CONTRACTS

 

AIR FORCE

 

The Boeing Co., Directed Energy and Strategic Systems, Albuquerque, New Mexico, has been awarded a $275,000,000 indefinite-delivery/indefinite-quantity contract for research, engineering, and program management to advance scientific and technical knowledge of ground-based space-superiority capabilities and technology, and then apply and transition that knowledge to achieve Air Force and national goals. Work will be performed at Kirtland Air Force Base, New Mexico; and Maui, Hawaii, and the three task orders are expected to be completed by Nov. 3, 2020.  This award is the result of a competitive acquisition with four offers received. Fiscal 2016 research, development, test and evaluation funds in the amount of $987,000; and operation and maintenance funds in the amount of $1,513,000 are being obligated at the time of award. The Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9451-13-R-0243).

 

Cyber Defense Information Assurance, Round Rock, Texas, has been awarded an $11,473,390 modification (P00003) to previously awarded contract FA8773-15-C-0045 for the Air Force Intranet Control weapon system and the Department of Defense Joint Regional Security Stacks. Contractor will provide Air Force enterprise-level network management, optimized communications and defensive measures at the Air Force Information Network gateways. Air Force Intranet Control operates the Common User virtual private network mesh tying the components of the Air Force’s intranet together and protecting Air Force network traffic through encryption as it traverses public infrastructure. Work will be performed at Maxwell-Gunter Air Force Base, Alabama, and is expected to be complete by July 8, 2017. Fiscal 2016 operation and maintenance funds in the amount of $11,000,000 are being obligated at the time of award. The 38th Contracting Squadron, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

NAVY

 

The Boeing Co., Seattle, Washington, is being awarded a $235,273,721 firm-fixed-price modification to the previously awarded P-8A Multi-mission Maritime Aircraft advance acquisition contract N00019-14-C-0067.  This modification provides for the procurement of long-lead items for the manufacture and delivery of 11 Lot 8 full-rate production IV P-8A aircraft for the Navy.  Work will be performed in Seattle, Washington (82.6 percent); Baltimore, Maryland (6.2 percent); Greenlawn, New York (4.2 percent); Cambridge, United Kingdom (3.5 percent); and North Amityville, New York (3.5 percent), and is expected to be completed in January 2017.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $235,273,7121 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

BAE Systems Norfolk Ship Repair, Norfolk, Virginia, is being awarded a $48,862,912.56 firm-fixed-price, award fee contract for the execution of USS McFaul (DDG 74) fiscal 2016 extended dry-docking selected restricted availability.  This availability will include a combination of maintenance, modernization, and repair of USS McFaul.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $49,950,581.  Work will be performed in Norfolk, Virginia, and is expected to be completed by March 2017.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 other procurement (Navy) funding in the amount of $48,862,913 will be obligated at time of award.  Contract funds in the amount of $36,764,398 will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-4403).

 

Lockheed Martin Space Systems Co., Sunnyvale, California, is being awarded $12,035,307 for modification P00011 to a previously awarded cost-plus-fixed-fee contract (N00030-15-C-0005) for Common Missile Compartment/Ohio Replacement, missile service unit, X-Link Pod Refresh, and Strategic Weapons Systems Ashore efforts.  Work will be performed at Cape Canaveral, Florida, with an expected completion date of March 31, 2020.  United Kingdom funds in the amount of $12,035,307 are being obligated on this award, none of which will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Mission Systems and Training, Orlando, Florida, is being awarded a $7,417,136 fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract.  This contract provides for removal, repair, replacement, calibration, configuration management, functional test and return to service of electronic Consolidated Automated Support System (eCASS) repairable and consumable assets, as well as maintaining inventory and issuing assets in response to requisitions for both repairables and consumables.  It also provides for sustaining logistics and engineering support; facilitating a Failure Reporting, Analysis and Corrective Action System; and providing data in accordance with the Contract Data Requirements List. Work will be performed in Orlando, Florida (77.15 percent); North Reading, Massachusetts (16 percent); Hunt Valley, Maryland (6.8 percent); and LaMesa, Mexico (0.5 percent), and is expected to be completed in April 2018.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $2,840,470 are being obligated at time of award, none of which will expire at the end of the fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Lakehurst, New Jersey, is the contracting activity (N68335-16-D-0133).

 

ARMY

 

Raytheon Co., McKinney, Texas, was awarded a $17,877,938 firm-fixed-price, foreign military sales contract (Pakistan) for thermal weapon sights and spares, training, and contract data requirements lists.  One bid was solicited with one received. Work will be performed in McKinney, Texas; and Pakistan, with an estimated completion date of Oct. 30, 2017.  Fiscal 2010 other procurement funds in the amount of $17,877,938 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-C-5011).

 

CB&I Federal Services LLC, Cincinnati, Ohio, was awarded a $9,000,000 firm-fixed-price, multi-year, indefinite-delivery/indefinite-quantity contract for architectural and engineering services for environmental support for military and civil projects within the Great Lakes and Ohio River mission boundaries of the Louisville District, Army Corps of Engineers.  Bids were solicited via the Internet with one received with an estimated completion date of April 4, 2021.  Funding and work location will be determined with each order. Army Contracting Command, Louisville, Kentucky, is the contracting activity (W912QR-16-D-0008).

 

CNS Aviation LLC, Pensacola, Florida, was awarded a $7,084,962 firm-fixed-price contract for avionics bench test sets.  Bids were solicited via the Internet with three received. Work will support Special Mission Wing counternarcotic activities in Afghanistan with an estimated completion date of March 31, 2017.  Fiscal 2015 other procurement funds in the amount of $7,084,962 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-C-0032).
