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Fort Worth, Texas, is awarded a $37,007,569 modification (P00008) to a previously awarded cost-plus-fixed-fee contract (N0001919C0074). This modification adds scope to procure special tooling and test equipment for the F-35 Lightning II Joint Strike Fighter production line in support of second source canopy tooling and other known capacity gaps for the Navy, Marines, Air Force and non-Department of Defense (DOD) participants. Work will be performed in El Segundo California (41%); Sylmar, California (26%); McKinney, Texas (26%); Melbourne, Australia (5%); Montville, New Jersey (1%); various locations within the continental U.S. (0.92%); and various locations outside the continental U.S. (0.08%), and is expected to be completed in August 2023. Fiscal 2021 aircraft procurement (Air Force) funds in the amount of $8,753,641; fiscal 2021 aircraft procurement (Navy) funds in the amount of $8,753,640; and non-DOD participants funds in the amount of $19,500,288 will be obligated at time of award, none of which will expire at the end of the current fiscal year. DRS Laurel Technologies, Johnstown, Pennsylvania, is awarded a $28,896,216 firm-fixed-price modification to previously awarded contract N0002420C5605 to exercise options for Consoles, Displays, and Peripherals Technical Insertion 16 hardware, to support the Navy’s future surface ship combat systems. Work will be performed in Johnstown, Pennsylvania, and is expected to complete July 2022. Seaward Marine Services LLC, Norfolk, Virginia (N3220521D4124), is awarded a $24,090,612 indefinite-delivery/indefinite-quantity contract for underwater hull cleaning services and associated work for the Military Sealift Command’s fleet of ships. This contract includes five one-year ordering periods that would bring the cumulative value of contract ceiling to $24,090,612. Work will be performed worldwide, with an expected completion date of Aug. 9, 2026. Working capital funds (Navy) in the amount of $2,500 for the minimum guarantee will be obligated if appropriate. Orders may be placed throughout the five-year ordering period. Funding for the fiscal year in which orders are place will be utilized at that time. This contract was competitively procured via the beta.sam.gov contracting opportunities website and one timely offer was received. The Military Sealift Command, Norfolk, Virginia, is the contracting activity.

Insitu Inc., Bingen, Washington, is awarded a $16,432,736 firm-fixed-price order (N0001921F0854) against a previously issued basic ordering agreement (N0001921G0007). This order provides for unmanned aircraft systems intelligence, surveillance, and reconnaissance data collection support services for the Department of Defense, other government agencies, and domestic and overseas contingency operations. Work will be performed in Bingen, Washington (20%); and various undisclosed locations outside the continental U.S. (80%), and is expected to be completed in October 2024. Fiscal 2021 operation and maintenance (Navy) funds in the amount of $16,432,736 will be obligated at time of award, all of which will expire at the end of the fiscal year. The Naval Air System Command, Patuxent River, Maryland, is the contracting activity. 

Huntington Ingalls Inc., Newport News, Virginia, is awarded a $13,338,114 cost-plus-fixed-fee level of effort modification to previously awarded delivery order N62793-21-F-2001 off of contract N00024-19-D-4306 to accomplish 12 months of the planned incremental availability period planning. Work will be performed in Newport News, Virginia, and is expected to be completed in March 2022. Fiscal 2021 operation and maintenance (Navy) funding in the amount of $2,000,000 will be obligated at award and will expire at the end of the current fiscal year.
