Advanced Telemetry Systems Inc.,* Isanti, Minnesota was awarded a $8,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract with options for Juvenile Salmon Acoustic Telemetry transmitters for implantation in adult and juvenile salmonids, kelt steelhead and Pacific lamprey for fish passage and survival studies by the Army Corps of Engineers. Funding and work location will be determined with each order with an estimated completion date of Jan. 11, 2019. Bids were solicited via the Internet with one received. Funding and work location will be determined with each order with an estimated completion date of Jan. 11, 2020. Bids were solicited via the Internet with fourteen received. Army Corps of Engineers, Huntsville, Alabama is the contracting activity.
 

DEFENSE THREAT REDUCTION AGENCY
 

ECS Federal Inc., Fairfax, Virginia, was awarded a ceiling $73,000,000 firm-fixed-price, indefinite-delivery/indefinite quantity contract for budget and finance support services. This contract provides for non-personal services to provide technical support services to the Defense Threat Reduction Agency (DTRA) Comptroller in the areas of program and budget support, financial operations support, finance and accounting support, Defense Agency Initiative sustainment activities and financial management functions for DTRA organizational entities. Work will be performed at DTRA Headquarters, Fort Belvoir, Virginia with an expected completion date of Jan. 11, 2020. Fiscal 2015 operations and maintenance funds in the amount of $540,000 and fiscal 2015 research, development, test and evaluation funds in the amount of $20,000 are being obligated at time of award on the initial three task orders. This contract was a competitive acquisition, and five offers were received. DTRA, Fort Belvoir, Virginia is the contracting activity (HDTRA1-15-D-0002).
 

NAVY
 

International Marine and Industrial Applicators LLC, Spanish Fort, Alabama, is being awarded a $16,609,224 firm-fixed-price contract to provide management, material support services, labor, supplies, and equipment deemed necessary to perform depot-level preservation support on USS Nimitz (CVN 68). Work will be performed in Bremerton, Washington, and is expected to be completed by June 2016. Fiscal 2015 operations and maintenance (Navy) funding in the amount of $16,609,224 will be obligated at time of award and will expire at the end of the current fiscal year. This contact was not competitively procured in accordance with FAR 6.302-1(a)(2)(iii) - only one responsible source and no other supplies or services will satisfy agency requirements. Puget Sound Naval Shipyard & Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity (N4523A-15-C-0003).
 

Sealift Inc., Oyster Bay, New York, is being awarded a $9,466,640 modification under a previously awarded firm-fixed-price contract (N00033-14-C-3301) to exercise a one-year option period for the time charter of the U.S.-flagged self-sustaining ship, MV CAPT David I Lyon, to support the U.S. Air Force’s at-sea prepositioning program. Work will be performed at sea in the U.S. Pacific Fleet area, and work for this option period is expected to be completed by January 2016. Fiscal 2015 transportation working capital contract funds in the amount of $6,769,296 are being obligated at the time of award and will not expire at the end of the current fiscal year. The Military Sealift Command, Washington, District of Columbia, is the contracting activity (N00033-14-C-3301).
 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded $7,085,000 for modification to a previously awarded cost-plus-fixed-fee delivery order 5500 issued against a previously issued Basic Ordering Agreement (N00019-14-G-0020). This modification authorizes two additional Engineering Change Proposals for air vehicle retrofit modifications to be incorporated into designated F-35 aircraft, and includes retrofit modification kits, installation, and labor. Work will be performed in Fort Worth, Texas (45 percent); Ogden, Utah (20 percent); Cherry Point, North Carolina (20 percent); Yuma, Arizona (5 percent); Eglin Air Force Base, Florida (5 percent); and Edwards Air Force Base, California (5 percent), and is expected to be completed in March 2018. Fiscal 2014 aircraft procurement (Marine Corps), 2015 aircraft procurement (Marine Corps and Air Force) and fiscal 2015 research, development, test and evaluation funds (Navy, Marine Corps, and Air Force) in the amount of $3,542,500 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
 

DEFENSE LOGISTICS AGENCY
 

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $15,775,000 firm-fixed-price contract for aircraft horizontal stabilizers. This was a sole-source acquisition. This is a one-year base contract. Location of performance is Missouri with a December 2016 performance completion date. The using military service is the Navy. The type of appropriation is fiscal year 2015 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPE4A1-14-G-0007-THEA).
