Contracts For Sept. 15, 2021

AIR FORCE

The MITRE Corp., Bedford, Massachusetts, has been awarded a $474,422,385 cost-reimbursement option contract for services. This contract provides for support to the Air Force from MITRE as the administrator of the National Security Engineering Center federally-funded research and development center. Work will be performed in Bedford, Massachusetts; McLean, Virginia; and various locations throughout the continental U.S. and outside the continental U.S., and is expected to be completed by Sept. 30, 2022. This award is the result of a sole-source acquisition. Foreign Military Sales funds in the amount of $59,157 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8702-19-C-0001).

Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $13,373,588 modification (A00020), exercising Option Year Three on an existing firm-fixed-price contract (FA3002-18-C-0003) for base maintenance contract (BMC) services. The contractor shall provide all labor, supplies, materials, parts, supervision, and other items or services necessary to perform the management and operation of the BMC services for civil engineering. Work will be performed at Sheppard Air Force Base, Texas; Frederick Airfield, Oklahoma; and Sheppard Annex at Lake Texoma, Texas, and is expected to be completed by Sept. 30, 2022. Fiscal 2022 operation and maintenance funds in the amount of $13,373,588 will be obligated on Oct. 1, 2021, if funds are available. The 82nd Contracting Squadron, Sheppard AFB, Texas, is the contracting activity.

Howell Industries Inc., Fort Worth, Texas, has been awarded an $8,631,828 firm-fixed-price requirements-type contract for delivery of the JetCal Analyzer JD-80. This contract will provide a test unit used with the TF-33 engines on B-52 and E-3 Air Force aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed Sept. 30, 2026. This award is a result of a sole-source acquisition, and no funds are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8533-21-D-0011).

DEFENSE LOGISTICS AGENCY

Dove Medical Supply LLC, Summerfield, North Carolina, has been awarded a maximum $400,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for laboratory supplies and wares. This was a competitive acquisition with 33 responses received. This is a five-year contract with no option periods. Location of performance is North Carolina, with a Sept. 14, 2026, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2021 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-21-D-0022).

Salus Medical Products LLC, Indianapolis, Indiana, has been awarded an estimated $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for bedside monitoring, fetal monitoring, vital signs monitoring, ventilators and electrocardiograph systems, to include upgrades, installation and training. This was a competitive acquisition with 55 responses received. This is a five-year base contract with one five‐year option period. Location of performance is Indiana, with a Sept. 14, 2026, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2021 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1‐21‐D‐0015).

M&M Manufacturing,** Lajas, Puerto Rico, has been awarded a maximum $9,218,125 modification (P00021) exercising the second one-year option period of an 18-month base contract (SPE1C1-19-D-1145) with three one-year option periods for various types of blouses and coats. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Puerto Rico, with a Sept. 19, 2022, ordering period end date. Using military services are Navy, Army and Air Force. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

NAVY

Collins Aerospace, Cedar Rapids, Iowa, is awarded a $294,139,940 modification (P00020) to a previously awarded, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N0042118D0004).  This modification exercises an option for the procurement of 8,085 AN/ARC-210(v) radios for installation in over 400 strategic and tactical airborne, seaborne and land based (mobile and fixed) platforms for the Navy, Marine Corps, Army, Coast Guard, other government agencies, and Foreign Military Sales customers. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in September 2024. No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $37,490,229 firm-fixed-price modification (P00012) to a previously awarded indefinite-delivery/indefinite-quantity contract (N0001919D0015). This modification increases the contract ceiling and adds scope to procure ancillary mission equipment in support of F-35 Joint Strike Fighter Lot 15 production aircraft for the Navy, Marine Corps, Air Force, Foreign Military Sales customers, and non-U.S. Department of Defense participants. Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2023. No funds are being obligated at time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Helber Hastert and Fee Planners Inc.,* Honolulu, Hawaii, is awarded a $25,000,000 indefinite-delivery/indefinite-quantity architect-engineer contract for planning and engineering services at various locations worldwide with emphasis in the Pacific and Indian Ocean areas of operation. The work to be performed provides for the development of various planning documents such as regional integration, shore infrastructure, installation development, and area development plans. Work may also require the development of other related documents such as business case, economic, and real estate analyses, facility life cycle and enhanced use lease studies, landscape architecture plans, land surveys, and topographic mapping. The term of the contract is not to exceed 60 months with an expected completion date of September 2026. No task orders are being issued at this time. Work will be performed at various Navy and Marine Corps facilities and other government facilities worldwide including, but not limited to, Hawaii (40%); Guam (30%); Japan (25%); Korea (3%); Singapore (1%); and Diego Garcia (1%).  Fiscal 2021 operation and maintenance, (Navy) contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by operation and maintenance (Navy). This contract was competitively procured via the beta.sam.gov website with two proposals received. The Naval Facilities Engineering Systems Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-21-D-0200).

Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $23,957,584 firm-fixed price, indefinite-delivery/indefinite-quantity contract for the delivery of up to 15 low-rate initial production air-to-air launchers, ancillary components, training, and associated engineering services in support of the Program Manager Ground Based Air Defense, Marine Air Defense Integrated System Increment 1 program. All work will be performed in Tucson, Arizona, with an estimated completion date of Sept. 14, 2026. Fiscal 2020 procurement (Marine Corps) funds in the amount of $9,219,117 will be obligated at the time of award and funds will not expire this fiscal year. This contract was not competitively procured in accordance with Defense Federal Acquisition Regulation 6.302-1 — only one responsible source and no other supplies or services will satisfy agency requirements. The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-21-D-0073). 

Norfolk Dredging Co., Inc., Chesapeake, Virginia, is awarded a $23,255,989 firm-fixed-price contract for construction of maintenance dredging at Naval Weapons Station Earle. The work to be performed provides for maintenance dredging the areas surrounding piers including all berths, turning basin, terminal channel, and a portion of Sandy Hook federal channel. Work will be performed in Colts Neck, New Jersey, and is expected to be completed by December 2022. Fiscal 2021 operation and maintenance (Navy) in the amount of $23,255,989 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.sam.gov website with five proposals received. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-21-B-0055).

Lockheed Martin Corp., Orlando, Florida, is awarded a $16,616,380 firm-fixed-price modification to previously-awarded contract N00024-18-C-4208 to exercise options for machinery control systems shipsets in support of DDG modernization. Work will be performed in Orlando, Florida (40%); Airmont, New York (20%); Rancho Cucamonga, California (10%); Brenham, Texas (7%); Baltimore, Maryland (6%); Milford, Massachusetts (6%); Pompano Beach, Florida (6%); and Brockton, Massachusetts (5%), and is expected to be completed by December 2025. Fiscal 2021 other procurement (Navy) funds in the amount of $11,050,920 (66.5%); fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of $5,525,460 (33.3%); and fiscal 2015 shipbuilding and conversion (Navy) funds in the amount of $40,000 (0.2%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Webcor Construction LP, doing business as Webcor Builders, Alameda, California, is awarded a $16,319,924 firm-fixed-price task order (N6247321F5402) under a multiple award construction contract for construction of the laboratory revitalization program projects at Naval Air Weapons Station China Lake. The work to be performed includes the design and construction of a new storage warehouse; a firing range support facility; a prototype laboratory; and a pad-mounted transformer for electrical service. The options, if exercised, provide for an administrative building, concrete-covered parking stall, and additional covered parking. The task order also contains three unexercised options, which if exercised would increase cumulative task order value to $23,788,493. Work will be performed in Ridgecrest, California, and is expected to be completed by May 2023. Fiscal 2020 research, development, test and evaluation (Navy) contracts funds in the amount of $9,000,000; fiscal 2021 research, development, test and evaluation (Navy) contracts funds in the amount of $1,899,679; and fiscal 2021 operation and maintenance (Navy) contract funds in the amount of $5,420,245 are obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity (N62473-21-D-1214).  

General Dynamics Information Technology Inc., Falls Church, Virginia, is awarded a $9,583,816 cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contract. This contract provides support services for the analysis, design, development, test, integration, deployment, and operations of various information technology (IT) systems. This support includes software maintenance, enhancements, design, development, testing, evaluation, coding, integration, database administration, and data analysis for various Naval Air Warfare Center, Weapons Division (NAWCWD), Logistics Maintenance Information Systems Technology Division IT projects. Work will be performed in China Lake, California, and is expected to be completed in September 2024. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; two offers were received. The NAWCWD, China Lake, California, is the contracting activity (N6893621D0050).

MOWA Barlovento LLC JV,* Gautier, Mississippi, is awarded a $9,475,750 firm-fixed-price task order (N6945021F0716) under a multiple award construction contract for the renovation of Building 304 South at Naval Support Activity Panama City. The work to be performed provides for removal of existing partitions and furring; addition of new gypsum board walls, acoustical ceilings and finishes; addition of an elevator; removal of hazardous materials encountered during renovation; removal and replacement of heating, ventilation, and air conditioning system; removal and replacement of exterior windows and doors; complete renovation of electrical distribution and lighting system, receptacle power, data and audio-visual systems; and installation of a new fire alarm system. Work will be performed in Panama City, Florida, and is expected to be completed by January 2023. Fiscal 2021 defense working capital funds in the amount of $9,475,750 are obligated on this award and will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity (N69450-17-D-0509).

Parsons Government Services Inc., Pasadena, California, is awarded an $8,093,401 firm-fixed-price modification to increase the maximum dollar value of an existing task order (N6247320F3000) to provide construction management services at Naval Air Weapons Station China Lake. This modification provides for the construction management services, including programmatic, technical, and construction oversight in support in support of the Officer in Charge of Construction China Lake. After award of this modification, the total cumulative contract value will be $15,943,512. Work will be performed in Ridgecrest, California, and is expected to be completed by September 2022. Fiscal year 2021 military construction funds in the amount of $8,093,401 are obligated on this award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command, Officer in Charge of Construction, China Lake, California, is the contracting activity (N62473-20-F-3000).  

ARMY

Structural Associates Inc.,* East Syracuse, New York, was awarded a $27,330,750 firm-fixed-price contract for design and construction of a new operational campus for a new railhead loading area and facilities. Bids were solicited via the internet with three received. Work will be performed at Fort Drum, New York, with an estimated completion date of Sept. 30, 2023. Inland Dredging Co. LLC, Dyersburg, Tennessee, was awarded a $24,000,000 firm-fixed-price contract for rental of a 24-inch cutterhead pipeline dredge. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 15, 2022. Georgia Vocational Rehabilitation Agency,* Tucker, Georgia, was awarded a $17,527,654 firm-fixed-price contract for food services at Fort Benning. Bids were solicited via the internet with one received. Work will be performed in Fort Benning, Georgia, with an estimated completion date of Sept. 30, 2021. Covenant Russell LLC,* Clive, Iowa, was awarded an $11,326,200 firm-fixed-price contract to design and construct the Lake Campus Consolidated Recreation Facility at Offutt Air Force Base. Bids were solicited via the internet with eight received. Work will be performed at Offutt Air Force Base, Nebraska, with an estimated completion date of March 30, 2023. Fiscal 2020 military construction, Air Force funds in the amount of $11,326,200 were obligated at the time of the award. K&S LLC,* Sioux City, Iowa, was awarded an $11,015,000 firm-fixed-price contract for the renovation of the Squadron Operations Facility at the 185th Air Refueling Wing, Iowa Air National Guard. Bids were solicited via the internet with two received. Work will be performed in Sioux City, Iowa, with an estimated completion date of Dec. 13, 2022. NISOU LGC II LLC,* Detroit, Michigan, was awarded an $8,769,735 firm-fixed-price contract to renovate a dormitory facility. Bids were solicited via the internet with seven received. Work will be performed in Louisville, Tennessee, with an estimated completion date of Sept. 14, 2022. Dean Marine,* Mount Clemens, Michigan, was awarded an $8,152,026 firm-fixed-price contract to repair the Cleveland Breakwater Project. Bids were solicited via the internet with two received. Work will be performed in Cleveland, Ohio, with an estimated completion date of Nov. 8, 2022. Fiscal 2021 civil construction funds in the amount of $8,152,026 were obligated at the time of the award. KLK Electric Inc., Staten Island, New York, was awarded a $7,878,551 firm-fixed-price contract to renovate Building 320 at Letterkenny Army Depot. Bids were solicited via the internet with eight received. Work will be performed in Chambersburg, Pennsylvania, with an estimated completion date of Oct. 5, 2023. Fiscal 2021 operation and maintenance, Army funds in the amount of $7,878,551 were obligated at the time of the award. MISSILE DEFENSE AGENCY

Raytheon Missiles and Defense, Tucson, Arizona, is being awarded a fixed-price incentive, sole-source contract modification (P00010) under a Foreign Military Sales (FMS) case with the Japan Ministry of Defense (JMOD).  The total value of this contract is $12,984,445.  Under contract HQ0851-20-C-0002, the contractor will evaluate hardware, inspect all material, repair minor discrepancies, and re-assemble and deliver a Standard Missile-3 Block IB Inert Operating Missile.  The work will be performed in Tucson, Arizona. The performance period is from Sept. 15, 2021, through March 31, 2023. JMOD FMS funds in the amount of $12,984,445 will be used to fund this effort.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
