NAVY

 

L-3 Communications Vertex Aerospace, Madison, Mississippi, is being awarded a $302,208,932 firm-fixed price, indefinite-delivery requirements contract for logistics services in support of the C-12 utility lift aircraft, including post-production, full commercial-type aircraft maintenance, logistics support, and materials for Marine Corps Reserve C-12 (UC-12B/F/M/W) and Navy TC-12B trainer aircraft.  Work will be performed in Corpus Christi, Texas (42 percent); Patuxent River, Maryland (6 percent); Manama, Bahrain (6 percent); Guantanamo Bay, Cuba (6 percent); Atsugi, Japan (6 percent); Beaufort, South Carolina (4 percent); San Angelo, Texas (4 percent); New Orleans Louisiana (4 percent); Yuma, Arizona (4 percent); Iwakuni, Japan (4 percent), New River, North Carolina (3 percent); Kadena, Japan (3 percent); Manassas, Virginia (2 percent); Miramar, California (2 percent); Futenma, Japan (2 percent); and Misawa, Japan (2 percent), and is expected to be completed in July 2021.  No funds are being obligated at time of award; funds will be obligated against individual delivery orders as they are issued.  This contract was competitively procured via an electronic request for proposals; five offers were received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-D-0044).

 

KeyW Corp., Hanover, Maryland, was awarded a firm-fixed-price, level-of-effort, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity, multiple award contract. This award was one of a multiple award contract involving eight other contractors awarded May 23, 2016.  The maximum dollar value for all nine contracts combined is $245,000,000.  The contracts are for engineering and technical support to the Naval Research Laboratory Information Technology Division.  The nine contractors may compete for task orders under the terms and conditions of the awarded contracts, therefore, work will be performed at the Naval Research Laboratory, Washington, District of Columbia (90 percent); and at one of these possible contractor locations: Bethesda, Maryland; Centreville, Virginia; Fredericksburg, Virginia; Alexandria, Virginia; Vienna, Virginia; Herndon, Virginia; Hanover, Maryland; or Pasadena, California (10 percent).  Work is expected to be completed May 22, 2021.  Task orders will be funded with fiscal 2016 working capital funds (Navy), and no funds will be expiring at end of current fiscal year.  This contract was competitively procured under request for proposal N00173-14-R-RV01, with 12 offers received.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity. 

 

BAE Systems San Diego Ship Repair, San Diego, California, is being awarded a $40,659,091 firm-fixed-price, award fee contract for the execution of USS Paul Hamilton (DDG 60) fiscal 2016 extended dry-docking selected restricted availability.  This availability will include a combination of maintenance, modernization, and repair of USS Paul Hamilton.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $45,380,950.  Work will be performed in San Diego, California, and is expected to be completed by August 2017.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 other procurement (Navy) funding in the amount of $40,659,091 will be obligated at time of award, and funds in the amount of $34,190,195 will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with three offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-4400).

 

Space Dynamics Laboratory Utah State University, North Logan, Utah, is being awarded $19,999,986 for cost-plus-fixed-fee completion task order 0004 under a previously awarded contract (N00173-12-D-2004) for research support into intelligence, surveillance, and reconnaissance systems.  Work will be performed in North Logan, Utah, and is expected to be completed May 24, 2018.  Fiscal 2016 research, development, test and evaluation (Navy funds) in the amount of $50,000 will be obligated at the time of award. Funds in the amount of $50,000 will expire at end of current fiscal year.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity.  

 

BAE Systems Norfolk Ship Repair, Norfolk, Virginia, is being awarded a $17,685,931 firm-fixed-price contract for USS Tortuga (LSD 46) fiscal 2016 special selected restricted availability.  Work will involve ship repair, maintenance, structural, habitability and ventilation repairs, ship alterations, and modernization.  Work will be performed in Norfolk, Virginia, and is expected to be completed by December 2016.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 other procurement (Navy) funding in the amount of 17,685,931 will be obligated at time of award and funds in the amount of $15,042,752 will expire at the end of the current fiscal year.  This contract was competitively procured under full and open competition via the Federal Business Opportunities website, with three offers received. The Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity (N50054-16-C-0007).

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $9,074,985 modification to previously awarded contract N00024 15 C-5408 to exercise fiscal 2016 options for Standard Missile-6 (SM-6) production and spares requirements.  Work will be performed in Tucson, Arizona (90 percent); Huntsville, Alabama (10 percent); and is expected to be completed by March 2019.  Fiscal 2016 Missile Defense Agency funding in the amount of $8,014,440 will be obligated at time of award, and contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity.

 

Management Services Group Inc., doing business as Global Technical Systems,* Virginia Beach, Virginia, is being awarded a $7,560,515 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of up to 12,275 various hardware components for the Technique Control Modulator (TCM) Hydra.  The TCM Hydras are used with other countermeasure set modules to generate high-fidelity radio frequency signals, which are used to test and evaluate weapon systems and to train fleet operators.  Work will be performed in Virginia Beach, Virginia, and is expected to be completed in May 2021.  Fiscal 2015 missile procurement (Air Force); and fiscal 2016 research, development, test and evaluation (Air Force) funds in the amount of $55,498 will be obligated at time of award; none of which will expire at the end of the current fiscal year.  This contract was competitively procured as a small business set-aside via an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0010).

 

General Dynamics Mission Systems (GDMS), Scottsdale, Arizona, is being awarded a $7,255,860 modification to a previously awarded firm-fixed-price contract (N00039-10-C-0069) for AN/USC-61(C) digital modular radio (DMR) supplies and services.  Under this modification GDMS will develop and integrate an update to the DMR software to support high frequency and Automatic Link Establishment requirements.  Research, development, test and evaluation funds in the amount of $7,255,860 will be placed on contract and obligated at the time of award.  Contract funds will expire at the end of the current fiscal year.  Work will be performed in Scottsdale, Arizona, and is expected to be completed by April 2018.  This contract was not competitively procured because it is a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source (Federal Acquisition Regulation subpart 6.302-1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

 

U.S. SPECIAL OPERATIONS COMMAND

 

Palantir Technologies Inc., Palo Alto, California (H92222-16-C-0078), is being awarded a $222,106,780 firm-fixed-price contract for All Source Information Fusion (ASIF) software licenses and the associated support services in support of U.S. Special Operations Command, Special Operation Forces Acquisition, Technology and Logistics. The work will be performed in locations inside and outside the continental U.S. Fiscal 2016 operations and maintenance funding will be provided in the amount of $5,002,225 at the time of contract award. Additional funding will be added as it becomes available. The anticipated period of performance includes a base year and three option years. This is a sole-source award in accordance with Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. U.S. Special Operations Command, Tampa, Florida, is the contracting activity.

 

DEFENSE INFORMATION SYSTEMS AGENCY

 

Alion Science and Technology Corp., Burr Ridge, Illinois; ANDRO Computational Solutions LLC, Rome, New York; Calvert Systems Engineering Inc., Prince Frederick, Maryland; CoSolutions Inc., Sterling, Virginia; Harris Corp. (previously Exelis Inc.), Herndon, Virginia; Expression Networks LLC, Washington, District of Columbia; Freedom Technologies Inc., Arlington, Virginia; and URS Federal Services Inc., Germantown, Maryland, were competitively awarded a multiple award, indefinite-delivery/indefinite-quantity contract for operational spectrum support, electromagnetic environmental effects (E3) and spectrum engineering, strategic spectrum planning, and research and analysis for emerging spectrum technologies for the Defense Spectrum Organization. The period of performance for the contract is June 1, 2016 -  May 31, 2017, with a one-year base period and four one-year option periods. Performance will be in Annapolis, Maryland; and at Fort George G. Meade, Maryland.  The contract ceiling is $136,802,655 over five years with firm-fixed-price, cost-plus-fixed-fee, cost-plus-incentive-fee, and cost reimbursable contract line item numbers.  Proposals were solicited via FedBizOpps.gov, and 10 proposals were received.  The Defense Information Technology Contracting Organization - National Capital Region, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Middle Atlantic Wholesale Lumber Inc.,* Baltimore, Maryland (SPE8E6-16-D-0002); Forest Products Distributors,* Rapid City, South Dakota (SPE8E6-16-D-0003); Sylvan Forest Products,* Portland, Oregon (SPE8E6-16-D-0004) and S & S Forest Products LLC,* Boerne, Texas (SPE8E6-16-D-0005), are sharing a maximum $46,000,000 firm-fixed-price, tailored logistics support contract under solicitation SPE8E6-16-R-0002 for wood products for the west region, which includes customers in the continental U.S. and worldwide. This was a competitive acquisition with six responses received. This is a two-year base contract with three one-year option periods. Locations of performance are Maryland, South Dakota, Oregon and Texas, with a May 24, 2018, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

ARMY

 

Kongsberg Defence & Aerospace, Kongsberg, Norway was awarded a $36,726,822 modification (P00267) to contract W15QKN-12-C-0103 to exercise options for Common Remotely Operated Weapon Station (CROWS) 153A2A1 and CROWS M153A2 to M153A2E1 postproduction conversion.  Work will be performed in Johnstown, Pennsylvania, with an estimated completion date of Jan. 29, 2019.  Fiscal 2015 and 2016 other procurement funds in the amount of $36,726,822 were obligated at the time of the award.  Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

 

HKP LogIT Management LLC,* Texarkana, Texas, was awarded a $14,465,363 firm-fixed-price, multi-year contract for the reset of the  High Mobility Multipurpose Wheeled Vehicle battery-powered motorized traversing unit (BPMTU). A total of 4,098 BPMTUs will be purchased.  Bids were solicited via the Internet with one received.  The estimated completion date is May 25, 2018.  Funding and work location will be determined with each order.  Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-16-D-0103).

 

AAR Allen Services Inc.,* Garden City, New York, was awarded a $7,280,276 firm-fixed-price, multi-year, indefinite-delivery/indefinite-quantity contract for overhauling T-700 anti-ice valves. The estimated completion date is May 26, 2021.  Two bids were solicited with four received. Funding and work location will be determined with each order.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-D-0039).

 

AIR FORCE

 

International Enterprises Inc., Talladega, Alabama, has been awarded a $17,404,226 indefinite-delivery requirements contract for F-16 dual-mode transmitter repairs. Contractor will provide major overhaul to bring service life back to reconditioned items. Work will be performed at Talladega, Alabama, and is expected to be complete by May 24, 2021. This award is the result of a sole-source acquisition. No funds are being obligated at the time of award. Air Force Sustainment Center, Hill Air Force Base, Utah, is the contracting activity (FA8251-16-D-0016).

 

General Dynamics Advanced Information Systems Inc., Fairfax, Virginia, has been awarded a $14,824,631 cost-plus-fixed-fee contract for software and reports. Contractor will design, development, integrate, test, and demonstrate the delivery of a Shadow Compass prototype which satisfies an intelligence need through the correlation of geospatial intelligence, signals intelligence, and cyber indicators and warning data streams. Work will be performed at Oakton, Virginia, and is expected to be complete by May 25, 2018. This award is the result of a competitive acquisition with two offers received. Fiscal 2015 and 2016 research, development, test and evaluation funds in the amount of $4,728,520 are being obligated at the time of award. Air Force Research Laboratory, Rome New York, is the contracting activity (FA8750-16-C-0029).

 

SRI International, Menlo Park, California, has been awarded a $9,467,110 cost-plus-fixed-fee contract for automated media integrity assessment software and hardware. Contractor will develop technologies for the automated assessment of the integrity of an image or video. The program will integrate these technologies in a visual media forensics platform. Work will be performed at Menlo Park, California; and Princeton, New Jersey, and is expected to be complete by May 25, 2020. This award is the result of a competitive acquisition with 38 offers received. Fiscal 2015 research, development, test and evaluation funds in the amount of $1,119,280 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-16-C-0158).

 

Georgia Institute of Technology, Atlanta, Georgia, has been awarded a $9,440,433 cost reimbursement contract for research and development in Leveraging the Analog Domain for Security. Contractor will provide multi-model analog sensing to adaptively determine what features to compute from signals emitted by a device during training and testing, extracting sub-bands of interest, de-noising the individual signals, and removing interfering transmission by other devices in the vicinity. Work will be performed at Atlanta, Georgia, and is expected to be complete by July 31, 2020. This award is the result of a competitive acquisition with 45 offers received. Fiscal 2015 and 2016 research, development, test and  evaluation funds in the amount of $2,878,550 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-16-C-7620).

 

UPDATE: J.M. Waller Associates Inc., Springfield, Virginia (FA8903-16-D-0043); and Ahtna Engineering Services LLC, Anchorage, Alaska (FA8903-16-D-0051), have been awarded contracts under a previously announced indefinite-delivery/indefinite-quantity contract with a program ceiling of $500,000,000 for architect-engineering services. Contractor will provide architect-engineering 2013 (A-E13) environmental services including A-E services to support operations and maintenance, environmental restoration account, environmental compliance, Base Realignment and Closure, and Military Family Housing programs worldwide. The work includes all efforts necessary to manage and execute Title I, Title II, and other A-E services primarily for environmental projects including planning and programming, restoration, quality (compliance and pollution prevention), and conservation.  Work will be performed at government locations worldwide and is expected to be complete by May 24, 2023. This award is the result of a competitive acquisition with 26 offers received. Fiscal 2016 operation and maintenance funds in the amount of $3,000 to each contractor are being obligated at the time of award. Air Force Installation Contracting Agency, 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity.
